Sworn Police Officer - Public Resource Ranger

Primary Reason Why Classification Exists

To enforce municipal codes on the beach and other public areas such as boardwalks, parks, greenways and public facilities.

Secondary Reason Why Classification Exists

To perform advanced municipal law enforcement work including patrol, responding to calls for service, investigating criminal activity, or serving in a special capacity requiring specialized training or certifications

Distinguishing Features of the Class

An employee in this class is required to possess a general knowledge of practices and procedures associated with managing code compliance and perform a variety of administrative and paraprofessional functions. The position manages the administration of code issues from discovery to compliance which requires excellent communications skills and knowledge of compliance tools provided in local, state and federal regulations. The position will spend a significant amount of time maintaining and enforcing compliance processes and procedures as well as conducting administrative tasks. The Public Resources Ranger works closely with internal and external customers on a regular basis to provide education and enforcement on quality of life code issues. Work is performed under the general supervision of the Police Patrol Lieutenant. Periodically, traditional police duties may need to be performed. When directed, an employee in this class is responsible for performing general duty law enforcement work for the field operations bureau of the Town’s police department. Work includes routine patrol, traffic accident and criminal investigation, police vehicle maintenance, serving criminal papers, traffic law enforcement, and responding to domestic disputes. This employee is highly visible in crime areas, and must be aggressive in preventing crime. Employee is subject to the usual hazards of law enforcement work including the potential for physical harm. Work is performed under the immediate supervision of a Police Sergeant or other senior law enforcement officer or supervisor and is evaluated for effectiveness, visibility, compliance with standards, public support, and attainment of performance objectives.

Illustrative Examples of Work

  • Actively patrols public areas to educate and enforce code violations that are on or impact public property.
  • Patrols the municipal beach strand and issues appropriate warnings and citations for animal control ordinances, littering, glass on the beach, beach fires, tents left overnight, large holes in the sand, surfing too close to the pier, unauthorized business activities, and various other quality of life local codes.
  • Directly notifies Public Safety partners of incidents that display imminent threat to life, personal safety and on property.
  • Documents private property code violations and acts as a liaison with internal staff to help facilitate compliance
  • Performs routine office tasks in designated program areas, including data entry, files management, copying and answering telephone.
  • Maintains log of daily activities such as complaints, citations, warnings, actions taken for resolution, etc.
  • Acts as community liaison at town events. Facilitates training and education on quality of life codes such as animal care, temporary business activities, rules on the beach, etc.
  • Reports dead animals to appropriate agency for removal or disposal.
  • Assist Town departments with activities as needed, including weather emergencies and special events.
  • Perform other related activities as may be assigned with respect to traditional law enforcement duties.
  • Patrols high and low crime areas; talks to people in the community; checks security of buildings and residences; apprehends offenders
  • Investigates traffic accidents; uses measurement devices and eye witness accounts to determine violators; assists motorists in filling out or exchanging insurance information
  • Maintains readiness of police vehicle with fuel and air pressure
  • Serves criminal papers; locates people under indictment; serves warrants, orders for arrest, and criminal summons
  • Observes and follows people violating traffic laws, vehicle registrations and inspections laws, and other traffic offenses; enforces speed limits
  • Conducts criminal investigations by gathering information, processing crime scenes, and interviewing witnesses
  • Provides field training and guidance in police work to less senior police officers
  • Uses canines as a resource for locating drugs or other contraband and to apprehend suspects; conducts routine or specialized training of animal while on duty; maintains health and welfare of animal while off duty but in a paid capacity
  • Serves as a school resource officer in local public schools; educates students, teachers, and parents about law enforcement work; builds rapport, trust, and self-esteem of students; investigates reported or suspected criminal activity, hazing, and bullying on school property

Physical Requirements

Work is generally medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Employee must be able to perform normal bodily movements such as standing, stooping, crouching, crawling, bending, kneeling, and other movements, talking, hearing, and performing repetitive motions. Employee is required to have close visual acuity to prepare and analyze data and figures, operate a computer terminal, perform extensive reading, operate a motor vehicle, distinguish details and differences when observing breeds and types of animals. Vocal communication is required to express or exchange ideas or other information between individuals or groups. Hearing is required to perceive information at normal spoken word levels. Visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, inspection involving small defects and/or small parts, use of measuring devices, operation of machines and motor vehicles, determining accuracy and thoroughness of work, and observing surroundings. Employee must be able to demonstrate continued physical fitness to withstand the rigors of law enforcement officer and potential physical confrontation with assailants and/or foot chases for apprehensions. Employee may be required to use deadly force to subdue an assailant or to protect themselves or others

Working Conditions

Work is performed primarily in outside environmental conditions with uneven footing, in cold weather, extreme heat, constant sun, wind, blowing sand conditions, and rain. Employee is subject to noise which requires shouting in order to be heard above the ambient noise level or to overcome the sound of surf and crowd conditions. Employee is subject to workplace hazards including proximity to moving mechanical parts and equipment, exposure to chemicals, oils, fuels, and potential for blood borne pathogens, prolonged exposure to the sun, wind, and ocean environment. Employee is exposed to potential for personal harm or injury due to bites or stings from mammals, fish or crustaceans as well as sharp objects (glass, cans, nails, ocean shells, etc), and potential conflict with intoxicated persons who become belligerent and refuse to comply with instructions. Employee is subject to the final OSHA standards on blood borne pathogens. Employee is required to use and/or wear protective equipment as required to minimize exposure to blood-borne pathogens, communicable diseases, and bodily harm. The protective equipment may include, but not limited to of protective clothing, gloves, and body armor. This position has been deemed Safety Sensitive. Employee is exposed to varying terrain from streets, dense foliage, dark buildings, and water. Work place conditions include operating vehicles for extended periods of time, working varied hours and shifts, and confronting violent persons many of whom have criminal records with little to no respect for law enforcement or who may be a threat to themselves or others.

Education

Graduation from high school or GED equivalency; supplemented by specialized training and/or college level coursework in criminal justice, public administration, or other related field. Some experience involving contact with the public, and enforcement of laws and ordinances; or an equivalent combination of education and experience.

Experience

At least one (1) year of experience involving a high level of public contact including some experience dealing with the public in an enforcement, inspection, investigation or customer service capacity. Experience that includes the enforcement of municipal codes or law enforcement is highly desirable.

Special Requirements

  • A valid North Carolina driver’s license
  • Immunizations for Blood Borne Pathogens
  • Employee required to successfully complete the training manual requirements within the first 4 weeks of work.

FLSA Status: Nonexempt Section 7(k) of the FLSA provides that employees engaged in law enforcement may be paid overtime on a “work period” basis. A work period may be from 7 consecutive days to 28 consecutive days in length. For work periods of at least 7 but less than 28 days, overtime pay is required when the number of hours worked exceeds the number of hours that bears the same relationship to 171 for law enforcement as the number of days in the work period bears to 28. For example, law enforcement personnel must receive overtime after 86 hours worked during a 14-day work period.
