TENDER NOTIFICATION
Sealed tenders are invited from the machinery manufacturers for Supply of Roaster Shells from the Original Equipment Manufacturers and Base Hoppers with SS Inclined Screw Conveyors and the details are as follows:

Tender schedule will be hosted on the website http://apfoods.ap.nic.in of Telangana Foods. Sealed tenders duly filled will be received up to 1.00 pm on 07.07.2017 and will be opened at 2.00 pm on the same day. The Managing Director reserves the right to reject any of the tenders (or) part without assigning any reasons thereof. Tenders will be opened on 07.07.2017 at 2.00 PM.
The Tender schedule along with terms and conditions of Tender can be downloaded from Telangana Foods Website: http://apfoods.ap.nic.in and to pay Rs.1145/- for each schedule (Non-returnable) towards cost of Tender Schedule. The EMD and the cost of Tender Schedule shall be paid by separate Demand Drafts to be drawn on any Nationalised or Scheduled Bank (excluding Urban Co-operative Bank, Grameena Bank and Foreign Banks), payable at Hyderabad in favour of the Managing Director, Telangana Foods. The offers without cost of Tender Schedule and EMD amount for each item will be rejected.

GENERAL INSTRUCTIONS TO TENDERERS
1. Sealed tenders should reach the Managing Director, Telangana Foods, Nacharam, Hyderabad by 1.00 P.M. on 07.07.2017 along with the required Demand Draft for Rs. 1145.00 and EMD drawn from a Nationalised or Scheduled Bank (excluding Urban Co-operative Bank, Grameena Bank and Foreign Banks) as indicated in Tender Notification payable to Telangana Foods, Nacharam, Hyderabad towards the cost of Tender Schedule and E.M.D. (separate Demand Drafts).
2. Tenders will be opened in the presence of the Tenderers or their authorized Representatives who choose to be present at 2.00 P.M. on the same day.
3. The Tenders received without the above requirements shall be summarily rejected. The Tenders with over-writings, alterations, etc. will not be admitted unless they are attested by the Tenderer. Tenders/Quotations should be neatly written and every correction should be invariably attested by full signature with date before submission of Tenders/Quotations to the authority concerned, failing which the Tenders/Quotations will not be eligible for further consideration. Errors, if any, will be corrected/accepted by the Tender accepting authority at its discretion as follows:
i. Where there is a discrepancy between the rates in figures and in words, the rate in words will govern.
4. The Unit/Equipment shall not deviate from the specifications for the given Units. However minor it is, no complaint shall be entertained by the Management regarding the rejection of unit in terms of procedure of testing or any aspect of testing. The decision taken by the Managing Director is binding & final based on the Techno-Commercial report.

TERMS AND CONDITIONS :-
The Tenderers should submit their offers .
i) The envelope should be superscribed as “Technical Specification Offer” indicating the tender number and due date of tender opening by duly sealed and kept in envelope no. A (No indication of price should be made in technical bid).
ii) The Financial Bid should be submitted separately as “Financial Bid” indicating the tender number and due date of tender opening duly sealed and kept in envelope no. “B”.
iii) Both envelopes no. A & B should be kept in envelope no. C indicating the tender number and due date of tender opening superscribed on it.
iv) Submission of EMD for all items that are quoted for, are must along with Technical Bid. In Technical Bid no prices/rates shall be mentioned.
v) The Status of the company viz partnership/ proprietary/ co-op Societies along with the documentary evidence in Technical Bid.
vi) Only technical offer will be opened on the due date mentioned above.
I. Technical Bid :
The Tenderer should have the financial capability and experience necessary to perform the supply. To this end, all Technical bids submitted shall include the following particulars:
1. The legal status, place of registration and principal place of business of the Company or Firm or Partnership and OEM Certificate, etc.
2. Details of experience and past satisfactory certificate from the similar organizations where he supplied the similar Machines/Equipments within the past 1 - 2 years.
3. The infrastructure facilities available with you. The details of the machinery (schematic diagram to be enclosed) such as Brand, Type, Drive System, Capacity and Sturdiness along with details of mounting and accessories.
II. Financial Bid :
1. Sealed tenders should be accompanied by E.M.D. for the item as mentioned in the schedule in the form of D.D. drawn from a Nationalised or Scheduled Bank (excluding Urban Co-operative Bank, Grameena Bank and Foreign Banks) in favour of Telangana Pradesh Foods, Nacharam, Hyderabad. Tenders without EMD will be summarily rejected including SSI units.

2. The fact of enclosing the EMD along with Tender should be clearly subscribed on the sealed Tender envelope as below :
“Full Earnest Money Deposit enclosed in the form of Demand Draft No. ______Dated. ______for Rs. ______” from a Nationalised or Scheduled Bank (excluding Urban Co-operative Bank, Grameena Bank and Foreign Banks). Tenders, which do not contain the above on the sealed envelope, shall be returned to the respective Tenderers un-opened without any consideration whatsoever. The Telangana Foods will not be responsible for any omissions or commissions in this regard on the part of the Tenderers, which results in the return of Tenders un-opened. In case where the subscription is given on the cover and the demand draft is not found enclosed with Technical Bid, the Tenderer shall run the risk of being black listed.
3. Conditional offers will be rejected.
4. Telangana Foods is at complete liberty to modify / reduce the quantities with reference to requirements, etc.
5. The quoted prices shall be firm on all accounts. These should include Sales Tax and other legally permissible duties, levies or taxes whatsoever applicable. Any variation in Excise, Sales Taxes and other statutory levies shall be to the supplier’s account only. The supplies should also include the freight, packing, forwarding and transit insurance, loading charges and unloading charges etc., at Telangana Foods.
6. The supplies should be made within 30 days after receipt of firm order. If the supplier fails to deliver any or all of the goods or to perform the services within the period specified in the supply order, Telangana Foods shall without prejudice to it in other remedies under the contract, deduct from the payment to be made to the supplier as liquidated damage, a sum equivalent to 2% of the delivered price of the delayed goods or unperformed services for each week. Telangana Foods shall invoke the Bank Guarantee as furnished by the Tenderers if there is violation in any of the clauses, Tenderer shall not dispute the same under any circumstances.
7. TERMINATION FOR DEFAULT
a) I/we clearly understood all the terms and conditions of the tender etc., and agree to execute the contract at the rate quoted by me/us.
b) I/we shall assure that I/we shall strictly abide by the terms and conditions of the tender and such agreement that may be signed on this tender being accepted and the instructions issued by the Managing Director, Telangana Foods, Nacharam, Hyderabad from time to time.

8. The Tenderer hereby agree that if the contract is rescinded or terminated under the provisions of the agreement the contractor shall not be entitled to recover or be paid any sum for any work thereof actually performed under this contract unless and until the officer concerned certifies in writing the performance of such work and the value payable in respect thereof and the Tenderer shall be only entitled to be paid the value so certified.
9. All sums payable by way of compensation under these conditions by the tenderer shall be considered as reasonable compensation to be applied to the use of the said Telangana Foods without reference to the actual loss or damage sustained and whether or not any damage shall have been sustained.
10. The decision of Telangana Foods shall be conclusive and binding on all the parties to the contract upon all questions relating to the meaning of specifications or quality of materials herein before mentioned, or as to any way arising out of the or relating to this contract, specifications, instructions, orders or these conditions or otherwise concerning the contract of execution or failure to execute the same whether arising during the progress of this contract or after the completion or the determination there of the contract.
11. Telangana Foods can terminate the agreement at any time without assigning any reasons and the Tenderer agrees further that he shall not claim any damages or compensation against Telangana Foods on the termination of the contract without assigning any reasons either due to fault i.e. violation of these clauses under this agreement or if terminated by Telangana Foods without assigning any reasons.
12. Any notice to the Tenderer shall be deemed to have been sufficiently served if is sent by registered post acknowledgement due whether it is served or not at his usual or last known place of business.
13. A Guarantee and Warrantee period of 365 days from the date of Erection and Commissioning of the supplied Machinery.
14. Managing Director, Telangana Foods reserves the right to accept/cancel part/full of the tender without assigning any reasons.
15. All disputes if any, arise should be referred to the Courts of Hyderabad jurisdiction only.
16. PAYMENT SCHEDULE :
The payment of 100% will be made to the supplier after receipt of the machinery.
17. THE LOWEST UNIT RATE IS NOT THE ONLY CRITERIA.
18. DURATION OF SUPPLY IS 30 DAYS AGAINST PURCHASE ORDER PLACEMENT IS ESSENTIAL.
