17138  REPORT FROM RURAL HOUSING ENABLER – David James apologised for being unable to attend and provided a verbal update re the land purchase in Dingestow by MHA. This is progressing and solicitors have been instructed. Planning permission has not yet been obtained but when an application is submitted local consultation will be held on design matters etc.

17140  MATTERS ARISING FROM THE MINUTES of 11 July

17129 – Workplace Pension – it was noted that NALC advises councils to obtain professional advice before setting up a pension scheme – advisor to be sought.

17130 – Tregare bus shelter – there is still confusion about ownership of the shelter but MCC have no objection to a local group ‘tidying up’ the shelter

17111 – Change of Signatories – Unity Trust Bank do not require the same information as the Co-operative bank, an account can be opened on deposit of £500. The details of signatories can be provided online, the Bank will then send out signature forms and deal with the switching. A fee is payable – to be discussed at the next meeting.

17085- Annual Governance Report – External Audit now concluded and will be reported to the next meeting – notices to be displayed in notice boards and on website.

17141  POLICE REPORT - PCSO Mason apologised for being unable to attend but provided the following written report. Recent incidents include:–

DINGESTOW: Dog left in car 15/06/17

Theft of belongings 20/06/17

MITCHEL TROY: Criminal damage to a car 04/07/17

CWMCARVAN: Theft from property 11/07/17

WONASTOW: Three men in building site 18/06/17

YOUR VOICE UPDATE

The Police are about to start our next round of Your Voice surveys. The current action plans are going to be closed off, but the issues monitored. If they arise again in the new Your Voice priorities, then new action plans will be created .

SPEEDING

Patrols and speed monitoring checks have been carried out. Speeding drivers have been stopped appropriate action taken.

Recent results for Mitchel Troy Village 426 vehicles over a three and a half hour period::

04/03/17 – Highest recorded speed of 43 mph, average speed of vehicles during session 25mph

11/06/17 - Highest recorded speed of 38 mph, average speed of vehicles during session 29.85mph

31/08/17 - Highest recorded speed of 44 mph, average speed of vehicles during session 31.15mph

RURAL THEFTS

Hi visibility patrols throughout the rural areas due to a rise in rural crime. Stop checks on person/vehicles acting suspiciously.

A recent night time rural operation with assistance from Abergavenny and Usk officers, and the dog section. The results:

15 stop/checks over 5 hour period in areas of Usk, Goytre, Raglan and Mitchell Troy area (identified as vulnerable to recent crime).

4 stop/checks were of well-known criminals, vehicles searched and persons removed from the area.

1 Male arrested for possession of Amphetamine

1 Male driver prosecuted for Road Traffic related offence - £100 FPN and 3 points.

This issue will continue to be monitored over the new coming months due to darker evenings and the usual rise of crime in the winter months.

17142  COUNTY COUNCILLOR’S REPORT – Cllr John reported::

- he had arranged and attended a site visit with MCC officers and community councillor in Dingestow - it was agreed that signage, speed monitoring and better lighting would be tried;

- a similar site visit in Wonastow (the Link Bridge) also had a positive outcome;

-MCC street lighting policy to turn off lights midnight to 5a.m would not affect the Mitchel Troy ward because there are too few lights;

- Mitchel Troy House, planning application rejected, largely on traffic grounds;

- complaints received about heavy construction traffic taking shortcuts through Wonastow.

17149  CONSULTATION ON ELECTORAL REFORM previously circulated electronically. Agreed Cllrs will

respond individually and comment as a Council will be considered at the next meeting.

17150  CWMCARVAN VACANCY – it was noted that Mr S Evans, a local resident, had indicated an interest in

representing the Cwmcarvan ward. Agreed he would be contacted and asked to write to the Clerk demonstrating his interest and eligibility.

17151  TRAINING FOR NEW COUNCILLORS it was noted that recently waiting for council approval had meant that Cllrs Connor, Godfrey and Wall had been unable to obtain places on a training course because it was already full. Agreed that, as long as it remained within budget, relevant new councillor training booked and later reported to council
