General Objectives
Specific Objectives / The health sector in Kenya is committed to providing uninterrupted and attainable high standards of healthcare through provision of quality medical products. To achieve this, the Government, through various regulatory mechanisms, aims to ensure that the standards of products being procured both at the national, county and health facility levels are of quality standards. However, reliable access to quality, safe and affordable essential medicines and medical supplies remains a key challenge towards an efficient, quality healthcare system for the country. This is majorly because the medical devices market in Kenya is totally reliant on imports and lacks a single regulatory institution mandated to centrally regulate their entry into the market. This has resulted in gaps allowing for entry of sub-standard and low quality medical devices into the market, that ultimately end up being used on patients. The result of this is that patient and clinician safety is not assured, with an overall increase in actual healthcare costs attributed to injuries on patients, as a result of equipment failure scenarios. According to WHO, Medical errors result in numerous preventable injuries and deaths to both patients and clinicians. Adverse events have been estimated to occur in 4% to 16% of all hospitalized patients in Africa.
As part of its support to improve access to quality and affordable health care, the German agency for Technical development (Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), through the Health Sector Program (HSP) established a private public partnership (PPP) with B. Braun Melsungen AG., one of the world´s leading healthcare suppliers in year 2010.The project seeks to facilitate improvements in the quality of medical devices through the establishment of national standards and specifications as well as enhanced training of health workers on patient and clinician safety at the Moi University and the Moi Teaching and Referral Hospital.Inadequate management competencies (skills, knowledge and practice) among health workers have been identified as a challenge in ensuring patient and clinician safety. To respond to this challenge, this partnership intends to design training programs targeting both student nurses (both Pre and In service levels) and working Nurses at the Moi Teaching and Referral Hospital and Moi University School of Nursing respectively.
In order to ensure that the basis for the training of Nurses would be a demand driven approach, the GIZ Health Sector Programme, through the PPP, commissioned Pan African Research Services (PARS), an independent research consultancy firm, to undertake a baseline survey at the Moi Teaching and Referral Hospital in the year 2012. The baseline survey, entitled ‘Practice & Knowledge of W.H.O nine intervention measures on Patient and Clinician Safety amongst Nurses & Nursing students at the Moi Teaching and Referral Hospital’. This was an IREC approved study whose main objective was to identify gaps in patient and clinician safety as practised at MTRH. Findings from this baseline survey will be used in informing design & content of the Patient and Clinician Safety Curriculum and Training Modules, to be used in the training of Nurses at MTRH & Moi University.

The Consultancy
To develop a patient and clinician safety curriculum and modules for the training of Nurses at MTRH, the MTRH School of Nursing, and at the Moi University school of Nursing (MUSON).
I. Prepare a patient and clinician safety curriculum for both BScN, and KRCHN Nursing students at Moi University and MTRH schools of Nursing.
II. In collaboration with GIZ/B. Braun PPP, prepare training modules, providing for the content to be used in offering the patient and clinician safety training programme.
III. In collaboration with a team from MTRH, the MTRH school of Nursing, and MUSON, propose an integration plan for the developed modules into specific courses (currently on offer), to be taken by both cadres of students and to Nurses working at MTRH.
IV. In collaboration with MTRH, MTRH School of Nursing, and MUSON, design a generic clinical schedule, to be used during practical sessions.
v. Design an evaluation framework, allowingfor both theoretical and practical assessments, of the specific modules, within the broader institutional courses.
Deliverables /
- Patient and Clinician safety curriculum for both BScN & KRCHN student groups.
- Patient and Clinician safety training modules for BScN & KRCHN student groups.
- A training schedule with details on course units/ weighting,how the modules will be deliveredand examined/evaluated, within the normal coursework for both student categories for semesters/blocks withinyear 2013.
- A generic clinical rotations and evaluation framework schedule for student nurses within both institutions, linked to the module delivery schedule.
- Draft proposal on integration of patient and clinician safety modules into curriculum of MTRH, MTRH School of Nursing, and MUSON
The approach / The consultant will undertake a critical analysis of currently used, Institutional (Moi university) and Nursing Council approved (MTRH School of Nursing) curriculums, and using the baseline results findings, develop the Patient and Clinician Safety training curriculum and Modules. The consultant will choose a practical model to ensure that the designed modules can be offered within the content of specific courses, as offered by the two institutions.
The consultant is also expected to review W.H.O approved curriculum guidelines on patient and clinician safety in medical schools and other relevant internationally approved literature and materials, i.e. World Alliance for Patient Safety. S(he) is also expected to consult with the Nursing council of Kenya, and use any relevant guidelines from the Council, to guide in content development.
Scope of Work / The consultant will be expected to undertake the following tasks;
1. In collaboration with MUSON, MTRH & B. Braun Melsungen AG., develop a Patient and Clinician Safety curriculum for BScN & KRCHN student nurse cadres.
2. In collaboration with MUSON, B. Braun Melsungen AG., MTRH School of Nursing & MTRH develop training modules to be used during delivery of the Clinician & Patient Safety training programme.
3. Develop a clinician & patient safety training schedule, Intergrated within normal coursework for both student categories for semesters within the 2013 year.
4. In Collaboration with MUSON, MTRH & MTRH School of nursing, develop a clinical rotations and evaluation framework for both student cadres, linked to the training schedule.
Time frame / The assignment is expected to take a maximum of 30 days, including travel days to Eldoret.
Expected Profile of Consultant / The potential consultant should have a basic degree in health sciences and a master’s degree in the areas of Medical Education and/or health related curriculum development.
He/she should have demonstrated experience in carrying out curriculum development work within the Nursing Sciences or general medical related education.
A PhD in Medical Education will serve as an added advantage.
Submission of
application / The application should contain both technical and financial proposals, sealed separately.
The technical proposal should cover the following elements; Interpretation of objectives, methodology, deliverables, reporting and a concise description of relevant consultancies undertaken with 1 sample report. The financial proposal should have a budget that clearly links the outputs to the budgeted costs.
