Minutes – August 6, 2013

7:00 PM – Stop receiving bids on Surplus Fire Truck and Public Hearing on FY 2013-2014 Budget.

There were two bids received on Fire Truck.

Public Hearing on FY 2013-2014 Budget – Reggie Weary, City Accountant presented the proposed FY budget that action will be taken on. No comments or questions during this presentation.

REGULAR MEETING

The regular meeting of the Mayor and Council of the City of Patterson, Louisiana was held on Tuesday, August 6, 2013. The meeting was held at 1314 Main Street in the Council meeting room at 7:00 PM.

Mayor Rodney A. Grogan presided over the meeting

Councilmembers present: L. Mendoza, J. Rentrop, J. Russo, III, C. Sawyer and S. Turner

Councilmembers absent: None

Also present was Russel Cremaldi, Attorney and Clay Breaux from GSE.

Councilmember Mendoza led the Invocation

Councilmember Turner led the Pledge.

Motion was made by Councilmember Mendoza, seconded by Councilmember Turner to expand the agenda to include a request for a 5K Run and announcements of recognitions received at the Louisiana Municipal Conference in Monroe.

Motion was made by Councilmember Mendoza, seconded by Councilmember Turner to open received bids on the advertised Fire Truck listed as a surplus item.

Bids from H. Castay of $1,011.00 and Jay Stevens of $1,111.00.

Motion was made to Councilmember Mendoza, seconded by Councilmember Sawyer to sell to the highest bidder.

Motion was made by Councilmember Mendoza, seconded by Councilmember Rentrop to adopt the FY Budget 2013-2014 which includes:

Total operating income 195,737

Fund balances, beginning 21,563,710

Fund balances, ending 21,759,447

The vote was as follows to adopt the FY Budget for 2013-2014

Motion was made by Councilmember Mendoza, seconded by Councilmember Rentrop to adopt a Budget Resolution adopting the Revenues and Expenditures for Fiscal year 2013-2014.

A lengthy discussion was held on the Land of Patterson Junior High School and the Public Road that runs from Catherine Street to Church Street. This road is now being used for buses and drop off and pick up of students. Attorney Patrick Skiles was retained to research the issue of the parcels of land and the public road. It was stated by Attorney Skiles that in 1914 an act of donation by the Hausman Family

of a 300 foot by 300 foot parcel of land was donated to the City and was contingent on the City keeping it for use as a public Park or public playground. Attorney Skiles advised the City not to take action that goes contrary to the stipulation placed on that donated piece of property in 1914. The 70 foot strip which is now being used as an access to the campus was determined to meet legal requirements for being used as a road. The Council requested a specific request from the School Board that will detail how the 70 ft. strip would be utilized if it was officially closed.

Motion was made by Councilmember Mendoza, seconded by Councilmember Rentrop to take the matter up once the School Board present the details and abstract view on what the plans are.

Motion was made by Councilmember Mendoza, seconded by Councilmember Rentrop to pass a Resolution in SUPPORT of the School Board in their efforts to build a School which includes the possibilities of abandoning the road and accepting the specifications and Plans.

Motion was made by Councilmember Mendoza, seconded by Councilmember Russo granting permission to hold a 5K Preventing Childhood Obesity race on September 28, 2013.

Mayor Grogan announced that the City of Patterson was one of the three recipients in the State of Louisiana honored at the Louisiana Municipal Association held in Monroe as the Louisiana Economic Development (LED) Ready Communities Award.

Mayor Grogan was pleased to announce that the City of Patterson received an Honorable Mentions Plaque at the Conference in Monroe for its New Water Plant Project aiming to improve the infrastructure of a 70 plus years old water plant.

There being no further business to come before the Mayor and Council, Councilmember Mendoza made a motion, seconded by Councilmember Rentrop to adjourn the meeting. The Council unanimously agreed.
