Pursuant to paragraph 2 of Article 53 and paragraph 6 of Article 8 of the Rules of Procedure of the Government of the Republic of Slovenia ( Uradni list RS [Official Gazette of the Republic of Slovenia], nos. 43/01, 23/02 – corrigendum, 54/03, 103/03, 114/04, 26/06, 21/07, 32/10, 73/10, 95/11, 64/12, and 10/14), the Secretary-General of the Government hereby issues the following

Instructions

for the implementation of the Rules of Procedure of the Government of the Republic of Slovenia no. 10 – government material

Article 1

(Introductory provision)

These Instructions shall regulate in detail the content and form of materials produced by the Government of the Republic of Slovenia (hereinafter: the Government).

These Instructions shall not refer to proposed decisions of the Republic of Slovenia on EU affairs.

Article 2

(Cover letter)

The constituent elements of the cover letter to the material shall be defined in Enclosure 1, which shall form an integral part of these Instructions.

The constituent elements of the cover letter addressing the implementation of internal procedures prior to a decision being taken at a government session shall be defined in Enclosure 2, which shall form an integral part of these Instructions and shall be drafted in a separate file.

Article 3

(Core material)

The constituent elements of the core material for a proposed law and proposed decree shall be defined in Enclosure 3, which shall form an integral part of these Instructions.

The core material shall follow the cover letter referred to in paragraph 1 of the preceding Article.

Article 4

(Draft implementing regulations)

The constituent elements of the draft implementing regulations, whose issuance is determined in the proposed law, shall be defined in Enclosure 4, which shall constitute an integral part of these Instructions.

Article 5

(Cover letter and core material template)

The cover letter and core material containing regulations or any other act with a uniform identification code (EVA) shall be drafted on the basis of a uniform proposal, which is an integral part of the information system for the drafting of regulations (hereinafter: the IPP) and shall be sent to the Secretariat-General of the Government via the IPP.

Article 6

(Termination)

On the day these Instructions enter into force, the Instructions for the Implementation of the Rules of Procedure of the Government of the Republic of Slovenia no. 10, nos. 00400-7/2013/12 of 12 February 2014 and 00400-5/2014/19 of 12 May 2016, which shall apply until 31 August 2017, shall cease to be in force.

Article 7

(Final provision)

These Instructions shall enter into force on the day following their publication in the Government Information System and shall become applicable on 1 September 2017.
