Comments / Paul Durbak, recently retired CBP Officer, Chicago, now in private consulting. Thanked him for his approach in dealing with AES filers – issuing warnings to get them to file correctly, instead of issuing penalties. He discussed his methodology in using the CBP targeting system (ATS) in working the port of export issues. There are still interpretive differences between port of export being the border crossing city vs. the place where cargo is loaded on the conveyance. He believes that this is being addressed in the next Census NPRM. He did advise that they do receive directives from CBP HQ to check on certain things and that they are able to run queries to check their own local concerns. Regulatory Update / Census NPRM: Joe Cortez doesn’t know when it will come out. / Continue to monitor / Pending
Census staff: Omari Wooden is now the Senior Foreign Trade Advisor replacing Dick Preuss who has just retired. The Ombudsman position will remain unfilled due to budget issues. / N/A
ACE M1: Melzie advises that it is the “Acceptable Working Program” status. / Melzie Wilson will provide updates. / Ongoing
Documents / USPPI Responsibility Sheet: Group had discussion regarding whether or not Routed Export Transaction should be addressed. Comments were split. Paulette to consider. PK requests comments by Friday (based on copy sent out with agenda).
Note: After the meeting, sent the disclaimer to Ed Greenberg for sign-off and he has proposed some changes which will be discussed at the NCBFAA quarterly meeting Jan. 26. The new version is on the attached version. / PK to consider and provide updated version (attached) / Pending - in final stage.

Generic SLI: Matilda Vazquez has volunteered to lead team to put together a proposed generic SLI as a guide for forwarders (to replace the version based on the old SED). Many of us have redesigned our SLIs – if you are willing to share your version, please send it to Matilda with a copy to me. / Matilda to coordinate. / Pending
Develop Mission Statement / PK only received input / ideas from one committee member – Thanks Pam Koonce. PK has not yet worked up a statement for review but will send for comment as soon as possible. / Paulette Kolba to write statement for review. / Pending

NCBFAA Educational Institute “NEI” / Case Studies: A copy of the topics is attached. We only had one topic submitted from our committee. Thanks Michele for your suggestion on Triangle Trade Shipments.
As they are written, copies of the case studies may be sent to our committee for our subject matter expert review. / NEI committee will reach out to our committee as needed for review of materials. / Pending
CES Export Compliance Content: Pam Koonce (as a member of the NEI Content Committee) will be presenting an outline of a modified CES syllabus for review at the NEI meeting January 25. As content is developed, there will be opportunities for subject matter expertise review by our committee. / NEI committee will reach out to our committee as needed for review of materials. / Pending
