Terms of Reference

Job Title: Targeted Outreach Officer Location: Kingston

Reports directly to: Programme Development Manager & Grants Manager

OVERALL OBJECTIVE

Jamaica AIDS Support for Life (JASL) seeks to expand its outreach activities to the Transgender (TG) Community in Jamaica, implementing projects that improve TG’s access to HIV-related services including HIV Education and Prevention, Treatment, Care & Support and an Enabling Environment & realisation of Human Rights.

SUMMARY OF DUTIES

The Project Officer has responsibility to help manage as well as coordinate and implement activitiesunder JASL’s projects that focus on reaching and providing services tothe TG community.

These responsibilities include:

-Developing strategies to reach and test members of the TG community

-Ensuring timely and quality execution of TG-focused outputs

-Ensuring the linkage of TG clients to various JASL’s services

-Assisting with developing appropriate case management strategies for TG clients and overseeing their implementation

-Carrying out capacity building training with select members of the TG community

-Collaborating with other staff members to coordinate and facilitate training with healthcare service providers and other civil society actors in order to improve the enabling environment and realisation of human rights for TG

-Providing support to TG to carry out advocacy work

-Ensuring that targets for TG-focused projects are met

SPECIFIC DUTIES

  • Work with the Regional Programme Managers to recruit suitable peer links
  • Work with the Targeted Interventions Officers to develop strategies for reaching and testing Transgenders (TG) and achieving pre-set targets
  • Assist with managing peer links and peer navigators to ensure the provision of up-to-date information on HIV/AIDS & other STIs and related issues, distribution of sex commodities, encouragement and linking ofTG to get tested and maintaining contact with TG.
  • Manage and oversee the linkage to care of newly diagnosed TG clients
  • Manage and oversee the linking of TG to JASL services including rights-based educational workshops, life skill sessions, support groups, general counselling sessions with Psychologist, adherence counselling sessions, the distribution of care packages to TG in need, appointments with doctors and nurses as well as home and hospital visits.
  • Conduct rights-based educational workshops in health and human rights issues in order to build TG women’s capacity to improve health-seeking practices and prevent breaches of rights
  • Conduct life-skill sessions with TG women
  • Conduct support group socials for TG women
  • Conduct leadership andadvocacy workshop with TG women to advocate for changes in the public health care system and improvements in the supporting and enabling environment
  • Provide support to TG women to lobby health and policy makers on the issues affecting the Transgender community and the need to devote resources to address the gaps in policy, legislation, programmes and actions.
  • Implement Transgender community launch to include introduction of JASL and its services to TG women
  • Assist with the coordination and facilitation of one sensitisation workshop for JASL staff
  • Assist with updating venues database for TG interventions
  • Contribute to bi-monthly peer link/peer navigator meetings
  • Monitor the case management of TG clients
  • Assist with conducting retreat workshop for CSO and community actors
  • Assist with conducting training session on human rights approaches to service provision and delivery with CSOs and healthcare workers focusing on establishing meaningful partnerships and involvement of community actors
  • Assist with conducting sensitization sessions on human rights approaches to service provision and delivery with healthcare workers focusing on establishing meaningful partnerships and involvement of community actors
  • Working with Monitoring & Evaluation Officer to develop suitable monitoring and evaluation tools to measure achievement of various project objectives and serve as means of verification for short term outcomes of projects
  • Work with Monitoring & Evaluation Officer to conduct end of project assessments to assess the immediate effects of projects on participants

EDUCATIONAL QUALIFICATIONS

  1. First Degree in Project Management, Law, Communication or other related Social Science degree
  2. At least three years’ experience in project management
  3. Experience of at least 3 years in HIV care and management
  4. Experience working with key populations
  5. Knowledge of the human rights and advocacywork
  6. Experience working in the NGO sector
