Governor’s Budget Highlights

Department of Rehabilitation Budget

The Department of Rehabilitation’s (DOR) proposed budget for fiscal year (FY) 2017-18 is $446.6 million. Funding for vocational rehabilitation consumer services is $183 million. The DOR continues to operate under a Federal Order of Selection process, and will be providing services to individuals in Priority Category One, eligible individuals with the most significant disabilities, Priority Category Two, eligible individuals with significant disabilities, and Priority Category Three, eligible individuals with disabilities who applied on or before June 30, 2017.

DOR Funding ($ in thousands)

Total Proposed Budget for FY 2017-18 is $446,651 and includes:

·  General Fund - $61,531

·  Federal Funds - $373,965 including ($15,736) in Local Assistance

·  Other funds – total of $11,155 including Reimbursements ($7,680), Vending Stand Fund ($2,361) and Traumatic Brain Injury Fund ($1,114).

Program Changes

Traumatic Brain Injury Fund

·  The Governor’s budget reflects a one-time augmentation of $800,000 from the State Penalty Fund to the TBI fund for FY 2017-18. This augmentation will replace the .66% of State Penalty funds for this one year. This augmentation will ensure individuals with TBI continue to receive essential services statewide at existing TBI sites in California.

General Fund

·  The Governor’s budget reflects a reduction of $705,000 General Fund in Local Assistance used to provide base funding for three Independent Living Centers ($235,000 each).

Budget Change Proposals (BCPs) for FY 2017-18

Supported Employment Program: Increase in Job Coaching Rates

·  Requests $500,000 General Fund in FY 2017-18 and ongoing in order to continue to provide the Supported Employment provider job coaching hourly rate of $36.57, consistent with the Department of Developmental Services.

Information Security Compliance

·  Requests two permanent full-time positions and $281,000 General Fund to ensure adequate staffing in DOR’s Information Security Office, compliance with the information security and privacy policies, standards, and procedures prescribed in the State Administrative Manual (SAM) 5300, and maintain the overall safety and security of DOR data for all DOR employees throughout the state and the data of over 100,000 DOR consumers with disabilities.

California Innovations Program: Federal Work-Based Learning Grant for Students with Disabilities

·  Requests one permanent full-time position to provide program oversight and perform contracting and data management activities required to administer the $8.5 million federal grant. The grant activities will provide increased self-sufficiency, through planned education and work-based learning experiences, for students with disabilities. The federal grant has a five-year grant period and there is no state match requirement.
