1.Introductions

The Chair welcomed all to the meeting. Apologies were received from Sonia Crisp, Jackie Dale and Liz Page.

2.York City Action Plan 1 – Review of our Outcome leads and actions

The York City Action Plan themes were examined regardingthe items with involvement by, and being led by, York@Large:

(a)Enabling Growth – Action 1c) –Page 12.

(b)Creating the environment for Growth – Action 3 items g), h) and i) – Page 22.

(c)Sharing Growth–Action 3 h)Page 31 + Action 2 f) – Page 30 -The promotion of the Mosque was also included as an item for examination.

Actions:

The overall aim was stated to decide on key objectives and monitor progress.

Actions:

Gill Cooper and Stuart Goulden to discuss the Creative Industries and Mosque issue.

Item (b)

Actions:

Action 3 items g - this item is scheduled for the Cabinet agenda concerning Reinvigorate York.
City Centre lighting to be addressed in 2013 as a valuable addition to the Purple Flag status.
Gill Cooper to investigate the three year programme – which will influence Reinvigorate York.
Item 3 (i) – Promotions of skills in artisan craft work etc - P Kelly to discuss with Gill Cooper.

Actions:

It was suggested the Rev Dr Lukas Njenga, Chaplain of York St John, could be co-opted as a member to the York@Large group (noted he currently chairs a Festival board) to represent interfaith groups and assist with the Mosque scoping exercise. Gill Cooper to contact.
It was stated the new Director of Public Health, CANS (Dr Paul Edmondson-Jones) should be invited to the next York@Large meeting in December 2012. Gill Cooper to arrange.
It was noted the YCAP links into the Health and Wellbeing Strategy which has just been passed out for consultation. It was noted discrepancies exist in this strategy and the York City Action Plan – See Action 4.

General Actions

Members should examine the milestones in appropriate areas prior to the next York@Large meeting in December 2012.
A report is scheduled to be presented to the WOW Board in due course.

3.York City Plan 2 – Outcome 3h – Promoting Cultural activities at a neighbourhood level

Kate Bowers emphasised actions to be taken at neighbourhood level should include black and ethnic minorities’ views.
She tabled a paper which explained the drivers for closer partnership working, linked to the York City Action Plan – see attached schedule-i.e. Sharing Growth – actions 1 a – c, Action 2 e and actions 3 g and h.

She confirmed that over the last 18 months she had completed work on a Neighbourhood Model on residents’wishes/ requirements and Ward priorities.
She confirmed the community contracts (currently being consulted on) were available on line – see City of York web site – - Acomb, Clifton, Dringhouses & Woodthorpe, Guildhall, Heworth, Holgate, Hull Road and Westfield wards are now available to view.
It was noted differences in approach were needed for elderly and young residents.
The GeniUS! Project (Joseph Rowntree Foundation, City of York Council and Science City York funded) was broached, which is currently examining social inclusion themes for those with dementia.
It was stated that Stuart Goulden had volunteer readers available at the University who could assist with this project.

Actions:

A sub group – chaired by D Willcocks, with Stuart Goulden, Claire Newhouse and Howard Hall would consider these topics.

4.York 800 legacy programme

Members were encouraged to circulate the York 800 What’s on leaflet Sept – Dec 2012 – see
It was suggested events such as the York Mystery Plays (which brought 33,000 to the City) Ebor Vox and the Olympics related events should be maintained.
The challenge was stated as being to develop the events which took place in 2012, taking the Tourism strategy into account, to produce high quality similar events in 2013 and further years – e.g. river flotilla, choirs and theatre productions.
Networking was regarding as being important. In addition,press coverage was deemed as relevant and regarded to have been covered well in 2012.

5.Membership review and process for recruitment

It was confirmed some members of the Board were due to leave.

Action – It was suggested Board Members could assist Diane Willcocks and Gill Cooper in the interview process for the voluntary, media, university, heritage and education sectors. Gill Cooper to send out recruitment papers.

6.Minutes and matters arising

The minutes of the last meeting were approved.

Internationalisation and City Strategy for the City

Katie Stewart confirmed a new Officer was due to commence duties on 17 September 2012 to assist with this project, including information pack preparation for prospective businesses in York.

She confirmed a meeting had recently taken place with a number of business leaders in the City. Use of a database of exporters and their links were to be explored. The aim was to make the City as welcoming as possible, e.g. via Visit York.
Action – Katie Stewart is due to present a programme to a forthcoming meeting of the Board date t.b.c.

Cultural offer for new business

It was started Gill Cooper and Patrick Kelly had discussed this issue and that Patrick Kelly requested an Information Pack regarding Culture on offer in York. This was aimed at people who are looking to invest and was to be produced by Visit York. In addition it was suggested a welcome pack for international cultural organisations interested in the City could involve a theatre or Museum visit as part of the City’s welcome to employees.

A statement (short bullet points) – “Facts known on York” was tabled at the meeting.

Action – Gill Cooper to circulate for comments/ideas. It was suggested this should be placed on the Visit York/CYC web sites.

7.General Updates

Stephen Burke –

Illuminating York – 31 October – 3 November 2012 ()it was confirmed this event would be ticketed - £5.00 Equipment and lights were scheduled to be borrowed from Blackpool Council.

SB confirmed events scheduled for the York 800 celebrations had gone ahead. Bad weather had affected plans - The Ebor Vox had been completed, however, the river choirs’ event had not taken place, with the riverflotilla being delayed until 26 August 2012.

Stuart Goulden

It was confirmed the free September / October 2012 One&Other Magazine “The Indulgence” issue had been released – paper and electronic versions – see
It focused on issues such as the forthcoming Food and Festival, Illuminating York and the York Youth Council activities.

Claire Newhouse

The Student Community Strategy was scheduled to be launched in October 2012.
An International Festival of Faith and Culture was stated to be scheduled for 26 April 2013 (TBC) – See

This will be a series of events led by the University and other faith groups to celebrate the diversity of culture and faiths in York.

Ian Tempest

The Tourism Strategy for York was stated as due to be developed with current statistics on tourism being available to view, if required.
2013 – Fiftieth anniversary of University of York.

Patrick Kelly

He confirmed a Conference was being held at the University of York - The Sixth Art of Management and Organization Conference – 4 – 7 September 2012 (creativity and critique)– see
The forthcoming Arts Development Conference at York Barbican – 18 and 19 October 2012 – see was noted.

Liz Wilson

Confirmed the Theatre Royal would be commencing a new season – 4 September 2012 – see

York Food and Drink Festival 2013 – He was stated as seeking partners for this event.

Howard Hall

The existing five strategies – global and ambitious – were being examined to try to make them meaningful.
Statistics regarding physical activity were positive internationally but not in general – 25% - 27% being involved in physical activity.
It is desirable to build on the 2012 Olympics campaign/legacy to empower people to become more active.
Many opportunities existed in York:

a) Community Stadium development at Monks Cross

b) Nestle South development by York St John – to be a student and residents’ community facility.

Overall, the aim was to promote sport to encourage people to engage with all types of activities to improve residents’ health.
Liaison with the NHS was being completed in order to make savings in the health budget.
