TELPAS Rater Responsibilities
Each designated rater will:
o Designate an English language proficiency rating of beginning, intermediate, advanced, or advanced high in each TELPAS domain for each assigned student
o Grades K-1 raters will rate listening, speaking, writing, and reading
o Grades 2-12 raters will rate students in the domains of listening, speaking, and writing only
· The reading domain for students in grades 2-12 will be assessed through the online TELPAS Reading administration
o Collaboration
o All language domains, K-12: Raters will collaborate with other teachers of the students in determining students’ ratings.
o Writing, grades 2-12: Raters will collaborate by providing second ratings of 10% of the writing collections and, if the ratings differ, resolution ratings are used.

Checklist for Steps in the Rating Process
(March 17-April 4, 2014)
____ Grades K-12: Raters attend TELPAS administration training conducted by campus coordinator by February 17, 2014
Grades K-12: Raters and Verifiers sign Oaths after training
Grades K-12: Raters complete online Holistic Rating Training beginning February 17, 2014 ____ Grades 2-12 Writing:
TEA requires that the writing sample collection is compiled between February 17 and March 17. However, please check with your campus testing coordinator to find out the deadline for your campus. Raters should notify other teachers who are responsible for submitting writing samples for the students they will rate. The writing samples must be obtained as soon as possible and given to the verifier for the campus. Do not begin the rating process for a student until all required samples are complete and verified.
The verifier will check for the following data only:
o Each collection contains at least 5 total writing samples
o Each collection contains at least one narrative about a past event and two academic writing samples from science, social studies, or mathematics
o All samples include the student’s first and last name and date
o No writing samples prior to February 17, 2014
o No papers showing teacher corrections are included
o No worksheets, question-answer writing assignments, or STAAR written compositions are included
It is the rater’s responsibility to ensure that the following types of papers are not included in collections:
o Papers containing language directly copied from a textbook, lesson, or other written source
o Papers in which the student relies heavily on a dictionary or thesaurus
o Papers that have been polished through editing by peers, parents, or teachers
o Papers that are brief, incomplete, or obviously reflect writing that was rushed
o Papers primarily in the student's native language
o Photocopies of STAAR written compositions
____ Grades 2-12 Writing: Raters begin rating after receiving administration training, calibrating, signing oath, and ensuring that student writing collections contain appropriate samples (once a student’s collection is verified, rating on that student may begin).
____ Grades K-12: Rate domains for each student and complete the TELPAS Student Rating Roster
including the Rater Information for all students assigned to you. _____Grades K-12: Collaborate with students’ other teachers to ensure that ratings are as accurate as
possible.
____ Grades K-12: To maintain security, keep TELPAS materials containing student information in locked storage when not in use.
____ Grades K-12: Prepare materials for return
o Make sure that you have completed, signed, and dated the TELPAS Student Rating Roster
o Make sure that you have completed the writing collection cover sheets (grades 2-12) and stapled them to your students’ writing samples
____ Grades K-12: Return the following to the campus coordinator:
o Signed rater security oath
o TELPAS Rater manual
o TELPAS Student Rating Roster
o Student writing collections
____ Grades K-12: Rater and Verifier oaths and student rating rosters will be kept on file by the campus coordinator. The student writing collections will be kept in the students’ permanent record files for two years.
