Update on Integration of cash in the HRP process /
  • Inputs were made on cash feasibility in the HNO and HRP documents. Using WFP, UNHCR, REACH and FEWSNET reports, information/analysis were made on market functionality, financial mechanism,prices, access, security e.t.c. Additional information provided in the HRP are highlighted below:
  • Analysis of Cash Projects on Online Project System
-# of Sectors: Nutrition, Education, Shelter/NFIs, Protection, Early Recovery, GBV, Food Security
-# of partners: 6 UN agencies, 14 INGOS, 8 NGOs
-# of partners increased from 19 in 2017 to 28 in 2018.
  • Trend Analysis of CBT April – August:
-Beneficiary HH: April (82,887) – August(139,445)
-Cash Disbursement: April (USD 6.0 m) – August(USD 9.9 m)
-# of LGAs: April (13 LGAs) – August (32 LGAs)
-To 10 LGAs with highest # of pple receiving cash: Jere, Maiduguri, Konduga, Jakusko, Damaturu, Kale Balge, Gujuba, Mongunu, Gwoza and Gulani
  • CWG will continue to explore and advocate for Multi-Purpose Cash in 2018. Partners planning to implement MPC will be identified and agreement will be reached on how they will share their reports in the cash dashboard.

Update on setting MEB /
  • Find below summary of presentation on and discussion on MEB:
-The items and values were collected from the Sectors who ensured updated information.
-70% calculation considered by FSS, others didn't indicate it but it is generally assumed that 30% is covered by HHs.
-For comparison reasons, total ERC values for MMC is 83,000 NGN, and 70% is 58,100 NGN
-Out of the 61,816 NGN: recurrent costing takes 43,271 NGN (70%) and 18,545 NGN (30%) is one-off.
-Out of total 61,816 NGN: Food 34.3%, NFI 45.3%, WASH 19.3% and Services 1.1%
-Household size by ERC is 7-9 persons while FSS took five persons but should not exceed Ten.
-Value for food is based on prices during lean season. Seasonality in other sectors not visible as much as that of food.
-FSS suggests that PERCAPITA level of payment than HH level payment. Other sectors did not indicate this method.
-Value for services obtained from Technical Working Group.
-Education and Health Sectors reported they were busy on HRP but Education sector is now working on MEB. /

Update from Yola and Damaturu CWGs /
  • CWG activated in MubiLGA in November.IRC was nominated to lead the Mubi CWG for a period three months. Mubi CWG first meeting will hold on 6th December 2017.
  • Cash will be a standing item on Mubi Operations Field Coordination monthly meeting agenda.
  • OCHA will share draft Mubi CWG ToR.
  • OCHA Cash Focal Point and OCHA Yola field office will provide remote support to Mubi CWG and ensure linkages with Maiduguri CWG, OISWG and Abuja CWG.

Strategy and Workplan of the CWG /
  • The Strategy/Workplan document was circulated. Food Security, WFP, IRC and CRS shared comments.
  • The document will be recirculated and comments expected by COB Tuesday 21, November.

Setting up of Task teams /
  • The technical coordinator proposed to set up two task teams namely: Financial Service Provider (FSP) and Targeting.
-FSP Task Team include WFP, Christian Aid, IRC, FSS and IOM to join the FSP mapping.
-Targeting Task Team was not set. Food Security argued that it is the responsibility of the sectors to set targeting criteria. Partners agreed to seek for guidance from the OISWG. /
