MINUTES OF THE PARISH COUNCIL MEETING

HELD ON 9th JANUARY 2017

IN REDWOOD DRIVE COMMUNITY CENTRE

1.  1. Apologies for absence. (Reasons to be given to the Clerk in advance of the meeting)
2.  Apologies were received from Cllr’s Mrs Belli, Orford and Williams.
3.  2. Declarations of interest for any agenda item.
Cllr Hallam declared a personnel interest in item 7 paragraph 4.
6.  3. Signing of the minutes. To accept the Clerk’s notes from the meeting held on 12th December 2016.
It was proposed by Cllr Mrs Hopkins and seconded by Cllr Edwards that the minutes of 12th December 2016 were a true record of the meeting and they were agreed to be signed.

7. 
4.  Matters arising from the last meeting. Only for discussion.
None.
5.  To receive and accept a letter of resignation from Cllr Mrs S Garner.
It was proposed by Cllr Barnshaw and seconded by Cllr Gallagher that they accept the resignation and a letter of thanks is sent to Mrs Garner.
All Agreed. Carried.
6.  To receive an interest from a resident to be co-opted onto the Council.
An email had been received from a Mr Thomas Bayston who was interested in the vacancy of Councillor on Waddington Parish Council.
It was proposed by Cllr Barnshaw and seconded by Cllr Gallagher that they co-opt Mr Bayston onto the Council.
All Agreed. Carried.
Mr Bayston was in attendance at the meeting so he joined the Council.
9.  7. Clerk’s Report and Correspondence.
The Clerk informed that due to the resignation of Mrs Garner she required a volunteer for the Finance Committee and Playing Field Trust Committee.
Cllr Bayston volunteered to be on the Finance Committee.
Cllr Hallam informed that if needed he would be on the Playing Field Trust Committee.
Cllr Richardson suggested that all new Councillors should attend the Councillors Training Course. Cllr Mrs Hopkins asked that they contact LALC and see if they are willing to come to Waddington and do the Councillors training for the whole Council.
The planning application to have the condition removed for the Sidney Hall Field gate has been granted.
A letter of thanks has been received from Sharon’s Christmas Dinner Group, for allowing them to use the Community Hub.
It was proposed by Cllr Gallagher and seconded by Cllr Barnshaw that they give the group the use of the Community Hub again for Christmas 2017.

8. Finance
(a) Finance Meeting and Precept. To accept the Clerks notes from the Finance Meetings on 28th November and 12th December 2016. To discuss and accept the budget / precept set by the Finance Committee.
It was proposed by Cllr Mrs Hopkins and seconded by Cllr Richardson that the minutes of the Finance Meeting on 28th November and 12th December 2016 were a true record of the meeting and they were agreed to be signed.
5 agreed, 6 Abstentions. Carried.
It was proposed by Cllr Mrs Hopkins and seconded by Cllr Richardson that they accept the budget / precept set by the Finance Committee.
All agreed. Carried.
(b). Monthly finance report – to receive and accept the monthly finance report.
It was proposed by Cllr Gallagher and seconded by Cllr Mrs Barnshaw that the finance report be accepted.
All agreed. Carried.
a.  (C) Signing of cheques. To resolve to authorise the BACS payments listed by the RFO. And certify invoices.
It was proposed by Cllr Gallagher and seconded by Cllr Mrs Barnshaw that the BACS payments and invoices could be signed.
All agreed. Carried.
9. Urgent matters for attention – Items which the Chairman is of the opinion should be considered as a matter of urgency due to special circumstances.
None.
10. ‘In Camera’ item.
It was proposed by Cllr Mrs Hopkins and seconded by Cllr Gallagher that in view of the special /confidential nature of the business about to be transacted it is advisable in the public interest that the press and public be temporarily excluded and they are instructed to withdraw.
All agreed. Carried.
a) Burial Ground. To discuss the issues with the burial ground.
It was agreed that the Clerk would contact LALC for the official line.
b) Foss Dyke Band. To discuss any progress with the new lease.
The new lease should be complete within the next two weeks.
11. Date of the next meeting. The next Parish Council Meeting will be on Monday 13h February 2017 in the Community Hub.

Open Forum

RAF

Flt Lt Pritchard informed that the Aircraft Sorties that are taking place are the normal, this is as busy as it will get. The invites for the Senior Citizens lunch will be going out end of February and the Freedom of Lincoln Parade is on the 7th April.

Cllr Spence commented that on Thursday night the aircraft engines had been running up to 10.10pm.

Flt Lt Pritchard informed that there are noise embargos but he would clarify what they were and get back to us.

County Councillor

Cllr Mrs Talbot informed that the highways issues that were brought to here before Christmas are still ongoing because of Christmas and New Year.

She has received a query from a resident regarding the village green and Malt Kiln Lane and vehicles parking on the green. She has spoken to Cllr Gallagher regarding the ownership of the roads around the green and she will look into it further and get back to the residents.

Cllr Gallagher informed that the gentlemen that had contacted Cllr Mrs Talbot isn’t a resident he lives in Newcastle Upon Tyne and it is his mother’s property, who has deceased that he is dealing with.

Cllr Edwards asked who to speak to regarding the road markings, since the turning off of the lights between Waddington and Harmston the road markings a woefully insufficient, and between Waddington and Bracebridge Heath.

Cllr Mrs Talbot informed that she would email them.

Cllr Mrs Hopkins added that in the same email could she also mention the state of the road in Manor Lane. Cllr Mrs Hopkins also asked that when they do their budget for next year, could she make a suggestion on behalf of residents, regarding the street lights being turned off at night. A lot of resident in Lincolnshire work in food processing industries etc, that actually start shifts at 6am, so would it cost a lot to bring the lights on at 5am.

Cllr Hallam commented on the drainage between Waddington and Bracebridge Heath.

Cllr Spence commented that by the Wheatsheaf there is often a strong smell of sewage, there could possibly be a blocked pipe.

Cllr Mrs Talbot will pass on all the comments to the portfolio holder.

District Councillors

Cllr Cawrey informed that LCC have started to do archaeological work on the Eastern Bypass route, which is quite interesting as they have found as they have archaeological sites spanning 12,000 years down by Washingborough. NKDC have launched again for this winter the winter wellbeing scheme, this is for situations where when we have temperatures of 3 degrees Celsius or below for more than 24 hours, snow on the ground or frost and exceptionally inclement weather such as gale force winds etc. So you can contact NKDC if you can’t get out and they have volunteers who will bring you a food parcel for £16 or you can have a pet parcel for £14.

Cllr Burley informed that the Chairman of NKDC is having a quiz night on the 20th January, Brains of NK, £7 per person which includes a light super, teams of 6.

The Energy Switch, definitely worth while putting your name down, they will look at your energy supply and look to see if they can get you one cheaper.

The property on Blind Lane is now up for sale, sealed offers are being asked for closing date at the end of January. There is also another empty property come up on Hollywell Road, which is being looked at.

Cllr Pennell informed that it has been a quiet period with Christmas and New Year, but NKDC are working towards the budget. He has been contacted by a resident on Station Road, who thinks the way you come off Station Road onto his driveway needs adjustment likewise the footpath, he will look into it further and then speak to Cllr Mrs Talbot and add it to highways. Also, the footpath between Station Road and Brant Road where there is working being carried out, the footpath is being cleared up at night, so Cllr Pennell is looking to see if there is a Planning Condition on the Planning Permission.

Cllr Pennell added that it was good to see that the Planning Application to have the condition removed on Sidney Hall Field for the gate to the Car park, has been approved. Therefore, the Council no longer have to lock the car park at night.

Cllr Gallagher informed that the planning application for 42 homes on Station Road has been granted, the developer will be Lafford Homes and that is NKDC new building company, they are now going into building new houses to try and make a profit to offset the rates.
