Departmental Overview: / Development Services looks after all the ongoing development proposals in the Municipality and incorporates the Statutory Planning unit, the Building unit and the Engineering Services unit
Position Objectives: / To supervise the traffic management and the strategic transport planning functions of the Engineering Services Unit and provision of development for traffic and transport related projects for Council’s capital works program and any external transport related programs as required.To provide an effective and efficient traffic management and transportation service.

Key Responsibility Areas: /
- Ensure the investigation and resolution of traffic, parking and transportation issues raised by the general community, Council and other internal Departments are carried out in an efficient, timely and professional manner. Including investigation, consultation, and assessment of options, development, design and implementation of solutions.
- Ensure the provision of professional, timely and accurate traffic and transport engineering information and advice to the general community, Councillors, the Engineering Services Coordinator and other Council Departments.
- Provide leadership, guidance and direction for staff working on projects assigned to the Transport Team.
- Ensure the effective and timely delivery and development of Council’s Transport related annual Capital Works Program and external funding submissions as required. Including detailed design for construction handover.
- Lead the development and deliver the implementation of transport strategies and their associated action plans for Council’s adoption, including meetings and public consultation as required.
- Ensure the provision of specialist traffic management advice in relation to new developments especially subdivisions and more complex developments as part of the planning approvals process.
- Ensure the preparation of accurate and timely traffic management and transportation reports to Senior Management and Council.
- Represent Council on various committees, at public meetings and other forums in relation to traffic management and transportation.
- Provide assessment input and guidance in relation to internal and external project bid submissions or project briefs and tender preparation.

Organisational Relationships: / Position Reports to:Engineering Services Coordinator.
Supervises:Senior Transport Engineer, Transport Engineers, Special Projects Officer, Project Engineer, Technical Officer, as required, External traffic and design consultants, as required.
Internal Liaisons: All Council Employees
External Liaisons: Federal, State and Local Government Agencies, Statutory Authorities, Consultants and various groups and individuals from private enterprise and local community.
Accountability and Extent of Authority: / This position is accountable for the effective management and efficient delivery of traffic and transport services; for being an effective team leader on Council’s traffic management and transportation related projects, for participating in the development of traffic management or transportation policy with a focus on sustainable transport initiatives and behavioural change; for assessing and reviewing functional layout plans and engineering designs for traffic projects to ensure they meet accepted traffic standards and are safe; for advising the Engineering Service Coordinator on matters likely to impact on the traffic and transport management service.
The position is also accountable for ensuring the provision of professional, timely and accurate traffic and transportation engineering advice and recommendations to Senior Management, Council and the community.
Judgment and Decision Making: / This position is authorised to supervise staff and resources (including engaging external consultants), make decisions and take actions on matters relating to traffic management and transport issues subject to Council’s policies, objectives and budgets with review from the Engineering Services Coordinator.
The position is authorised to sign all correspondence relating to Traffic Management issues. However, matters of a sensitive or “political” nature are to be discussed with the Engineering Services Coordinator.
Specialist Knowledge and Skill /
- Ability to provide quality traffic and transport management service for Council.
- Ability to solve traffic management problems through analyses, discussion, negotiation and teamwork by applying established and accepted engineering techniques and principles.
- Ability to undertake complex investigations.
- Ability to represent Council in dealings with external liaisons.
- Knowledge of the principles and practices of budgeting and accounting/financial procedures.
- Ability to prepare complex traffic management reports and correspondence.
- A very good knowledge of the Local Government Act, VicRoads guidelines, Austroads and other specific transport related documents.
- A very good understanding of established Civil Engineering practices and principles, Council’s policies and practices, relevant Australian Codes, Standards and Guidelines and community expectations and requirements.
- An appreciation of major traffic management and transportation issues and an understanding of Council’s long term goals, values and aspirations.
Management Skills /
- Excellent time management and administrative skills to balance competing priorities to achieve Council’s goals and objectives.
- Management of staff and resources including consultants in relation to traffic management issues, including the planning and organising of work undertaken by staff. Understanding of relevant personnel policies and practices.

- Ability to gain cooperation and assistance from and consult and negotiate effectively, impartially and successfully with all internal and external liaisons.

Qualifications and experience: /
- Degree in Civil Engineering or Traffic Management or an equivalent Engineering qualification recognised by the Institution of Engineers, Australia.
- Extensive experience in Local Government Engineering with a high content of traffic management.
- Completion of additional training or studies in staff management and Municipal Engineering.

- Ability to undertake complex and sensitive tasks and to provide accurate and timely advice on transport related matters.
- Experience in researching analysing and applying creative thinking and problem solving within area of responsibility.
- Sound knowledge and understanding of land use and transport strategies of all tiers of government together with substantial knowledge of legislation, process and practices relating to transport systems and planning by all levels of government.
- Demonstrated knowledge of and experience in strategic transport engineering, planning and traffic management for roads, public transport, walking and cycling.
- Demonstrated skills in the preparation and implementation of transport strategy plans and traffic management policies.
