A meeting of the Playing Fields and Recreation Committee was held in the Pavilion, Manor Park onTuesday 20th January 2015.

Present: CllrsA Greenway (Chairman),D Pikett, Mrs P van Gelderen, Mrs K England, A Lowen and

T Peachman(Welton FC)

Also Present: Mrs M Spalding, PCSO Patchett, VPCSO Garnham and 3 members of the public

Prior to the commencement of the meeting the remaining youth who had caused damage to Parish Council property apologised to the Committee under the Restorative Justice scheme, offering a letter of apology and £20.00 towards the cost of a replacement football goal. He wasaccompanied by PCSO Patchett and VPCSO Garnham.His apologies were accepted by the members of the Council present.

On a proposal from Cllr Lowen, seconded by Cllr Mrs van Gelderen, it was unanimously RESOLVED following a vote thatthe notes of the meeting held on 18th November2014be approved and signed as the minutes.

15/01/23Clerk’s Report

The Pest Control company had to be called out to Manor Park just before Christmas as members of the Bowls Club reported that there were rats in the shed. Bait and traps were put down and on inspection two weeks later, there was evidence of infestation, this has now been cleared the problem for the time being.

14/11/48 – they have been delivered today and will be installed as soon as possible.

15/01/27 Welton Football Club

Mr Peachman reported that the vertidraining was carried out in December and it has already paid off by doing it. The Mid Lincs League used Manor Park for a training event which was attended by 50 people and worked well.

Provisional date for this year’s 6-a-side tournament is 13th/14th June. Several teams are doing well and it is hoped they will bring home trophies. The Soccer Tots is a roaring success.

15/01/28Welton Sports & Social Club

  • Report – none
  • On a proposal from Cllr Lowen, seconded by Cllr Mrs England, it was unanimously RESOLVED following a vote to sign the bi-annual agreement which had already been agreed by the WS&SC Committee and signed by their Chairman.
  • On a proposal from Cllr Greenway, seconded by Cllr Lowen, it was RESOLVED following a unanimous vote to grant permission for the Club to hold a Fun Day on 27th June 2015 on the playing field with the usual conditions of copies of the insurance and risk assessment documents being forwarded to the PC.
  • A resident had complained about the position of the roller on the field and this has now been moved – defer to a future meeting if the problem arises again.

15/01/29 Manor Park Facility matters

  • On a proposal from Cllr Greenway, seconded by Cllr Lowen, it was unanimously RESOLVED following a vote to accept the lowest quote for the repair of the AGP floodlight.
  • Flooring in the entrance lobby to the new changing rooms – investigate alternatives and cleaning methods
  • Benches which have been recycled from the Village Green and Ryland Road are to be installed on the top of the bank by the football pitch
  • CCTV – a discussion took place regardingthe installation of a further camera to be placed in the new entrance lobby looking out at the rear of the building, there has been evidence of drug taking being carried out in the doorway. A second-hand camera is available for £30 to trial, if it doesn’t work – further quotes will be obtained.
  • Defibrillator – not close enough for access for most people. No further action. The Football Club will discuss with their committee and report back.

15/01/30 Play Areas

  • EKM Ltd – quote for Manor Park play area accepted as per minute number 14/05/32.
  • Ryland Road – a meeting with Paul Drury from LCC re funding from the Armed Forces Covenant Grant took place this afternoon with Cllr Greenway and the Clerk and he has suggested meeting with the Community Development Officer from RAF Scampton to progress the application prior to submission.
  • Grant fundingapplications have been submitted to IGas (decision in March), WREN and Awards for All (waiting to hear), BIFFA and the High Sheriffs’ Fund (both declined as we do not meet their criteria).
