1.  MAIN PURPOSE OF THE JOB: MAIN PURPOSE OF THE JOB: Briefly describe the main purpose of this position and how it relates to the mission of the agency.

This position provides consultation, support, technical assistance, and collaboration with Local Education Agencies and other stakeholders for the Maryland Professional Online Learning Opportunities Program.

70% / Provide technical assistance and support for the Maryland Virtual Professional Learning Opportunities Program (MVPLO):
· Leads the acquisition and development of high quality online courses aligned with the Maryland State Standards, Maryland College and Career-Ready Standards, and Assessments to support educators
· Works with MSDE’s Technology Accessibility Specialist to ensure that professional online courses are accessible to individuals with disabilities
· Develops and manages contracts for online courses, course reviews, online facilitators, and content acquisition
· Advises technical developers in course creation and editing processes
· Works with MSDE staff to revise existing courses and develop new courses
· Ensures that the processes and procedures related to COMAR and State Law are adhered to regarding all course reviews
· Provides professional development related to the review and approval of professional learning online courses
· Maintains and markets a current list of MSDE approved professional learning courses
· Manages the RFQ process and maintains an accurate and current database of qualified professional learning facilitators
· Coordinates the mentor/shadow component of facilitation training
· Provides webinars, tutorials, and face-to-face trainings on the use of MSDE’s Learning Management Platform for facilitators
· Collect and report accurate data related to MVPLO
· Maintains an updated Help Desk email account for online professional learning

20% / Collaborates with and provides consultation services to local school systems, institutions of higher education, other state and community agencies, other educational and governmental organizations, community members, and vendors:
· Collaborates and communicates with stakeholders to market professional learning opportunities
· Responds to requests for information related to online professional learning opportunities
· Serves in a liaison role providing and seeking information and technical assistance to other MSDE offices and departments
· Provides support for federal and state grants and other topics related to instructional technology and virtual learning
10% / Provide technical assistance and support for MSDE’s Learning Management System (LMS):
·  Provides support and technical assistance for MSDE’s LMS
·  Ensures that professional online courses residing within the LMS are current and functional
·  Works with MSDE’s registration system and Learning Management System (LMS) Administrator to coordinate the enrollment and facilitation of online professional learning courses

Department Contacts:

Frequency: daily, weekly, and monthly contacts with several Divisions. The purpose of the contacts vary:

·  Assistant State Superintendent for Curriculum, Assessment, and Accountability: Written/oral communication or reports to provide updates, answer questions, and solicit advice or approval, as needed.

·  State Superintendent: Upon request, to answer questions related to technology initiatives or provide information and/or materials.

·  Director of Instructional Technology: Regular meetings and discussions to provide updates, share information, resolve issues, explain strategies, solicit feedback and approval.

·  Other program specialists and administrators in MSDE: Frequent contact via email, phone and in person to share information, solicit assistance, or collaborate on initiatives.

Make recommendations to the Director of Instructional Technology, the Director of Curriculum, the Assistant State Superintendent for Curriculum, Assessment, and Accountability related to:

Job Duty 1: Provide technical assistance and support for the Maryland Virtual Professional Learning Opportunities Program (MVPLO):

·  Professional Growth rubric will be used to review and evaluate online courses that support the Maryland State Curriculum, Maryland College and Career-Ready Standards, and Assessments

·  Web Content Accessibility Guidelines 2.0 Level AA will be used to evaluate online courses

·  Contracts for online courses and course facilitators align with State policies and procedures

·  Professional Growth rubric will be used to help technical developers as they create and edit courses

·  COMAR and State Law will be adhered to during all course reviews

·  Webinars, face to face meetings, and teleconferences will be used to provide professional development for reviewers

·  Registration system and eCommerce solution used to manage online course enrollment

·  Catalog of approved professional growth online courses developed, distributed to LEAs, and posted on the MSDE LMS

·  MSDE and State policies and procedures will be followed as Requests for Proposals/Information and Contracts are developed

·  Online facilitator/shadow database will be updated and maintained

·  Online mentor/shadow database will be used coordinate shadow experiences

·  Webinars, tutorials and face-to-face trainings will be used to support facilitators on the use of MSDE’s LMS

Job Duty 2: Collaborates with and provides consultation services to local school systems, institutions of higher education, other state and community agencies, other educational and governmental organizations, community members, and vendors:

·  Email, phone calls and meetings will be used to foster collaboration and communication with stakeholders to market opportunities

·  Email, FAQ electronic documentation, meetings and webinars will provide information related to online professional learning opportunities

·  Email, meetings, and phone calls will be used to liaise with MSDE offices and departments

·  Online Professional Development data, documentation, and experiences will be used to support grants and other topics related to instructional technology and virtual learning

Job Duty 3: Provide technical assistance and support for MSDE’s Learning Management System (LMS):

·  Support materials and system knowledge will be used to provide support and technical assistance for MSDE’s LMS.

·  Quality Control processes will be used to ensure course are current and functional
