JCEC Plan Form and Membership

All units of local government who are eligible to receive a JABG award are required to establish a Juvenile Crime Enforcement Coalition (JCEC). When establishing a JCEC, unless impracticable, individuals representing police, sheriff, prosecutor, state or local probation services, juvenile court, schools, business, members of faith communities, fraternal, non-profit, or social service agencies involved in crime prevention must be included.

JABG grant recipients must submit a JCEC Membership List on the form provided in this guide. If you are unable to include representation from any of the suggested groups, please note the reasons for this exclusion on the Membership List form. Additional representation from other groups involved in crime prevention, but not listed among the eight categories listed above, is encouraged. The JCEC can be an existing committee or group as long as it conforms to JABG membership guidelines.

The JCEC’s mission is to meet and develop a coordinated enforcement plan for reducing juvenile crime. This plan should be based on an analysis of juvenile justice system needs within the community receiving the award. This analysis should determine the most effective use of funds to achieve the greatest impact on reducing juvenile delinquency, improving the juvenile justice system, and increasing accountability for juvenile offenders. Ideally, this analysis will be based on current empirical data.

The JCEC Plan should consider the need for a broad range of prevention, intervention, and treatment strategies designed to address the issues of community protection, accountability and/or competency development within the juvenile justice system. Proposed programs and services should be developed and implemented through positive, collaborative relationships among JCEC members and related to the needs identified in the crime reduction plan.

The Juvenile Crime Enforcement Coalition Plan is intended to help communities determine how best to address juvenile justice needs and gaps in services. It should include:

A. Identified a Broad Needs Statement (community-wide, not just a need statement for the individual project): Information about the juvenile justice needs, priorities, and concerns in the community as identified by the JCEC. Please describe the process and data used by the JCEC in the identification of those needs.

  2. Abstract of project to be funded with JABG award (1paragraph). What will your project be doing?
  3. How do you plan to evaluate the impact of your program?
  4. Please provide detailed explanation as to how proposed budget expenditures relate to the overallJCEC Plan for the next year.
  1. Briefly describe existing programs, services, and personnel currently within the jurisdiction to address the issues of juvenile crime.
