CALL TO ORDER:Mayor Welch called the meeting to order at 6:30pm.

Ira UtterPresident of little league football association expressed concern regarding the roles and responsibilities of mowing the lawn on the field for the kids to play. He is leaving and a new president is taking over and would like to reach out to the Village and see what the plan will be for maintenance of the field on the Village’s end. In the past, the Village mowed the lawn, and there was a lawn mower there provided by the village for them to use.

Jeff said the mower may have been taken away due to past issues- lawn mower was broken, but would find out when Joe returns from vacation. Mayor Welch suggested meeting and discuss all issues and determine what role the Village will have regarding the football program, reminded him that the Village has a small crew and summer time is the busiest season but will do what they can to help.

Fire Department- Jeremy Hilton talked about some spending at the end of the year, turnout gear planning on pump testing this year coming up. Also, new NFPA standards for 2018, radio project is complete, putting up the siren soon, plan on purchasing new water rescue equipment.

Trustee Winkler made the motion to approve Shawn Ostrander to join the Unadilla Fire Department. Trustee Mott seconded. All ayes, Carried.

Trustee Jones made the motion, Trustee Mott seconded to pay Water Fund Abstract #12 for $4572.42. All ayes, Carried.

Trustee Jones made the motion, Trustee Winkler seconded to pay General Abstract #12 for $20617.08. All ayes, Carried.

Trustee Winkler made the motion, Trustee Mott seconded to approved Meeting Minutes from April 18, 2017 Meeting. All ayes, Carried.

Mayor Welch talked about some committees he’s been involved in regarding the combining of Otego and Unadilla schools with the closing of the Otego school. Concerns regarding the Village is hiring a crossing guard with the increase in traffic. Parking issues may become a larger issue with more teachers and aides, concern with pick up may be an issue. One suggestion is to make Teller and Noble Street One way.

Carnival of Sales is approaching July 8th, The Meeting Place is open.

Veterans Committee- 98 stones for the Memorial

Trustee Winkler talked about some repair he learned about that the Town did which may work on the Tennis Courts. At Century Pools and Spas service patio leveling around pool- inject material to fill voids and levels out the patio. The cost was $17,000.00 going to meet with them and get an estimate to see if it’s something that can work on the tennis courts. Uncertain if it will work on pavement, might be able to lift the one side of the tennis court, and then re-coat it.

Discussions on LED Lighting may save money in the long run.

Mayor Welch is writing a grant for an electronic message board and for the radar sign.

Trustee Mott said they had a library meeting are planning to open Friday night and have a little open house to show off the new renovations.

Discussion on some work that Joe is going to be doing over the summer, the porch and the ramp.

Trustee Jones asked about sidewalks in the Village, if letters have been sent. Mayor Welch explained to the new Clerk Treasurer that the village will do sidewalks if the homeowner pays for the concrete. Joe will determine how many feet they can do. A committee may need to be formed to decide which sidewalks should be deemed priority.

Trustee Jonesmade the motion, Trustee Baldwin seconded to give permission to Ernest Cawley to hold a chicken BBQ on Bishop’s lot July 30, 2017. All ayes, Carried.

Trustee Mott made the motion, Trustee Winkler seconded to authorize clerk treasurer to transfer and amend budget as needed for year-end balancing and closing. All ayes, Carried.

Trustee Winker made the motion, Trustee Jones seconded to transfer $23,500.00 from A1640.110 central garage superintendent to A1640.100 central garage personal services to cover payroll for Superintendent. All ayes, Carried.

Trustee Baldwinmade the motion, Trustee Mott seconded to correct appropriation A1620.433 Gas- Garage and A1620.421 electric garage for $379.24. All ayes, Carried.

Clerk Treasurer Riker talked about the current meter software with Master Meter and how the Village been having issues with the reader and currently have been reading the meters manually for the last year. Master Meter did reach out and offer to bring the Tablet to try in July before making the decision to purchase one.

Clerk Treasurer Riker requested to change the current billing cycle for the water bills and amend the quarterly billings to fall in line with the fiscal year so re-levied water with bring accounts to a zero balance every May.

Trustee Jonesmade the motion, Trustee Baldwinseconded to change water billings beginning in September 2017 to align with the Village’s fiscal year and bill September, December, March, and June to allow water bills re-levied to zero out every Fiscal year in June. All ayes, Carried.

Trustee Winkler made the motion, Trustee Mott seconded to switch Insurance from Utica Mutual to NYMIR the cost is an increase of $5.00 and renews in June, this allows for a streamlined insurance. All ayes, Carried.

Mayor Welch said DPW crew has been out fixing guardrails by Bridge St., mowing, cleaning up after storm damage.

Mayor said we’re moving forward with the CDBG grant, waiting on paperwork to sign and can start getting the word out to residents that they may be eligible for home repair.
