REQUEST FOR LETTERS OF INTEREST FOR DESIGN-BUILD SERVICES
The Missouri Department of Transportation (MoDOT) is soliciting Letters of Interest from companies interested in providing design-build services for The New I-64 Design-Build Project in St. Louis City and County.
The primary purpose of this project is to replace the aging infrastructure and relieve traffic congestion on I-64. Planned highway improvements include complete reconstruction, one additional lane in each direction on I-64 from Spoede Road to I-170 and the redesign and reconstruction of 15 interchanges.
One design-build team will be selected to design and construct the project consistent with the Record of Decision, approved by FHWA on July 18, 2005,and the final environmental impact statement. In addition to design and construction, other project elements such as public information, quality management, and environmental management may be included as part of the design-build contract. MoDOT will use a Best Value selection process to evaluate the ability of the design-build proposers to meet or exceed the following project goals:
- Deliver the project within the program budget of $535 million.
- Complete the project no later than October 1, 2010.
- Maximize the mobility and capacity improvements in the corridor when construction is complete.
- Minimize and mitigate construction impacts to customers through construction staging and communication efforts.
- Provide a quality product that produces a long lasting transportation facility.
- Demonstrate a quality construction and communication effort that creates a new model for doing a design-build project.
An informational meeting is scheduled from 1:30 p.m. to 4 p.m., Monday, November 7, 2005 at MoDOT’s Transportation Management Center, 14301 South Outer Forty Drive, Chesterfield, MO 63017. It is anticipated that the Request for Qualifications (RFQ) will be released prior to this event. At the meeting, a formal presentation will be made on the project, followed by a brief question and answer period and ending with time for networking.
Firms interested in receiving I-64 Design-Build information should send a one-page Letter of Interest to The New I-64 Design-Build Team by registered mail, Federal Express, UPS or similar delivery method that indicates proof of receipt, no later than Wednesday, November 2, 2005 to ensure that you receive all information. The Letters of Interest will allow MoDOT to compile a list of interested companies for notices and any announcements relating to The New I-64 Design-Build Project.
