What is a Commencement Notice?
Pursuant to 1997 Building Control Regulations, Commencement Notices must be lodged, subject to certain exemptions, to the Building Control Authority (Longford County Council) by any person who intends to carry out any works or change of use on their property. LongfordCounty Council is the statutory Building Control Authority for the administrative areas of both:
- Longford Town Council and
- Longford County Council.
When do I submit a Commencement Notice?
Notices should be submitted not less than 14 days and not more than 28 days before the commencement of such works - It is probably preferable to define works as the first physical act of construction.
What form should the Commencement Notice take?
Commencement Notice forms may be obtained from the Planning Departments at Longford County Council or Longford Town Council or can be downloaded from our websites.
What happens if I don’t submit a Commencement Notice to the Building Control Authority?
The primary responsibility for compliance rests with designers, builders and building owners. Building control authorities have power to inspect design documents and buildings, as well as powers of enforcement and prosecution, where breaches of the regulations occur.
There are heavy penalties, including fines and imprisonment, for breaches of the regulations. In addition, when it comes to selling your property, you may have difficulties if you cannot satisfy the purchaser's solicitor that the requirements of the regulations have been met.
Finally, there is no facility within the Building Control Regulations for a relaxation on the requirement to submit a Commencement Notice; therefore the Building Control Authority cannot accept a Commencement Notice after the required period.

Phase for this commencement notice:
A commencement notice should be given at the start of each phase of development. Insert the number of the particular phase that this commencement notice is relevant to, e.g. 1st, 2nd.

Additional Notes
Fee payable
A fee of €30 is payable for each unit of development (e.g. A residential development of 5 houses will require a fee of €150 to be paid the authority).
Submission date
A valid Commencement Notice must be submitted to the authority at least 14 days in advance of the commencement of any development work on site. The maximum period allowed for prior notification to the authority is 28 days.
