The meeting opened at 7:15 pm with Richard Walsh in chair.

4. BUSINESS ARISING FROM THE 1 OCTOBER 2002 MEETING

4.1item 4.5 – Honorary Gear Steward

Bill Wonson has done a tremendous job with the Branch's gear trailer. Thanks Bill.

4.2item 4.6 – Scrutineering Course – Jim Starkey

Reminder - the scrutineering course will be run at Towradgi – 30 November & 1 December 2002. Must have a Level 1 Officials accreditation to be eligible to do the course. Names required.

5. CORRESPONDANCE

5.1item 46 – Male found taking Photos at Nipper Carnival

Clubs should maintain vigilance after a man was found at a carnival at Wanda taking inappropriate photos of children. Man was arrested.

5.2Late corro – Letter of endorsement – G Chapman

With this letter from Thirroul Gary Chapman has all the necessary paperwork to be accepted to the Board. The meeting endorsed Gary Chapman as a competition member of the Board.

6. REPORTS6.1 Director of Lifesaving

Written report attached.

The meeting recommended to the Branch that the SW Club Premiership Series be treated the same as Illawarra Carnivals and that competitors must competed in these carnivals with the same obligations & restrictions.

6.2 Patrol Director

Radio base operating well. Clubs have an obligation to have an open beach and not take the easy option and close the beach even when the beach is quite safe.

6.3 Deputy Director of Lifesaving

There has been some letters sent to the Branch on the BHP Competition and now a meeting with the BHP Panel can be convene. Meeting - Wednesday, 13 November 2002, 7 pm at Surf House.

Clubs must use rescue gear that was passed at Gear Inspection and not use unscrutinised gear. The Club has a responsibility to get non-scrutineered gear checked.

6.4 Examination Director

6.5 Education Director

6.6 Competition Director

A Boat Sweep Accreditation course was held before the StanwellPark carnival - Lou to compete paperwork.

Helensburgh – Stanwell Park Carnival went very well. Gear trailer worked well, and the probational officials shown plenty of talent and promise. Well done everybody.

  • Mason rescue board being made available for the branch, Executive to decide how the board will be given away.
  • IRB competition not going ahead 1/1/03 at this stage. Further discussion planned.
  • Over 40's competition not being introduced at this stage.
  • 16 competitors are allowed in craft events – increased from 15.
  • Mason's Lifesaving Relay to be held at State Championships most likely Friday, team to include 1 female & 1 U/16's.
  • Illawarra Branch's IRB commitment to State Championships is 2 IRB's & 2 crews.
  • Restricted events in the BJA have changed from 5 per Branch to 2 per club.
  • Champion Lifesaver competitors to use Rescue Board for the patrol scenario and a racing board for the other leg.
  • Under 16's not to paddle skis or row surfboard.
  • Reinstatement of 30 – 34 years at State Championships – passed at State Council.

The meeting recommended that the Branch purchase a "Laser Range Finder" to ensure the correct laying of carnival buoys.

The meeting decided to recommend to the BJA that they change their rule on the number of Branch carnivals children having to attend to be eligible to start at the Branch Championships from 3 to 2.

Some members where concerned by the financial burden on families with the $22 entry fee for the SW South Coast Series. The other concern was that there are only 2 local carnivals outside the SW Club Premiership Series where children could qualify for the Branch Championships.

6.7 Radio Adviser

Communication protocol has improved.

Because there has been no feedback from State, Clubs can install channel 5.

6.8 Power Craft Adviser

7. GENERAL BUSINESS

7.1MSB Boat Licences

Gina Crick is the convenor of the testing of the MSB boat licences. Gina is in charge of the paperwork and scheduling test dates. All tests will be held at Surf House. IRB drivers must have their MSB card with them whenever they drive IRBs including proficiency days.

7.2Scrutineering Criteria

Letter to be sent to State Centre to clarify scrutineering procedures and criteria to be used for scrutineering competition equipment this season. It has been a couple of years since we have had any correspondence on this topic.

7.3District Supervisor – Austinmer

Anne Nell volunteered to be the District Supervisor for Austinmer. The meeting endorse Anne as the District Supervisor for Austinmer. Anne Nell's mobile – 0411 036 100.

7.4New Branch Directory

The Branch has a new Branch directory – there are some errors in the book. No Coalcliff information and Carlos Pestana Education Directory.

7.5IRB Coach

If IRB competition recommence Clubs will have to have special IRB Coaches who will have to have Level 1 accreditations.

7.6Intercity Carnival

Change of dates – now 18 & 19 January 2003.

7.7Board Proficiency

December last meeting before Board proficiencies expirer. Richard examines proficiencies before meeting - candidates must have completed the question sheets associated with the Guedel airways.

Director of Life Saving Report 5/11/02

1)Clubs that have signed off early for the first patrol of the season will be deducted 40 points from the BHP Patrol Competition and 40 points for each time clubs sign off early. Clubs that have continued to sign off early will be placed before the Judiciary to explain their actions. Sandon Point SLSC to be sent letter to appear before Judiciary for sign off of 4.37pm on the 6th October, 2002. This leaves the beach un-patrolled for 20min this clearly unacceptable.

2)Proficiencies – Appears from State council Meeting that Clubs are now able to preform proficiencies for their own clubs only NEW awards need to have an external examiner. As such return to last years practice for proficiencies is recommended.

3)Competition – Issues of competitors not being endorsed by Branch to attend carnivals outside the Illawarra when a Illawarra carnival is being held. Permission must be sought from Illawarra Branch for competitors to go outside the Illawarra when a Illawarra carnival is on.

4)Carnival entries for all carnivals must be endorsed by the CLUB or BRANCH to be accepted to compete.

5)IRB – State is not providing any written clarification of relationship of the IRB and the Beach being closed. As such I propose the following –

  1. That a fully operational IRB remain a minimum component of Patrol equipment and Clubs be subject to any regulation in regards to that requirement.
  1. It is at the discretion of the Patrol Captain on the day, that if a fully operational IRB is not available that the Patrol Captain make it known to Illawarra Surf that the IRB is un operational, make every effort to rectify the situation as soon as practical and make a decision if the beach should be open or closed depending on the surf condition and crowd at the time.

6)I would like to Thank the Clubs for their effort in relation to the IRB’s the last weeks of patrol has seen the highest percentage of operational IRB’s on the beaches

7)Board Proficiencies – All those yet to do it make a time ASAP – you will not be able to complete exams after the 31st of December if you don’t. Don’t Forget to complete the OP Airway work book before turning up to get reassessed.

8)New EXAM papers are available through Surf House or can be email to you. Exam module is having problems converting data. May have to send hard copies of paperwork to State Centre to be processed.

  1. All exam paper work must be handed in to Surf House that means the Form 14 (not 14a or 14b or any other form) correctly fill out and signed by two examiners as well as a copy of the proficiency book filled out and signed by the club representative and by the examiners present. If it not filled out correctly it will be sent back to the club and will not be processed. Cliff or myself will not be fixing other peoples mistakes.
  1. To organise an exam the chief instructor can organise through the Club examiners, the club examiner can organise an external examiner if possible. If not Call the Exam Director if he is not available call me to attempt to organise and examiner. Form 14 still must be in surf house 14 days prior to exam date via CPL or hardcopy.

Well it's been a big month at Surf Life Saving Australia with the signing of no less than four new sponsorship deals!

To kick off in the boating arena Independent Distillers in association with Woodstock Bourbon & Cola are proud to announce a significant partnership with SLSA. The Rip Curl Girl Scientific Sizing Study

Rip Curl Girl's scientific sizing study hits the road Australia wide this summer. Starting in December, Rip Curl in conjunction with AdelaideUniversity will be conducting a ground-breaking survey of Australia female bodies. The survey will measure 45 physical characteristics of thousands of girls aged between 12 & 24 years. The project will involve a team of 8 people plus volunteers in 12 measurements days spread over two months along Australia's east coast. LIFESAVING

OH&S and Risk Management

The National Board of Management is currently reviewing the first drafts of the OH&S/ Risk Management & Rehabilitation policies. The draft policies are located on the SLSA lifesaving page and comments are welcomed to State Centres by mid November 2002.

National Lifesaver Day

As in previous years, National Lifesaver Day will be held on 1 December 2002. Primarily the day will be used to launch the National Surf Safety Report at a national level, however, clubs, branches and states are also encouraged to conduct activates on the day relating to the theme of public safety and volunteer lifesavers.

Policy Review

SLSA has released a policy review timetable that outlines the season that each national policy is to be reviewed. Policies to be reviewed this season

include:

December will see the launch of the Yamaha sponsorship to clubs as well as the release of nomination forms and criteria for the 2002 Lifesaver and Volunteer of the Year.

Aussies Powercraft Requirements

As implemented at the 2002 Australian Surf Life Saving Championships, clubs are reminded that to enter the 2003 Australian Surf Life Saving Championships, clubs must supply powercraft operators and craft on a 'pro-rata' scale, based upon the number of competitors entered per club:

Surf Life Saving Australia are continuing with the powercraft subsidy surf lifesaving clubs, which provide suitable gear and equipment. Clubs outside the designated radius from KurrawaBeach are eligible to receive an additional $100 subsidy for providing a fully equipped IRB for the duration of the Championships. Clubs including and from Noosa Head SLSC in Queensland to Yamba SLSC in New South Wales are not eligible for the additional $100 subsidy. For further information click here.....

National Ranking System

SLSA has recently launched a National Ranking System for 2002/3 season. The rankings will be posted on the website and sent to appropriate media agencies and Surf clubs on:

5. 1st April 03 (The final National Ranking's will be published for the 2002/03 season)

IRB Competition

The Australia Council reviewed the IRB Risk Management Inquiry implementation plan status at its October meeting. It also reviewed preliminary injury data for the last twelve months. It was noted that a significant decrease in workcover claims had been experienced in the period since IRB competition had been suspended. It resolved to hold over the discussion on the reintroduction of IRB competition pending further analysis of injury data and other implementation issues.
