1Introduction

1.1Project Background

The Environmental Improvement Project in YibinCity, SichuanProvinceis also named as Yibin Binjiang ring road project (YBRRP). It consists of road project, bridge and culvert project, protective project, landscape project and drainage project.

The construction of the proposed project will facilitate the swift connection among the districts and to achieve the ordered and smooth flow of passengers, freights and automobiles.It can activate the urban structure adjustment and improve the urban functions as well.Theproposed project will also play an active role in furnishing the corresponding municipal supporting facilities, strengthening the urban serving function and expanding the urban scale.

Moreover,the proposed project is located at the important characteristic area (called Binjiang) of Yibin. The proposed project on the riverside will provide the residents with a sound entertainment and leisure space and sightseeing along rivers. On the other hand, as a result of the smoother traffic and faster vehicle speed, the total exhaust emissions may be reduced and cause improvement on the ambient air and acoustic environment quality.

1.2Project Component and Its Main Technical Specifications

Theproposed Project is located in YibinCity, SichuanProvince,consisting of road project, bridge and culvert project, protective project, landscape project and drainage project. And it is divided into two parts, namely Line A and Line B. LineA belongs to reconstruction and extension project,laying along the left banks of the MinRiver and the Yangtze River from the MinRiverBridge at Jiuzhou Group, with a total length of 6688.51meters. Line B isa new road, arranged along the right bank of the JinshaRiver from the Cultural Square at the east district of Nan’an to No.4 Water Supply Works, with a total length of 3521.21 meters.The main functions of the project are transportation and relaxation. The total investment is RMB 574.06 million, of which USD 28.5 million is financed by the World Bank.

The project components of YBRERP are shown in Table 1-1. The main technical specifications of recommended scheme ofYBRERP are shown in Table 1-2.

1.3Objective of the Environmental Management Plan

The World Bank financed Environment Improvement Project in Yinbin Cityis of high grade design and strict environmental assessment, in order to minimize the social and environmental reverse impact as far as possible, and solve the left environmental problems through the environmentalreduction measures.

As to the inevitable environmental impact of the project, a main objective of the environment assessment is to determine the potential impact of the project, and make a set of measures which is feasible in technology, sustainable in financial affairs and operable during construction and operation phase. The mitigation measure has been determined in the environmental assessment report, and will be put forward reasonablyin the environment management plan, which is suitable for the construction and the operation phase.

The function of EMP is to list the measures during construction and operation phase, the measure for monitoring and organizations, to avoid or control the reverse environmental impact of the project, and to provide the specific activity for the implement of the measures. The EMP will be the important connection between the environmental counter-measures and the environmental mitigation measures determined by EIA.

1.4Basis of the Compilation

The environmental assessment report is prepared in compliance with the relevant environmentalprotection law, regulations and standards of the People's Republic of China (PRC) , safeguardpolicies of the World Bank, relevant regulations and planning documents of Sichuan Provinceand Yibin city, project design documents, technical specifications and internationalenvironmental agreements signed by China, etc.More specifically, the basis of the EIA is as follows.

According to the environmental condition and function in the construction area, as wellas the official letter titled“ Confirmed the execution standards of Yibin Binjiang River Encircling Road Project Environment Impact Assessment” issued by of Yibin Environmental Protection Bureau, the environmental standards applied for this assessment are determined as below:

The ClassⅡstandard of “Ambient Air Quality Standard”(GB3095-1996) is executed in the construction area. Specially, because the main pollutant of Yibin Tianyuan Co.Ltd is Cl2, the highest permission value of deleterious substance concentrationin residential areaof"Industrial EnterpriseDesign Hygienic Standard "(TJ36-79)is executed in the factory district.The detailed standard values are shown in Table1-4.

●Acoustic Environmental Quality

The Class Ⅳstandard of “ Environmental Noise Standard of Urban Area” is executed in the non-sensitive region within30m±5m both sides of the redline of road. Specially, ClassⅠstandard is executed to the noise sensitivity points, such asschool, hospital and sanatorium, and ClassⅡstandard to the other assessment scope. Details are shown in Table 1-5.

●Ecological Environment

Terricolous ecosystem: Water and soil loss assessment shall take the background value and the related professional standards as reference to protect the terraneouslife-form.

Hydrophytic ecosystem:The function of the “State Natural Reserve of Rare and Peculiar Fish in the Upper of the YangtseRiver”, as well as the main living condition of rare fish and the biologicvariety are not destroyed during or after the project construction.

1.5.2Standards of Pollutant Discharge

●Sewage: ClassⅠstandard of“Sewage Comprehensive Discharge Standard ”(GB 8978-1996) is executed. The detailed standard values are shown in Table 1-6.

1.6Environment Action Plan Composition

The environmental management plan was completedbased on the "Environmental Impact Assessment Report of Yinbin Binjiang River Encircling Road Project ". As an independent file, the plan contains all the environmental protection activity to be put into effect, providing guidance for the reduction measure, environmental management and environmental monitoring of the project in construction phase and operation phase. The environment action plan of the project is composed of the following parts:

1). Environment impact mitigation plan: refers to the managemiient activities to prevent or reducedisadvantageous impacts on1 environment;

2). Environment supervision plan: refers to the supervision activities to assure simultaneousimplementation of mitigation measures with the project;

3). Environment monitoring plan: refers to the monitoring activities to eliminate pollution duringconstruction and operation.

2.1.4Sensitive Spots of Ecological Environment

According to the results of the spot investigation,in the assessment scope of proposed project the sensitive spots of ecological environment mainly is the spots border with the project such as "The national Natural Reserve of Rare and Peculiar Fish in the Upper of the YangtseRiver. The construction activitieswhich possibly affect to the environment sensitive spots mainly are the guard wall, bridge and culvert excavation, filling construction and so on.

2.1.5Sensitive Spots of Social Environment

The proposed construct pass through the Yibin city, the demolishing quantity along the route is bigger, the demolishing business, institution and inhabitant of this project are the social environment sensitive object;In addition,the business and institution which are affected by construction and operation along the route, such as Tianyuan chemical plant,Yibin generate electricity Co.Ltd and so on,are also the social environment sensitive object of the project. The LiuchibeiPark and the White Pagoda Hill Beauty Spot are not in the scope of expropriation and demolishing of project along the route of section A, and the project construction will not directly affect them.
