CITY OF PINE RIVER PLANNING MEETING, TUES. APR 28, 2015 6:00 P.M.

OTHERS PRESENT: Paul Sand, Debbie Oliver
ITEMS ON THE AGENDA:
- Purchase of Property from Cepco: Acting Mayor Hamilton states that Michael Hansen was not able to attend the meeting tonight, but has requested that the council consider purchasing the needed property from Cepco even if a valid petition is received. The street work will need to be done sometime in the future and this would be one hurdle out of the way. The council will vote on this matter at the Special Meeting on Friday May 1st.
- 2 A.M. CLOSING: Deb Oliver owner of Ole and Lena’s is present to answer any questions the Council may have as they consider changing the ordinance from a 1 p.m. closing to a 2:00 a.m. closing. Currently last call is at 12:30 a.m. and this would make last call at 1:30 a.m. She states that her business is currently losing customers before last call so they can make it out to the bars that are open until 2. Oliver further stated that this would be a trial period and if she is not making the profit that she hopes to, she would as a sound business move, go back to the regular 12:30 last call. She states that she has to pay someone to work this extra hour and also pay a fee to the State in the amount of $300. She will have to pay this for the 6 months left in this year. Clerk reminds the council that they would have to re-evaluate the situation and decide in November before the license expires on December 31st and new ones are issued in fairness to the establishments that may hold special activities during the holiday season. Chief Paul Sand says he sees no problem in the City extending the hours until 2:00 a.m. as they are usually on later during the summer months anyway.
Oliver also states that she plans on having a street dance during Summerfest and would like both the 2 a.m. closing and the street dance on the May agenda.
- CHIEF PAUL SAND: Sand reports the following:
- School contract for the 2015-2016 school year has been approved by the school board and he will be brining that to the council for approval in May.
- Is looking into a MOA agreement between Lake Shore, Walker, Pillager and Pine River for officer training due to the high cost of training. Taser, Defensive Tactics and Firearms training could be done by a certified officer.
- E-Charging must be in place by July 1st. Sand reports they have the fob but they need ticket writers, signature pads and fingerprint pads. He will be checking to see if there is any grant funding for these items. They will need 3 sets and each set could run around $1000.00.
- Sand reports that he has checked on a Drug Dog from a place in Blaine or Cambridge which raises labs for this purpose and he states the price is $10,000 to $12,000. He states that a PD 1 dog would be a better choice.
