Duties

Develop monitoring and evaluation framework for activities relating to LG and staff appraisalmechanism;
Assists the MOI to improve its oversight and supervisory role by enhancing its M&Eskills;
Lead development of and oversee the review of Monitoring & Evaluation (M&E) plans and associated work-plans for different departments andcomponents/activities;
Develop and oversee the implementation of performance appraisal, training senior management to implement thesystem.
Carry out internal assessment of M&E systems/mechanisms, process and procedures withinMOI.

Requirements
Advanced university degree in M&E, Public administration, Development administration, Policysciences,
Experience

At least 10 years of relevant experience in developing monitoring and evaluationtools.
Sound understanding of the political and development context ofSomalia;.
and professional expertise in designing, implementing and evaluating performances of staff and consultants placed within government partners in post-conflict and fragilestates;
Fluency in written and spoken Somali andEnglish

The technical expert will be required to develop all policies and contribute the legal drafts including policies, bylaws, MoUs, laws and whitepapers to enhance the development of structures and functions of local governments and the future local councils..

Duties

Advice the Ministry on strategic planning and policy decisions on effective execution and coordination of donor funded activities supporting the implementation of Vision 2016 and MOI mandate;

Support wider JSS efforts to better align development assistance in the implementation of Vision 2016 and the New Deal Compact process;

Takes responsibility for the organization and the preparation of meetings and workshops, providing policy and legal advice on their design and overall outcome;

Assist the Ministry in ensuring good preparation, organization and coordination of policy dialogue meetings between JSS-MOI institutions and other national and international stakeholders and partners on Local Governments;

Develops policy structures and operating procedures to improve the functionality of the Ministry,

Requirements

MA in Law, Public Policy, International Relations, Public Administration, Political Science or related discipline.

Experience

At least 5 years of relevant experience in developing policy or legal/drafts, by laws, MoUs Sound understanding of the political and development context of Somalia;

The Ministry of Interior seeks the services of Administration and Finance Consultant to support the ministry to implement programmes in Jubbaland State of Somalia (JSS) in line with the Federal Government of Somalia’s six pillar plan.

Duties

Provide support and on-the job training to the administration department to ensure appropriate handling and filing of all documents of relevance to district operations.

Provide support and on-the-job training to ensure appropriate financial management and accounting of district resources, including the external funds provided through JPLG.

Provide support and on-the-job training on administrative issues related to the development planning and

Implementation, within the context of the procedures of JPLG, to ensure that the target districts are able to follow the processes as required by MOI guidelines and manuals.

Requirements

The Ministry of Interior seeks the services of a Local Governance Planning Consultant to support the ministry to implement programmes in Jubbaland State of Somalia (JSS) in line with the Federal Government of Somalia’s six pillar plan. He/she will serve as the Ministry’s Local Governance focal point for Jubbaland.

Duties

Develop a local governance strategy on political, fiscal and administrative decentralization in the Somali context;
Establish systems and processes for enhancing public service delivery;
Establish a policy and legal frameworks for decentralization;

To harmonize and coordinate the activities of the Federal Government and development partners in establishing local administrations in the country;
Support local communities in the establishment of local Regional and Districts councils, through a grassroots
bottom up approach that entails peace building, reconciliation and developing a coordinated electoral process from the district to regional level;

Requirements

University Degree in Social Science, Public Administration, Political Science or any other relevant field.

Experience

Minimum of four years work experience in local authorities or central government institution responsible for local government, including training; one year of which should have been spent in Somalia.

A solid understanding of local administration in Somalia.

Experience in training and capacity building for local authorities and decentralized delivery of services to communities would be an advantage.

Fluency in written and spoken Somali and English.
