Draft California Every Student Succeeds Act State Plan

This is the Draft California Every Student Succeeds Act (ESSA) State Plan Public Comment Survey. This survey is intended for any interested member of the public, and the California Department of Education (CDE) is particularly interested in hearing from the following stakeholders:

•Local education agencies (LEAs), including LEAs in rural areas

•Indian tribes

•Teachers, principals, other school leaders, paraprofessionals, specialized instructional support personnel, and organizations representing such individuals

•Charter school leaders

•Parents and families

•Community-based organizations

•Civil rights organizations, including those representing students with disabilities, English learners, and other historically underserved students

•Institutions of higher education

•Employers

•Representatives of private school students

•Early childhood educators and leaders

This survey includes one question for each section in the draft State Plan:

Please share your ideas about how this section of the ESSA State Plan could be improved to promote equity and support your students and schools.

The survey also includes a question regarding which stakeholder group participants represent. Each question is optional and participants may choose to provide feedback on one or more sections of the draft plan. You may participate in this survey without including your name, and we ask that you do not include any personally identifiable information in your responses. However, if you would like attribution for your input, there is an option for you to provide your name, title, and business/organization. This survey must be completed in a single session, so it will be helpful to have your responses to the questions prepared before you begin. The online version of this survey is available at

Your responses to this survey will be reviewed by CDE staff and will inform the revision of the ESSA State Plan. An analysis of responses will also be presented to the State Board of Education.

This public input survey on the complete draft of the State Plan will close on June 30, 2017. However, there will be additional opportunities to provide feedback on the ESSA State Plan before it is submitted to the U.S. Department of Education in September.
