Policy #1 Re: Hiring new help

The Town of Readsboro employees will be classified into four (4) different areas:

1)Full time employees are employees that work at least thirty (30) hours a week for fifty two (52) weeks a year.

2)Permanent part time employees are employees that work less than thirty (30) hours a week for fifty two(52) weeks a year.

3) Temporary part time employees are employees that work less than thirty (30)

hours a week and less than fifty two (52) weeks a year.

4) Full time, short term employees are employees that work at least thirty (30)

hours a week for an indefinite period of time.

All new full time employees will start at a designated hourly rate set by the Selectboard for the first ninety (90) days after that he/she will receive $1.00 per hour increase plus the benefit package which includes uniforms, health insurance, dental, short term disability, long term disability and life/accidental death & dismemberment.All insurance benefits will begin the next billing period after the first ninety (90) days of employment. The current health plan is the CIGNA VHP3 Rx 50 coins Plan and the Town currently pays 90% of the premium. The current Medicare supplement is the CIGNA VFP100 carveout Rx 50 coins. The Selectboard reserves the right to implement or change an employee contribution at any time in the future. The Selectboard also reserves the right to change the health care plan, as well as all other insurances,at any time in the future.

All new employees will be on a 90 day probationary period.

Full time clerical employees are not eligible for uniform benefits.

Permanent part time, temporary part time, and full time short term employees are not entitled to any benefits.

The elected (not appointed) Town clerk and the elected (not appointed) Town Treasurer will be eligible for the current health care plan and benefit package (except uniforms)after 90 days provided that both elected positions of clerk and treasurer are held by the same individual. All insurance benefits will begin the next billing period after the first ninety (90) days of employment. The Town will currently pay 90% of the current health care premium. The Selectboard reserves the right to implement or change this employee contributionat any time in the future. The Selectboard also reserves the right to change the health care plan, as well as all other insurances, at any time in the future.

In the event both elected offices are not held by the same person then the Town will pay 45% of the current health care premium for each of the elected clerk & elected treasurer positions. This situation will not be eligible for uniforms, dental, short term disability, long term disability and life/accidental death & dismemberment insurance. The Selectboard reserves the right to implement or change this employee contribution at any time in the future. The Selectboard also reserves the right to change the health care plan, as well as all other insurances, at any time in the future.All insurance benefits will begin the next billing period after the first ninety (90) days of employment.

All other elected Town officials are not entitled to any benefits nor shall any of those elected officials hourly time count toward hourly time as a full time, permanent part time, temporary part time, or full time short term employees.

All new highway employees, hired after 10-30-06, must have or obtain a Commercial Drivers License (CDL) within six (6) months of the date of hire.

Policy #2 Re: Personal Days & Compensary Time

Full time employees who have worked at least 90 days for the Town of Readsboro, will be entitled to five (5) personal days a year plus their compensary time ( not subject to accumulation) must be used up within the calendar year. Compensary time (hereafter referred to comp time) may be accumulated up to forty (40) hours of overtime (which equals 60 hours of regular time) per person off per calendar year. Comp time is defined as one (1) hour overtime equaling one and a half (1 ½) hours of regular time.

Advanced notice to and permission from the Superintendent of Public Works or theSelectboard must be made before taking any personal days, single vacation days or comp accumulations. At least one (1) week advance notice is also required for taking a week or more vacation time.

Any and all days taken off by a town employee/employees must be subtracted from their personal, vacation or comp accumulation days.

Employees called to work on any or all of the seven (7) paid holidays will be paid time and a half.

Policy #3 Re: Overtime

The Town employees will receive time and a half over eight (8) hours, Monday through Friday.

At the discretion of the Superintendent of Public Works or Selectboard employees may be given time off during the normal work week, in order to work weekends, without incurring time and one half (1 ½ ) pay.

Policy #4 Re: Paid Holidays

Full time town employees having worked at least six (6) consecutive months for the Town of Readsboro are entitled to the following listed holidays with pay. Also permanent part time employees having worked at least six (6) consecutive months for the Town of Readsboro are entitled to the following listed holidays with pay, but on a pro-rata basis.

1)New Years Day 4) Labor Day 7) one (1) floating day

2)Memorial Day 5) Thanksgiving Day

3)The 4th of July 6) Christmas day

However, all Town employees are subject to call in case of emergency at anytime.

An emergency shall be determined by the Superintendent of Public Works or a Selectboard member.

An employee must work theregularly scheduled work day before and after the holiday in order to receive the holiday pay unless there is a pre-approval of a vacation, comp or personal day.

Policy #5 Re: Vacations

A full time employee who has worked for the Town for one (1) year is entitled to one (1) week vacation with pay.

A full time employee who has worked for the Town for at least three (3) consecutive years is entitled to two (2) weeks vacation with pay.

A full time employee who has worked for the Town for at least ten (10) consecutive years is entitled to three (3) weeks vacation with pay.

A full time employee who has worked for the Town for a least fifteen (15) consecutive years is entitled to four (4) weeks vacation with pay.

A full time employee who has worked for the Town for at least twenty five (25) consecutive years is entitled to five (5) weeks vacation with pay.

All vacations shall be taken by December 31st of the current year, they may not be accumulated. However all employees are still subject to be called in at any time and for any emergency.

Policy #6 Re: Death in immediate family

To whom it may concern:

Any full time employee working for the Town of Readsboro after ninety (90) dayswill be entitled to three (3) days off with pay in case of a death in his or her immediate family.

Members of the immediate family defined as:

Parents, grandparents, siblings, spouse and children of either the employee or the employee’s spouse.

Policy #7 Re: Phone contact

It is a policy of the Town of Readsboro that all employees be available by phone contact, for emergency calls. The Superintendent of Public Worksor any Selectboardmember must be able to contact each and every employee by phone for emergency work that should occur during off hours.

It is the employee’s responsibility to provide a phone number at which they can be reached by to the Superintendent of Public Works or any Selectboard memberat all times.

Policy #8 Re: General Rules

1)Any employee who doesn’t intend to be at work on schedule must call the Superintendent of Public Works prior to the beginning of the work day.

2)No equipment shall be removed from the premises/buildings without authorization of the Superintendent of Public Works or a Selectboard member.

3)Any damage done to equipment or property must be reported to the Superintendent of Public Works immediately.

4)No alcohol beverages or drugs on premises during working hours.

5)All tools used by employees must remain on Town property or on Town equipment.

6)All lights turned off and heat turned to 50 degrees when crew is out of the garages working.

7)No unnecessary abuse of any equipment at anytime.

8)No purchasing of parts or materials without authorization of the Superintendent of Public Works or a Selectboard member.

Policy #9 Re: Town’s equipment

1)The Town’s equipment, including but not limited to office, highway and utility,shall be used for Town business only.(except for #3 below)

2)The Town garage shall be used for Town business only.(except for #3 below)

3)The Town garage may be used by the Town employees with permission from the Superintendent of Public Works or Selectboard, to work on their own personal vehicle/vehicles.

4) No passengers other than Town employees or Selectboard members in any Town vehicles/equipment

Policy #10 Re: Telephones and Computers

Town telephones, computers, fax machines, scanners, cameras and the like are to be used for Town business only. No personal long distance phone calls allowed.The fax and copier machines may be used by the public and charged at a rate established by the Selectboard.

Policy #11 Re: Normal & Early Retirement Section

Once a full time employee turns the age of 65(or normal retirement age), Medicare will be his primary coverage and his current health care policy with the Town of Readsboro will be secondary. If the full time employee continues to work past the age of 65 (or normal retirement age), the Town of Readsboro will establish a supplement/carveout policy of the Towns choice. This supplement/carveout policywillbe subject to a 10% employee contribution and be subject to change at any time for any reason.

If at the age of 65 (or normal retirement age) the full time employee decides to retire the Town of Readsboro elects to offerbenefits atno costto the Town.

The Town will offer survivorship benefits to dependents of employees on the Medicare carveout section at no cost to the Town.

The Town of Readsboro may offer, at its discretion, to any full time employee with 40 (forty) or moreconsecutive years of employment with the Town of Readsboro, an early retirement package. Such a package may include, but not limited to, future payment of health care premiums, paid for in part or paid for in whole by the Town of Readsboro. A one time cash buyout may also be offered to employee or a combination of both. Such an early retirement package will be in effect for a period not to exceed 30 months.

In the event of the retired employee’s death, whom is enrolled in the normal or early retirement section, the spouse’s coverage would continue under the terms described above, and subject to any applicable COBRA laws.

Policy #12 Re: Policy enforcement

First Offense: Oral reprimand with notation to be placed in the employee’s personal file and penalty at the discretion of the Selectboard, which may include employee termination.

Second Offense: Written reprimand to go in employee’s personal file and penalty at the discretion of the Selectboard, which may include employee termination.

Third Offense: Subject to immediate employee termination, at the discretion of the Selectboard.

Any changes to these Town policies supercedes any prior Town policies in place. Unless otherwise stated, the effective date of any new Town policy shall be the date the Selectboard accepts the new changes, and signs the document below.

The Readsboro Selectboard reserves the right to add, amend or delete any benefit or policy stated herein at any time, except as otherwise committed to by formal contract agreements.
