Job Description

Salary:£27,849 per annum (+5% contributory pension)

Hours:35 hours per week (flexi-time system). Attendance at evening or weekend meetings may be required occasionally. Time off in lieu is available.

Contract Period:Fixed term until 30thSeptember 2013

Responsible to:Macc Director

Main purpose of the post

  • The Programme Manager will be responsible for the overall coordination, implementation, control and completion of the Manchester Transforming Local Infrastructure (TLI) Programme on schedule and within budget, to fulfil the requirements of the Big Fund and the Office of Civil Society.
  • The main focus will be on implementing the Business Plan by working with Partners to implement a series of projects designed to drive change management and improve the range of services available to voluntary and community sector organisations in Manchester.
  • The Programme Manager will work to build creative and collaborative relationships between Partnersand other stakeholders ensuring that the Programme leaves a sustainable legacy of improved services and broader relationships across sectors.

Programme Leadership:

  • Work with the Manchester TLI Partners to develop the strategic direction of the Programme enabling the achievement of the outcomes as specified in the TLI Programme Business Plan.
  • Encourage, support and challenge TLI Partners to develop a collaborative model for the provision of voluntary sector infrastructure support
  • Oversee the review, redesign and improvement of services delivered by, and in conjunction with TLI Partners.
  • Work with the TLI Partners to develop Work with the TLI Partners to develop a sustainable strategy for voluntary sector infrastructure support in Manchester and which is informed by the needs of local organisations.
  • Lead on Quality Assurance.
  • Develop and implement Equality and Sustainability Action Plans
  • Identify and develop opportunities for creating greater collaboration between a wide range of stakeholders in the private, public and voluntary sectors, including cross sector networks and partnerships to respond to and develop new opportunities for the voluntary sector.
  • Build creative and collaborative relationships between Partners ensuring that the Programme leaves a sustainable legacy of improved services and broader relationships across sectors.

Partnership Working

  • Work in a mutually supportive relationship with Partners on all aspects of the Programme and its delivery.
  • Implement and develop a culture of partnership working which drives efficient, accessible and effective service delivery.
  • Ensure involvement of Partners accommodates varying levels of engagement, capacity and timescales of different agencies.
  • Promote the sharing of learning and knowledge between partners.
  • Oversee the development and deployment of Partnership branding and marketing activities
  • Maintain contact with regional and national TLI networks and engage with colleagues in other areas to learn from and disseminate best practice and specialist advice as necessary
  • Ensure the collation of information and reports collected where appropriate from TLI Partners and other stakeholders.

Programme Management

  • Undertake day to day management of the Programme including financial management within agreed budgets.
  • Be responsible for the line management, support, supervision, training and development of the Communications Worker and the Development Worker.
  • Develop a robust work plan with clear milestones to ensure that the Programme operates in line with the Partnership’s ambitions and the Big Fund funding agreement
  • Use effective programme management tools and techniques to ensure that time and resource constraints are understood and Programme delivery is monitored and reviewed against agreed milestones.
  • Monitor delivery and timescales, advising the TLI Partners of any slippage, with recommendations for adjustment.
  • Be responsible for the process of subcontracting projects to appropriate Partners ensuring clear accountability, reporting and contract management is in place.
  • Maintain and update a Risk Register for the programme as a result of the collation of information and reports collected from Partners
  • Manage an issues log to ensure Partnership and delivery issues and risks are identified, shared and managed effectively at the appropriate stage in the Programme’s lifecycle.
  • Identify opportunities of increasing resources available to the Partners in delivering the ambitions of the Programme.

Monitoring and Evaluation

  • Establish standards and indicators of Programme performance with the TLI Steering Group and facilitate a process to monitor these.
  • Be responsible for the reporting of progress to the TLI Partners, Lead Organisation and Big Fund, by monitoring delivery of the Programme.
  • Produce regular reports on progress, problems and solutions for Partners.
  • Assist the Macc Director in reporting to the Big Fund Grants Officer.
  • Oversee the evaluation for the Programme.

General

  • To undertake training as required.
  • To work as a member of Macc team, and to contribute to the development of policy and good practice within Macc.
