ARTICLE
I
NAME,
PURPOSE, and IDENTITY
A.
NAME. The name of the organization shall be the Oregon Wrestling Coaches Council. Herein, called OWCC.
B.
PURPOSE. The purpose for which the council has been formed is to responsibly promote the improvement of Oregon wrestling coaches. The OWCC will make recommendations to the OWA on all matters relating to the development of coaches and will serve all OWCC members by conducting a continuous forum on coaching issues.
C.
IDENTITY. OWCC is a division of the OWA.
ARTICLE II
MEMBERSHIP
A.
COMPOSITION. There will be two classes of members in the Oregon Wrestling Coaches Council Division; each class will have equal voting rights. No person shall hold more than one membership in the OWCC.
1. General membership in the OWCC division shall be limited to Oregon residents with active USA wrestling coach’s card or General card denoting membership in the USA Wrestling Federation.
2. Coach’s membership in the OWCC division shall be limited to Oregon residents with active USA Wrestling Coaches card denoting membership in the USA Wrestling federation. In addition, by November 1997, to qualify as a Coach member, have completed training as a Copper, Bronze, Silver or Gold certification in the USA Wrestling National Coaches Education Program (NCEP).
3. The class of members denoted, as Coaches shall constitute the Oregon Wrestling Coaches pool from which coaches will be selected to coach Oregon teams at regional and national tournaments and the cultural exchange trips.
B.
SELECTION. The General members and the coaches membership shall elect a director and a member-at-large.
The director and council members must be selected from the coaches’ general membership.
C.
TERM. The term of officers shall commence immediately following the close of the meeting at which they wereelected and terminate at the close of the meeting at which they were replaced; unless they should resign the
position, or be impeached from the position. The remaining Committee members shall appoint a replacement to
fulfillthe term of the vacant member.
D.
RIGHTS. All members shall have the right to vote on all matters brought before council. Each member shall be entitled to one vote.
ARTICLE III
OFFICERS
A.
COMPOSITION. The council consists of one (1) director, for (5) committee members. The committee
is composed of a Kids representative, a Cadets representative, a Juniors representative, a Cultural
Exchange representative and a Member-at Large.
B. SELECTION.
Council members shall be selected as follows.
1.
The director shall conduct nomination, followed by elections.
2.
The election and appointing of officers shall take place annually at the state OWA meeting in September.
When necessary, each council has the power to appoint a new person to fill in for coaches who
are unable to attend a national team coaches selection meeting.
3.
All nominees shall be current members, but need not be present. Nominations shall be accepted only
frommembers present in person.
4.
Elections shall be by vote of eligible members who are in attendance. The majority of those eligible
in voting is required for selection.
5.
Election / selection of officers:
a. The director will be elected on even numbered years.
b. The Kids division shall select a coach’s council member to position
1. The selection shall be one member from the Kids Council or OWA/USA card holding member selected by the Kids Council.
c. The Cadet division shall select a coach’s council member to position
2.The selection shall be one member from the cadet council or an OWA/USA card holding member appointed by the Cadet Council.
d. The Junior Division shall select a Coaches Council member to position 3. The selection shall be one member from the Junior Council or an OWA/USA card holding member appointed by the Junior Council.
e. The Cultural Exchange Division shall select a Coaches Council member to position 4. The selection shall be one member from the Cultural Exchange or an OWA/USA card holding member appointed by the Cultural Exchange Board.
f. A member-at-Large position shall be elected to position 4 on the odd numbered years.
g.Upon the initiation of the division, with its elected Director and Member‐at‐Large and appointed council members will be up for election on the appropriate year starting in 1994.
C.
DUTIES. The duties, responsibilities and authority of the officers are as follows:
1. Director: The Director shall
preside over at all meetings of the council. He/She shall be responsible for carrying out the
decisions of the council, and shall perform such other duties as may be assigned by the organization.
The Director shall be a representative of the organization to the OWA Executive Board. Help
promote the USA Wrestling NCEP coaches education program:
a.
to compile and update an ongoing list of certified coaches at each level.
b.
to establish minimum certification requirements that coincide with USAW coaches requirements when
involved in a USAW activity.
2.
Council Members: First and foremost is to assist the Director in developing the coaches’ pool to its
fullest potential. Duties for members shall be decided as the need arise.
3.
Together the council members and the director make all selection of coaches for Cultural Exchange,
Junior
National, Cadet National, or any other OWA team that represents the State of Oregon in OWA matters.
ARTICLE IV
MEETINGS
A.
FREQUENCY. The general membership shall not meet less frequently than twice annually. The meetings of the council and the director shall be
held in conjunction with meetings of the general membership and additionally on at least one
other
occasion during
the
year.
B.
LOCATION. Meeting shall be held at the state OWA fall meeting and at the State Freestyle tournament in the spring.
C.
QUORUM. At all meetings of the organization, a quorum must be present to conduct business. At meetings of the organization, a quorum shall consist
of those members present. At council meetings a quorum shall consist
of
a majority of its members.
ARTICLE V
IMPEACHMENT
A.
GENERAL. Any
officer
may be
removed
with
or
without cause.
B.
PROCEDURES.
1.
Written petition for impeachment must be delivered to the OWA chairman at least thirty (30) days prior to any
meeting
or vote on the subject.
2.
The state chairman shall notify in writing those members eligible to vote at least ten (I0) days prior to any meeting
of
vote
regarding
the
subject.
3.
A majority vote of more than seventy‐five (75%) of those eligible and voting must be achieved to impeach.
ARTICLE VI
AMENDMENTS
Proposed changes to the By Laws of each division of the OWA with the exception of the Kid’s Division shall be presented to the Board of Directors in writing and signed by two active members no later than 21 days prior to a regularly scheduled meeting of the general membership. Written or printed notice setting forth the proposed changes or a summary of the changes shall be given to each voting member no later than 10 days prior to the meeting (via OWA website). An amendment is adopted only if 75% of the voting membership in attendance at the meeting approves the amendment and a quorum is present.
These by-laws, ratified by the organization and the OWA membership, and were made effective on the 23rd day of September 1995.
