Prerequisites for Use Licences

Applicants seeking a licence to use radiation sources, as defined under the Radiation Act 2005, must meet certain requirements prior to the issuing of a Use Licence.Unless documented evidence is supplied to substantiate the prerequisites listed in this document, a licence will not be granted.

Applications that fall outside the scope of this document will be assessed on a case by case basis. Applicants in this situation are encouraged to contact the department to discuss their application and to provide as much evidence as possible to demonstrate their eligibility for a use licence.

Bone Mineral Densitometer Operator / Bone Mineral Densitometer /
  • Must have satisfactory completed a recognised course in safe use ofbone mineral densitometers.

Cardiologist / Medical fluoroscopy X-ray unit /
  • Must be registered as a medical specialist with the Australian Health Practitioner Regulation Agency (AHPRA).
  • Must have satisfactory completed a recognised short course in radiation safety with respect to fluoroscopic equipment.

Chiropractors / Medical general X-ray unit /
  • Must hold generalregistrationas a Chiropractor with the Australian Health Practitioner Regulation Agency (AHPRA).
Note:Graduates from RMIT & Macquarie Universities (post 1989)will be allowed to perform spinal and extremity chiropracticradiography. Other applicants, such as, overseas qualified Chiropractors will be limited to spinal chiropractic radiography, unless evidence can be supplied of further training.
Dermatologists / Superficial orthovoltage radiotherapy X-ray unit /
  • Must be registered as a medical specialist with the Australian Health Practitioner Regulation Agency (AHPRA).
  • Must be eligible for membership of the Australasian College of Dermatologists.

General Practitioners (remote area) / Medical general X-ray unit /
  • Must hold generalor specialist registrationas a Medical Practitioner with the Australian Health Practitioner Regulation Agency (AHPRA).
  • Must have successfully completed a recognised short course in radiography for GPs (Recognised Course MED2-1)
Note: Use Licences are generally only issued to GP’s who practice in rural areas where no radiographers are available. The licence is restricted to plain radiography of the limbs distal to but not including the shoulder girdle and pelvis except in the case of a medical emergency when radiography of any part of the body may be undertaken.
  • Evidence that no radiographers are available in the area of practice is required

Mammographer / Mammographic X-ray unit /
  • Must have successfully completed a recognised course in mammography
(Recognised Course MED6-1)
Nurses (remote area) / Medical general X-ray unit /
  • Must hold generalregistrationas a Registered Nurse (Division 1) with the Australian Health Practitioner Regulation Agency (AHPRA).
  • Must have successfully completed a recognised short course in radiography for Nurses.
(Recognised CoursesMED2-2 and MED 2-3)
Note: Use licences are generally only issued to nurses who practice in rural areas where no radiographers are available.   • Must be eligible for membership ofthe Royal Australasian College of Physicians.
  • Must have successfully undertaken Advanced Training in Nuclear Medicine as overseen by the Joint Specialist Advisory Committee in Nuclear Medicine (JSAC).

Nuclear Medicine Specialists/Radiologists / Unsealed radioactive material used in nuclear medicine,
Medical diagnostic imaging units /
  • Must be registered as a medical specialist with the Australian Health Practitioner Regulation Agency (AHPRA).
  • Must be eligible for membership ofthe Royal Australian & New Zealand College of Radiologists.

  • Must holdGeneral Registration as a Nuclear Medicine Technologistwith the Australian Health Practitioner Regulation Agency (AHPRA).
  • Must have successfully completed a recognisedshort course in diagnostic CT.

Bone mineral densitometer /
  • Must have successfully completed a recognised training course in the use of bone mineral densitometers.

Ophthalmologists / Ophthalmic strontium 90 applicator /
  • Must be registered as a medical specialist with the Australian Health Practitioner Regulation Agency (AHPRA).
  • Must be eligible for membership ofthe Royal Australian and New Zealand College of Ophthalmologists.
  • Must have successfully completed a recognised course in the safe use of Sr-90 applicators.

Orthopaedic Surgeons / Fluoroscopic X-ray unit /
  • Must be registered as a medical specialist with the Australian Health Practitioner Regulation Agency (AHPRA).
  • Must have successfully completed a recognised short course in radiation safety with respect to fluoroscopic equipment.

Radiation Oncologists / Medical therapeutic radiation sources /
  • Must be registered as a medical specialist with the Australian Health Practitioner Regulation Agency (AHPRA).
  • Must be eligible for membership ofthe Royal Australian & New Zealand College of Radiologists (Oncology Subsection).

Radiation Therapists / Medical therapeutic radiation sources /
  • Must hold General Registration as a Radiation Therapist with the Australian Health Practitioner Regulation Agency (AHPRA).

Radiographers / Medical diagnostic imaging units /
  • Must hold General Registration as a Diagnostic Radiographer with the Australian Health Practitioner Regulation Agency (AHPRA).

Radiologists / Medical diagnostic imaging units /
  • Must be registered as a medical specialist with the Australian Health Practitioner Regulation Agency (AHPRA).
  • Must be eligible for membership ofthe Royal Australian & New Zealand College of Radiologists.

Urologists / Medical fluoroscopic X-ray units /
  • Must be registered as a medical specialist with the Australian Health Practitioner Regulation Agency (AHPRA).
  • Must have successfully completed a recognised short course in radiation safety with respect to fluoroscopic equipment.

  • Must have successfully completed a recognised short course in radiation safety with respect to dental 3D volumetric imaging units. (Recognised Course DEN4)

Dental Hygienists / Therapists / Intra-oral X-ray unit, /
  • Must be registered as a Dental Practitioner with Australian Health Practitioner Regulation Agency (AHPRA).

Panoramic radiography unit,
Cephalometric radiography unit /
  • Must be registered as a Dental Practitioner with Australian Health Practitioner Regulation Agency (AHPRA).
  • Must provide evidence of training in the use of Panoramic and Cephalometric radiography units

Dental 3D volumetric imaging unit /
  • Must be registered as a Dental Practitioner with Australian Health Practitioner Regulation Agency (AHPRA).
  • Must have satisfactory completed a recognised short course in radiation safety with respect to dental 3D volumetric imaging units.

Veterinary

Occupation / Apparatus / Prerequisites
Veterinary Nurses / Veterinary general X-ray unit /
  • Must have successfully completed a Certificate IV course in Veterinary Nursing.

Computed Tomography X-ray unit /
  • Must hold a current use licence that authorises the use of plain radiographic X-ray equipment.
  • Must have successfully completed a Certificate IV course in Veterinary Nursing.
  • Must have successfully completed a recognised short course in the safe use of Computed Tomography X-ray units. (Recognised Course VET2)

Veterinary Surgeons / Veterinary general X-ray unit /
  • Must be currently registered with the Veterinary Practitioners Registration Board of Victoria

Veterinary fluoroscopy X-ray unit /
  • Must be currently registered with the Veterinary Practitioners Registration Board of Victoria.
  • Must have successfully completed a recognised short course in the safe use of fluoroscopy X-ray unit.

Computed Tomography X-ray unit /
  • Must be currently registered with the Veterinary Practitioners Registration Board of Victoria.
  • Must have successfully completed a recognised short course in the safe use of Computed Tomography X-ray units.
(Recognised Course VET2)
Unsealed radioactive material used in veterinary nuclear medicine /
  • Must be currently registered with the Veterinary Practitioners Registration Board of Victoria.
  • Must have successfully completed a recognised course in radiation safety with respect to unsealed radioactive material.
(Recognised Course VET3)
  • Must provide evidence of training from a licensed veterinary practitioner in the administration of unsealed radioactive material.

Note: Veterinary Surgeons who do not hold current Victorian registration, but hold current unencumbered general or specialist registration as a Veterinary Surgeon in another Australian jurisdiction should provide evidence of this registration and their application will be considered on a case by case basis.

Industrial

  • Must have successfully completed a Bachelor degree majoring in physics, medical physics; or equivalent.
  • Must provide evidence of training appropriate to the type of radiation sources that will be used.

Portable Nuclear Moisture/Density Gauges

  • Must have successfully completed a recognised course in radiation safety with respect to portable nuclear moisture/density gauges.

  • Must provide evidence of training in the use ofthe radiation sources that will be used.

Radiopharmacist / Unsealed radioactive material /
  • Must have completed a recognised course in radiation safety appropriate to the sources that will be used.
  • Must provide evidence of training in the use ofthe radiation sources that will be used.

Service Technician / Radiation sources /
  • Must provide evidence of training in the type of equipment that will be serviced.
  • Must have completed a recognised course in radiation safety appropriate to the sources that will be used.

Note: Applications for a licence to use radiation sources for the purpose of Education and Research will be assessed on an individual (case-by-case) basis. Applicants are encouraged to provide comprehensive curriculum vitae (resume) to support their application.

Please note that applicants who wish to be authorised to expose humans for the purpose of research or education should select the ‘Medical’ sector on the application form, and ensure that the purpose and radiation source type are described accurately.
