Project Summary

The Santee Sioux Nation located in Nebraska is a federally recognized Indian tribe and is organized in accordance with Section 6 of the Indian Reorganization Act of June 1, 1934 (48 Stat. 984), as amended by the Act of June 15, 1935 (49 Stat. 378). The Santee Sioux tribal government operates under the Constitution and By-Laws of the Santee Sioux Nation of the Santee Sioux Reservation in Nebraska. The Constitution and By-Laws were approved by the U.S. Secretary of the Interior on April 3, 1936, and established the procedures for electing the governing body. The Santee Sioux Tribal Council is the official governing body for the Santee Sioux Nation and is authorized in Section 1, Article 3 of the Santee Sioux Constitution and By-Laws. Article 4 states the enumerated powers of the Santee Sioux Tribal Council to negotiate with Federal, State, and local governments.

The Santee Sioux Nation is seeking funding through Section 103 of the Clean Air Act to continue developing its environmental capacity in order to operate and maintain a tribal air program, by conducting the work presented in this document related to air quality and air pollution. Environmental data descriptive of the air quality on tribal lands, and other information identified during this project, will be used to protect the health and environment of tribal members, other people residing on the reservation, and the wildlife. to establish baseline data for air pollution sources on tribal lands, which will assist decision makers in matters pertaining to air quality. Data regarding air emissions in the tribal air shed will be used to determine air pollution and control concerns of community members. Funding will also assist in providing the community with educational resources and information to improve their health and quality of life. This information will assist the Tribe to focus limited financial resources and determine environmental priorities with regard to its air resources and to develop future air pollution monitoring activities.

During the specific project proposed herein, the Tribe intends to:

  • Continue the Air Quality Director at 1.00 FTE.
  • Continue to develop the technical capability of staff to complete duties stated in this work plan through trainings and other arenas of technical assistance.
  • Network with federal, tribal, state, and local air quality officials.
  • Participate in the National Tribal Air Association (NTAA) and attend the annual conference.
  • Actively participate in regional air issues and take part in the Central Regional AirPlanning Organization (CENRAP) by joining a workgroup and attending semi-annual meetings.
  • Attend quarterly meetings of the EPA Region VII Regional Operations Committee (ROC).
  • Provide the tribal community with outreach, education and documents pertaining to air quality issues that impact their health and lives
  • Provide assistance to tribal members and other community members regarding air pollution concerns.
  • Continue to collect, store, and review historic data collected by the State on air resources.
  • Continue to review existing Source Inventory Report of ambient air quality done for the Santee Sioux tribal lands in the summer of 2000.
  • Continue to update the Emissions Inventory (EI) for all stationary, area, and mobile air sources of pollutants on the Santee Sioux tribal lands, andexpand to include a 50-mile radius of the exterior boundaries.
  • Produce maps of air source locations on tribal lands for a better documentation of air pollutants.
  • Evaluate opportunities for future air program development, including air pollution monitoring.
  • Maintain an effective and adequate partnership with the Environmental Protection Agency (EPA).
  • Operate and maintain meteorological station and CASTNET monitoring stations.

The program will give the Santee Sioux Nation an opportunity to implement an air quality program focus within its Air Department and to share the information about air pollution obtained with tribal leaders and the community-at-large. The attached proposed budget will allow the Tribe to continue to develop an air quality program within the exterior boundaries of the reservation.

Other Involved Agencies

The Tribe will collaborate and seek to develop a strong professional relationship with other tribal environmental professionals in EPA Region VII, EPA Headquarters and air monitoring staff within the States of Region VII. The component of the project dealing with the review and interpretation of air quality assessment data and spatial analysis will require the Tribal Air Department to further develop its relationship with EPA Region VII, the Tribal Air Monitoring Support (TAMS) Center, Las Vegas, NV, and the Institute for Tribal Environmental Professionals (ITEP), Flagstaff, AZ.

Work Plan

The following work plan lists the environmental outputs that will be completed and accomplished during the course of the project. It is anticipated that the project will be implemented in a manner to meet the following proposed target dates of the deliverables stated in this work plan. This grant will allow the Tribal Air Department to keep the current Air Quality Director at 1.0 FTE to complete the duties stated herein.

USEPA R7 ROLES AND RESPONSIBITIES

Provide training, guidance, and technical assistance as requested on

air modeling, emission inventory, monitoring, quality assurance

development, technical equipment assistance and any other relevant

issues, which will enhance the Santee Sioux Tribal Air Program capabilities.

EPA will review and provide comments (when appropriate) on Quality

Assurance Project Plans (QAPP) and Standard Operating Procedures (SOPs)

in a timely manner.

Provide guidance and emission factors/tools required for the completion of the emissions inventory being developed for the Santee Sioux Tribal Reservation land area.

Provide assistance in conducting network reviews, QA/QC monitor audits, development of possible supplemental monitoring equipment and funds, and assist in continuing operation of the meteorological and Casnet site when requested.
