Mass Care with Situational Awareness - Category B (100% reimbursable)
The self-sustaining Advanced “A” Team, with its own Comm. Package, specializes in working as a deputy under a local agency with technical specialists for Ops Planning, Intel, and Situational Awareness —deploys w/in 8 hrs. Also assists with management of small NGO’s, unaffiliated volunteers, Points of Distribution staffing, SAR support, and Evac. The Type IV, PMT specializes in rapid training, tracking, organizing and leading 250-500 volunteers and responders as a response force serving the homebound, vulnerable populations. PTF can serve 5000 - 20,000 survivors per day, depending on the Typed PTF requested (Type III - V). / b / MISSION:
Mapping, tracking & reporting movement of units and resources using a simple, mobile GPS system which can document critical infrastructure status, unmet needs, and rapid damage assessments in a 100% disconnected environment.
- Collect, collate, analyze and report photos & electronic data
- Provide detailed daily ICS 209 Sit Rep’s to Command
- Provide Situational Awareness, Critical Needs, Risk Assessments, and
Executive Summary Reports
- Conduct short term relief operations, especially for homebound survivors
- Assemble/Organize/Lead volunteers as coherent units for grid searches
- - Scalable Delivery of Relief Supplies (door to door and/or Points of
Distribution (POD))

1, 2, 3, 5, 6, 8, 9, 11, 10, 13, 15, and 17. / d / LIMITATIONS: Tasking authority is through local offices. PTF is dependent on local spontaneous volunteer personnel to achieve Mass Care mission objectives. Out of State Military support is recommended for fleet capability & door-to-door security for Mass Care teams. For Mass Care Ops, Staging and base camp is recommended (noting a school campus is best) .

(Team composition includes the Type V, PTF, Liaison Team personnel).

Cache of 50 Military Spec., cell phones with cameras that geotag photos and form data (400 available) - all with mapping and tracking software, 8 VHF/UHF dual band radios with a repeaters with nationwide, FCC licensing, 1 SAT BGAN, 8 computers with mapping, 2 - 4 X 4 Pickups and 1 transport, 1 equip. trailer, 21 KW generator, IMT vests, safety vests, first aid kits, 2 chain saws, 100 gal. fuel tank, copier, printer. Air mobile team scaled back
g. / REQUIRED SUPPORT:
- Fully self-supporting for the first 72 hours
- Will require logistics support thereafter
- Day 3+ - fuel, food, water, sanitation – re-supply required-
- 2 law enforcement, FCCI or NCCI, personnel for criminal background checks / h / WORKS WITH:
- ESF 1, 2, 3, 5, 6, 8, 9, 10, 13, 15, and 18 – based on prior deployments
- Air Ops, Ops Planning and/or Situation Unit
- VOAD and/or Unaffiliated Volunteers, Citizen Corps, VIPS, COPS, CERT, etc.
- Out of state NG forces under Title 32 EMAC deployment
