Minutes for Board of Director’s Meeting February 13, 2017
Present: David DeMunbrun, Jean Ayarbe, Victor Hernandez, Gary Boudreaux, Amanda DeMunbrun
Meeting called to order @6:38 pm
Meeting adjourned @ 7:55 pm
The minutes for the January 09, 2017, meeting were read and approved without any additions, deletions, or corrections.
Jean Ayarbe presented the financial report.
· The current check book balance: $32,407.39
· Accounts Receivable: $20,684.76 This amount includes receivables for current year as well as past due accounts
o Current year: $19,462.41
o Past due includes: $1,583.63 owed by Frank & Alma Chavez, 501 Cross Bend
$8,835.25 owed by Ricardo & Nancy Eager, 456 Oak Tree
$ 803.47 owed by Victor Rivera & Ana Garcia, 5360 Country Oaks (They have not paid any dues since moving into the neighborhood in 2015.
Amount includes past due, late fees, and attorney fees.)
· 27 residents have not paid for 2016-2017; $5.00 late fee added to amount due
· Mailed out 44/45 statements. This number includes the 27 who have not paid as well as those residents who have chosen to pay installments
In regards to the medians:
· David asked Gary to contact Blaine with Mr. Sprinkler (915-833-8988) to get a bid on what it would cost to have him check all the watering stations for the medians and replace sprinkler heads to get the medians ready for the upcoming spring and summer.
o The sprinkler heads are mis-matched and do not cover equally
· Need to talk to Manny about putting out fertilizer and pre-emergent on the medians
Amanda DeMunbrun, Communications Officer, reported:
· Between January 13 and February 10, 2017, there have been 74 visits to the web site
o With those 74 visits there were a total of 171 page views

· Gave everyone a copy of the proposed newsletter for March. Jean suggested some addition to the information regarding association dues. Other corrections were noted and will be corrected before sending the newsletter out
In regards to ACC Concerns:
· David read from the covenants Article VI. ARCHITECTURAL CONTROL
A. No building, fence, wall or other structure shall be commenced, erected or maintained in COUNTRY PLACE SUBDIVISION nor shall any exterior addition to, change or alteration thereof be made until the plans and specifications showing the nature, design, kind, shape, height, materials, color and location of the same have been submitted to and approved in writing by the Architectural Control Committee…..
B. ….Rock walls of red field stone with mortar deeply recessed will be required on all rear and side property ….
o Residences that added wooden extensions to their rock walls (some in excess of 6’)

· Eric Swanson, 500 Trails End, acknowledged that he should have contacted the ACC before beginning construction. He had initially intended to heighten the walls with rock; however, he was told that the red rock was no longer available and that the current footing under his rock wall would not withstand heightening the wall. Talked with at least 5 different people to get estimates. Estimate to raise the wall using rock was in the neighborhood of $9,000. As it is now with the wooden extension, he has $4500 invested.
o Eric expressed concerned that because he was on the corner and the activity of the construction was easily seen whereas the others were not as noticeable from Hunters Glenn
o Eric indicated that he and his wife had sent a letter to the association (which at the time of the meeting had not been received)
o Eric submitted a list of other ACC concerns that his wife had observed which had been included with his letter
o Eric and his wife had talked with their neighbors regarding the wooden extension
o Reason to extend the wall. Headlights in the evening shine directly into their home
· Gary Boudreaux asked if there was anything that could be done to make it easier on him
· Victor Hernandez asked if he could keep the wooden gates
o There is no problem with keeping the wooden gates
· Victor Hernandez shared his experience with another president of the CPCA
o His foundation was already poured, house framed w/roof
§ Because the foundation did not meet the required distance stated in the covenants, everything had to be torn done and the foundation moved before continuing with construction. (cost to the homeowner was in the neighborhood of $38,000)
· David suggested a waiver of 6 months to a year, but after that the wooden extension must come down
o Motion was made to grant a waiver of 6 months to commence March 1
o The board officers agreed
· David suggested a waiver could be given for wrought iron between rock pillars
· Gary Boudreaux pointed out that there is another resident with a wooden fence in the back yard which is only visible from the levy. 5200 Hunters Glenn

In regards to the security cameras:
§ New Cameras have been added and work beautifully
§ Invoices have already been submitted to Jean Ayarbe
o Should have no trouble getting a clear picture of license plates should the need arise
Other Business: Signs regarding Annual Dues for the median
§ Everyone agreed that have the sign has helped with the collection of the annual dues
§ Everyone agreed that the sign indicating late fees now in effect was a good idea
o Gary Boudreaux noted that the sign said “affect” rather than “effect”
