/ Veterans Benefits Manual M21-1MR, Part IV, “Compensation, DIC, and Death Compensation Benefits,” Subpart ii, “Compensation,” Chapter 2, “Rating,” is changed as follows:
Pages 2-ii, 2-F-1, 2-F-15, 2-F-17 through 2-F-19, and 2-F-21 through 2-F-25, are updated in this change.
Notes:
·  M21-1MR changes are released at the chapter or section level. Change numbers will no longer be assigned to M21-1MR changes. The date of the change will continue to appear in the “Change Date” block located on the first page of each topic.
·  Other minor formatting changes are made throughout this section.
Changes Included in This Section
/ IV.ii.2.F.28.f and IV.ii.2.F.28.g are revised to add VA Form 21-4140-1, Employment Questionnaire, and to show that when processing either form, the same procedures are applicable in all instances.
IV.ii.2.F.28.f is further revised to show that EP 692 will be taken when the employment questionnaire shows continued unemployability.
IV.ii.2.F.28.g is revised to clarify the instructions for processing the employment questionnaire when the veteran checks “Yes” for block 3, or indicates employment in Section 1- Employment Certification.
In IV.ii.2.F.28.h, Steps 2, 3, and 4 are revised to show that when a veteran fails to return VA Form 21-4140, Employment Questionnaire, the authorization activity will provide due process notification and rights to the veteran before reducing the total rating based on individual unemployability to the schedular evaluation.

In IV.ii.2.F.32.a, the link to the U.S. Census Bureau’s poverty thresholds is changed to http://www.census.gov/hhes/www/poverty/threshld.html.
In IV.ii.2.F.32.b, the table is reformatted and corrected to clearly show the U.S. Census Bureau’s poverty thresholds by calendar year only. The table is also corrected to show the rate of $6,310 for calendar year 1989, and amended to show the poverty threshold rate for one person in calendar year 2004.
