3.Eligibility:

Immediate past National Challenger,2017 (Ahmedabad, Guj ) 9

Current National Premier Champion / 1
Top four FIDE rated players of India (FRL-July,2017) / 4

Note: New Rules in force from 2017 National Challengers Championship:

The players above 2650 ELO rating will get preference over National Challengers while filling up the vacancies caused by the non-participation of top four rated players who are directly seeded along with the National Champion. However if above 2650 players are also not available, players as per rankings in the National Challengers will become eligible.

Example: If the top rated player of the country is not participating in National Premier, then the number five player will get his seat provided the number five player is on or above 2650 ELO rating.

If the National Champion is among the top four rated, then player number five from top rated will get a direct seeding provided he is on or above 2650 ELO rating.

If on or above 2650 players unavailable then the vacancy will be filled from the National Challengers as per rankings.

4.Entry Fee:

Entry fee of Rs. 1,500/- should be sent by DD favouring All Bihar Chess Association, payable at Patna to Mr. A. K. Sinha, Secretary,All Bihar Chess Association, 75 LIC Colony Kankarbagh , Patna , Dist –Patna ,( Bihar) PIN : 800020, under the copy to AICF.

  1. Registration of Players: All the participants in the National Championship shouldbe registered with AICF. Unregistered player will not be entitled to participate in the National Championship.
  1. Dress Code: As per AICF regulations on Dress code for players participating in all theNational championships, all State Associations/Institution Members should send their players with proper uniform. Players should at least wear uniform T'Shirts / formal shirts (name of the State/Institution printed prominently at the back and the state chess/Institution emblem in the front left side). Players without proper uniform will not be permitted to take part in the championship. This will be strictly enforced.
  1. System of Play: The Championship shall be played following FIDE Laws of Chess andunder all play all Round Robin system.
  1. Time Control: 90 minutes each for the first 40 moves and 30 minutes each for theremaining game, with an addition of 30 sec per move from move number one. Clocks will be set with move counter, following latest Olympiad regulations.

  1. Default Time: The default time for each round will be 15 minutes as per regulations of AllIndia Chess Federation.

10.Tiebreak: Direct encounter, Sonneborn Berger (sum of scores of opponents, whom aplayer has defeated plus sum of half the scores of the opponents, whom the player has drawn), number of victories, number of victories with Black pieces(Forfeits will be counted). In case of tie, cash prizes will not be shared.

11.Boarding and Lodging: The players representing the Institution members will have totake care of their own board & lodge and the players representing State Associations will be provided Rs.10,000/- by the organizers towards boarding and lodging.

  1. Tournament Committee: The organisers will form a tournament committee forthe smooth conduct of the National Championship.
  1. Protest: Protest, if any, against the decision of the Chief Arbiter shall be made in writingwith a protest fee of Rs.1000/- within 1 hour of the occurrence of the incident. The protest fee will be refunded if the appeal is upheld.
  1. Appeals Committee: Before the commencement of the tournament, a five memberAppeals Committee shall be formed by the AICF/organizers. All the members and reserves shall be from the different states. No member of the committee can vote or argue in which a player from his own state is involved and in such case(s), the reserve member(s) shall take his place in the committee.
  1. Withdrawal: If any player withdraws from the last two rounds in anyNational Championship on medical grounds, he/she should undergo treatment by a Doctor recommended and supervised by the tournament committee.
  1. Disqualification: No Participant will leave the venue before the prize distributionfunction without the permission of the Chief Arbiter. The participants disregarding this rule will be suspended for one year.
  1. Interpretation: For interpretation of Rule (s) and deciding any point not covered byrules, the decision of the tournament committee shall be final and binding. The tournament committee has every right to make any addition or amendment to these rules without prior notice. However, such changes will be approved by AICF. Such changes will be displayed at the championship venue and will be intimated to the players during players meeting.
