CLASS TITLE:SENIOR HUMAN SERVICES PROGRAM SPECIALIST

ALLOCATION FACTOR(S)

This is work planning, monitoring, and evaluating a major statewide treatment, services, or rehabilitative program; developing and coordinating statewide behavioral modification programs; planning, developing, and implementing policies and procedures for the medicaid program; or assisting in planning, developing, and coordinating the nonmedical phases of the public health programs.

EXAMPLES OF WORK PERFORMED:

  • Develops program manuals, policies, procedures, standards and rules for a highly complex and major statewide program, such as detention, mental health, community control, commitment, intake, and/or economic services.
  • Develops methods for monitoring and evaluating quality of service and compliance with rules, policies, and statutes.
  • Monitors program procedures to ensure that standards and policies are complied with.
  • Develops statewide legislative budget issues.
  • Develops grant proposals and other documentation required for securing available funds for demonstration and experimental programs.
  • Reviews and evaluates the behavioral modification plans and programs to meet the changing needs and overall objectives.
  • Develops and implements program monitoring plans; develops and implements various program monitoring methodologies and techniques; and/or designs, implements and monitors program corrective action plans.
  • Monitors, by on-site visits, the quality of statewide juvenile rehabilitative programs and determines improvements and adjustments needed to insure program effectiveness and efficiency.
  • Provides liaison, guidance, and assistance to all areas for overall agency program coordination.
  • Performs related work as required.

MINIMUM QUALIFICATIONS

  • A bachelor's degree from an accredited college or university and four years of professional experience in health, social, economic or rehabilitative programs.
  • A master's degree from an accredited college or university can substitute for one year of the required experience.
  • Professional or nonprofessional experience as required above can substitute on a year-for-year basis for the required college education.
