CALL TO ORDER

Mr. Redden called the meeting to order at 9:20 a.m.

REVIEW OF MINUTES

The Board reviewed the minutes of the April 25, 2006 Meeting. Mr. Hammond made a motion, seconded by Mr. Eggleston to approve the minutes. The motion was unanimously carried.

NEW BUSINESS

Mr. George Porter addressed the Board providing them with information to use concerning educational courses required to obtain licensure. He provided literature and an educational tutorial. He stated that there are basically three ways to install a manufactured home. Mr. Porter explained some of the processes involved with installing and inspecting a manufactured home. He acknowledged that the best state’s rules and regulations from which the Board should follow is Kentucky. Mr. Porter teaches class room and on-line courses that educates both installers and inspectors. He stated that he offers 1 or 2 day courses.

There were several questions posed to Mr. Porter by various Board members which he answered. Mr. Porter informed the Board that he is more than willing to assist the Board with any future needs. The Board thanked Mr. Porter for his time and stated that they would have Ms. Rochester contact him should they need him to attend another meeting.

UNFINISHED BUSINESS

Ms. Adams clarified a question that the Board had at last month’s meetings. She stated that the Board only has authority to regulate manufactured homes versus modular homes. Ms. Adams also stated that modular home regulations fall under a different bill that has already been passed.

Additionally, Ms. Adams made a clarification for the Board concerning section 6.3.3 which was to strike the whole paragraph based upon the fact that it was outside of what the statute provides.

The Board reviewed sections 7.0 through 10.0 and 21.0 and agreed upon the following changes and/or deletions:

·  Section 7.1 had a blank space left open so that when the Board reviewed that section they could fill it in. The sentence read, “Only the _____ book can be used during the test as a reference.” The Board agreed upon adding the words “approved course”.

·  Section 7.2 required several discussions; however, it is believed that the final rewording of the section was agreed upon.

·  The Board agreed to strike sections 8.4 and 8.5.

·  Ms. Adams stated that section 8.6 was to be moved to another section of the rules and regulations that deals with exam approvals.

·  The Board also agreed to strike section 8.6.2 which dealt with Repairers, Retail Dealers and Sales persons. And deleted section 8.6.3 which was a paragraph concerning inspectors that do not apply to these rules and regulations.

·  The Board agreed to table section 9.0 which involves surety bonds and other approved security requirements in order for Ms. Adams to do further research.

·  The Board agreed with all of section 10.0 with the exception of section10.4. They believed that only the first sentence of 10.4 was required. This section explains what a licensee must do in the event of an expired license.

·  The Board reviewed section 21.0 which explains the Voluntary Treatment Option program. The Board agreed that they understood the program and would adopt it for their licensees.

The Board did not review any further than section 10.0 and 21.0 due to time constraints. The Board will begin with section 11.0 that explains Continuing Education. Ms. Adams reminded the Board that they need to decide when to conduct continuing education audits whether it is done before or after the licensing renewal period. It was agreed that Mr. Redden would review the educational material provided by Mr. Porter. Mr. Redden will inform the Board at the next meeting as to how they will proceed with a required examination and continuing education.

Public Comment

Ms. Linda Boone, Executive Director for First State Manufactured Housing Association, addressed the Board. She stated the she knew that the rules and regulations were to be put in place by July 21, 2006. She reiterated that her organization can assist with providing education about manufactured homes. She also wanted to inform the Board that there are other services that her organization can provide should they be interested.

Next Scheduled Meeting

The next meeting will be held on Tuesday, May 23, 2006 at 9:00 a.m. in Conference Room A, second floor of the Cannon Building, 861 Silver Lake Boulevard, Dover, Delaware.

Adjournment

There being no further business, Mr. Eggleston made a motion, seconded by Mr. Hammond to adjourn the meeting. The motion was unanimously carried. The meeting adjourned at 12:05 p.m.
