Brief Description of the Assignment / Objectives of the assignment:
  • Implementation of the Project activities as per the set guidelines
  • Coordinate project activities with icddr,b and GoB
Scope of services
  • Strengthen and improve the quality of maternal and neonatal health (MNH) services at district, Upazila, union level health facilities and community clinics.
  • Improve community awareness, engagement and participation and promote appropriate care seeking practices related to MNH.
  • Strengthen and improve effective referral linkages between communities and public health facilities.
  • Strengthen and improve the leadership and governance of local government as well health managers

Qualification, Experience, Resources and Delivery Capacity Required / To be ensued that Express of Interest (EOI) is accompanied by a short description of your company including
  1. Registration with NGO affairs bureau
  2. Minimum 10 (ten) years ofoverall experience in research, evaluation and training related to reproductive health, family planning, maternal health and newborn health interventions
  3. Experience in implementing community based intervention for demand creation and community engagement through community support groups
  4. Experience in conducting facility assessment, facility improvement activities and capacity building of service providers
  5. Audited financial statement for the last 3 (three) years (2013, 2014 & 2015)
  6. One of the main professionals of the NGO should havesufficient experience (more than 20 years) in population/reproductivehealth research, evaluation and training with public and international institutions havingpublications in facility assessment, national surveys of maternal mortalityin Bangladesh.

  • Proposal with organization profile and relevant details of ‘Qualification, Experience, Resources and Delivery Capacity’ requirements
  • NGO bureau registration
  • Annual turnover of at least BD taka 50 million or more for the last 3 (three) years (2013, 2014 2015)
  • Updated Tax clearance certificate
  • VAT registration certificate
  • Current organogram of the organization
  • Certificate from reputed clients (attach reference certificates and contact information)
  • Any other relevant documents in support to this EoI

Other details / The NGO may form joint venture, Consortium or Association to enhance their qualification but the association should in the form of ‘joint venture‘. In the case of ‘joint venture’ all NGOs must confirm their mode of association in the EOI as per PPR-2008 provision. The NGO will be selected in accordance with the procedures of the PPR-2008.
The EOIs in 7 (seven) sets (1 original and 6 duplicates) shall be submitted in sealed envelope, delivered to Project Director, SMPNS, icddr,b, IPH Building, Ground Floor, 68, Shaheed Tajuddin Ahmed Sarani, Mohakahli, Dhaka-1212 and clearly marked “Request forExpressions of Interest for Selection of NGO for Safe Motherhood Promotion:Operations Research on Safe Motherhood and Newborn Survival by 26-04-2016 within 04:00 P. M.

Employers obligations ICDDR,B shall /
  • Furnish basic requirements of the works within seven days of execution of the Agreement.
  • If icddr,b observes or otherwise becomes aware of any defects in the design and planning, it shall give prompt written notice to the NGOs. Defects due to default or negligence of the NGO shall be removed and redone at NGOs own cost to the entire satisfaction of the Employer within a specified period to be mutually agreed upon.
  • Pay NGOs Invoices and other dues, within thirty (30) days of receipt of the invoice, barring objections, as per the payment schedule.
  • icddr,b will establish the Contract Agreement with selected NGO subject to fund availability and clearance of MOHFW.

Special Conditions / icddr,b reserves the right to undertake a pre-qualification exercise of the interested NGOs. The pre-qualification will be made using such criteria as NGO’s capacity, experience and references, financial and organizational strength and stability etc. The qualified NGOs will then be invited to participate in the subsequent bidding under PPR-2008 provision. The participation of the interested NGOs in this exercise would be at no costs to icddr,b. The procurement Entity reserves the right to accept or reject all Expressions of Interests.
