Services:

The ongoing operation and maintenance of the programs, claims processing and reporting, and the availability of staff to provide training and technical assistance to the school districts to ensure the Department's on-going ability to administer programs.

Agency Summary:

The PA Department of Education initiated the School-Based Access Program (SBAP) during the 1991-1992 school year. The program is an avenue for school entities to receive additional federal funding through Medicaid dollars for Individualized Education Program medical/mental health related special education services rendered by qualified staff to students enrolled in the PA Medical Assistance Program. The Administrative Claims Program permits local education agencies to receive Medicaid reimbursement for performing administrative activities related to the Medicaid State Plan.

Billing rates are established annually for LEA direct billing services with the exception of Assistive Device and IEP billing (Assistive Devices are billed at cost and the IEP is billed at a set amount). Rates for each reimbursable service are established based on a LEAs cost to provide the service.

Procurement Summary:

Approved. The reimbursable services for the Pennsylvania Medical Assistance Program require training and time for a supplier to make sure Local Education Agencies (LEAs) are aware of the services for which they can be reimbursed. The current supplier is able to maintain the trainings throughout the current school year in order to assure that the LEAs are able to recover the federal funds through this program. To disrupt this service in the midst of a school year without adequate time for training/transition, the Pennsylvania LEAs could stand to lose millions in medical reimbursement. This supplier's current process is working effectively throughout the Commonwealth and has proven to maximize return. Also, to adjust the billing rates in the midst of a school year (which these rates are decided annually, beginning of school year) when budgets have been determined can prove to be cumbersome.

If a new contractor is put into place without a significant phase in process, it would greatly impact the submission of claims and would likely cause a loss of significant federal funds that could not be billed during a start up phase of a new contractor. Once the new system is started, extensive training of all participating LEAs would need to be conducted prior to the actual submission of claims could take place. Many follow-up activities take place after the billing process and without the current contractor; these would be difficult to process.
