10 / County Chapter Creation / Per mission statement, 1 object of commission is to help create county chapters, but bylaws are restrictive and geography may impede ability for “landlocked” counties. Discussion about dues since some county chapters assess and others don’t, but may partake of county chapter member benefits. Also, it is clear that the county chapters that are more active put more members into leadership positions at the state academy level and more reps to NCCL/ALF, etc. / Ask board for clarification of existing bylaws or for Operations to rewrite bylaws section on chapter creation
