School-Level Multi-Tiered Systems of Support (MTSS) Installation & Implementation Plan - Elementary Level

This document provides an example of school-level multi-tiered systems of support (MTSS) implementation plan that aligns with the work School Leadership Teams will engage in for the strengthening and use of Tier 1 School-wide Positive Behavioral Interventions and Supports (SWPBIS).

Goals

  • Install the components of an integrated behavior and reading Multi-Tiered System of Supports (MTSS) framework
  • Use the behavior and reading MTSS data, systems and practices with fidelity to improve student outcomes

Objective:

Strengthen implementation of School-wide Positive Behavioral Interventions (SWPBIS) with fidelity as measured by a Tier 1 scale score of 70% or higher on SWPBIS Tiered Fidelity Inventory (TFI) and a score of 2 on item 1.4 (Teaching Expectations) by Fall of 2017

Include SWIS Facilitator to SLT meetings in Winter/Spring of 2017 to ensure support for use of SWIS data in problem solving through examination of discipline referral patterns and use of drill down to develop precise problem statements for action planning
Develop a plan for when behavior data (outcomes and fidelity) will be shared with staff, families, district implementation team and school board
Create and share a status update for behavior data

Develop a summary report that will be used to gain staff agreement on what problems or concerns need to be addressed

Review / update your school-wide behavioral expectations and consider additional ways to make these more visible

Consider / address physical layout of common areas
Develop a supervision guide for common area(s) that are priorities that includes: definition of active supervision for each common area, expectations for the ratio of interactions, and details for correcting minor behavioral errors in each setting
Use STOIC format to develop revision proposal for new policies and procedures for the common area(s) that are priorities

Objective:

Implement Tier 1 with fidelity by maintaining a score of at least 70% on the Tier 1 scale of the SWPBIS TFI by May of 2018 resulting in a decrease of office discipline referrals.

Establish School Leadership Team (SLT) monthly meeting schedule for the 2017-18 school year
Work with SWIS Facilitator to ensure SWIS readiness remains in place
Provide an orientation to all faculty/staff on the following Tier I SWPBIS practices: (a) teaching school-wide expectations, (b) acknowledging appropriate behavior, (c) correcting errors, and (d) requesting assistance
Review problem behavior definitions, including which behaviors are considered minor, major office managed and major staff managed with staff prior to the start of the school year
Review how to complete the discipline referral form with staff to ensure consistency
Attend school-level data reviews in Winter and Spring of 2017-18 school year
Share SWIS data with school staff at least monthly throughout the 2017-18 school year
