Meeting began at about 9:00 AM.
1.Call to Order: Rick Boser, Region Director, called the meeting to order and introductions were conducted.
2.Approval Minutes: Unanimously approved.
3.Director’s Remarks:
Boserdescribed this year’s competition and overall participation.
- 26faculty registered for conference.
- 120 students, 20 teams from 13 schools are registered for competition.
Breakdown (Registered): 10 commercial, 7 heavy/highway, and 3 design/build. - National Teaching Award: No nominations to date.
- Outstanding Educator Award: One nomination.
4. Associate Director’s Remarks:
Schmidt asked all coaches to be certain to read the rules and stay away from their teams. No contact with your teams is allowed until after their presentation.
- National Teaching Award - No further comments.
- Outstanding Educator Award – One nomination was received and reviewed by an ad hoc committee comprised of Chapin, Coleman, Park and Boser. As a result of the review, Dr. Robert Von Bernuth was selected to receive the Outstanding Educator Award for Region 3. .
(Editor’s Note: Due to time constraints of visitors, the agenda order was modified as needed for the remainder of the day.)
- Future Regional Meeting:
- Design-Build participation has remained low with only 3 teams in each of the last two years. Some regions have had sponsor/judge decline to participate for low attendance competition. Lemke explained concern for low participation. Asked “why?” this may be happening and how to improve the participation? Schmidt indicated that other competitions like NAHB and MCAA entice students through nice venues (Orlando, Palm Springs) and also do not require all participants to travel. Instead, the students work over a longer period of time and submit proposals. Top proposals are invited to attend the conference for their presentation. Boser indicates that many schools lack the expertise in design-build. Von Bernuth suggested that competition teams each need a faculty sponsor and perhaps not enough faculty are willing to take on the DB competition. Mezzo indicated that this is BallState’s first participation but he plans to expand that participation. Schmidt suggested a job fair as a draw for students. Struebersuggests that the faculty should look at their odds of winning—much less for 10 teams in commercial than 3 in design-build. Crow emphasized that design is minimal. The design of the façade of a structure comes in many forms. Cost, budget, and schedule are the most important, then add the beauty. Uwakweh suggested combining with another region for that contest. Lemke will send all schools a copy of their video CD to give all an insight to the competition and encourage participation.
- Location for next year: MSOE offered to host. Schmidt pointed out that the region has not decided to move away from the centralized location. That would have to be agreed to before we could entertain requests to host the competition. Then, a call for offers to host would be in order from all schools. Much discussion ensued. Some pros: The 3-year commitment has provided a very good price. The hotel has been very accommodating, not too concerned with movement of furniture and willing to work with us regarding rooms. Central location has obviously increased faculty participation, as evidenced by the large number present today.
Some Cons: The primary negative has been that the effort of competition coordination has fallen on the shoulders of the Region Director by default. Others have not stepped forward to take this on for 3 years now. In addition, coordinating for a distance adds some difficulty. However, Boser states that he has very good records of needs and costs.
Motion made by Uwakweh: Keep the competition in a central location (Downers Grove or other) for 3 more years. Motion was seconded and the question was called. 8 in favor. 7 opposed.
A Competition Management Committee will be formed this afternoon. (Later in the meeting: Uwakweh, Coleman, Strueber, and Stein agreed to serve on the first committee. They were elected by acclimation.) Potential positions for these members are: Overall Coordination of Team Activities, Professional Development, the Competition itself, and Sponsor Development and Support (fundraising).
Suggestions made: Make this a standing committee. Include 2 members for “host” schools—having them come onto the committee 1 year prior to their year to host then continue the 2nd year to host. Therefore, alternate years that these 2 people enter the committee.
Regional Meeting Management Committee:
Volunteers: J.D. Coleman, James Stein, James Strueber, and Ben Uwakweh.
- Joe Nasvik - Engineer with Hanley Wood & ACI member to discuss increasing involvement in ACI by students and faculty. He stated that it is clear that student involvement is directly related to faculty participation. Gave a short presentation about ACI. The group discussed how to increase this involvement.
7.e.Multi-year agreement: We need to think about our regional policy that we would allow the national judge the first right of refusal. We run into situations where we have interested local or national companies but defer to the sponsor for National competitions. The delay or refusal in acceptance by that National sponsor creates a problem securing an alternate sponsor. It also reduces the ability for more sponsors to be involved—to the detriment of the regional competition and industry-institution-student interaction.
8.Director nominations are due by December 1st. Elections will be held (one vote per school) via e-mail following the semester break (in January). Uwakwehstated that the original intent of the Assistant Director position was to rotate in the Assistant Director to the Director role as is done in National.
HCSS Presentation was held prior to break for lunch.
Afternoon session began at 1:00 with the completion of the Business Meeting.

13.New Business:
A. Uwakweh expressed his concern regarding faculty development at the Regional meeting. He asks that members send Schmidt () their teaching and research interests so they may be posted on out web site.
B.Chapin initiated a final discussion regarding MSOE’s proposal to host the next Regional. He points to the fact that the decision was made by one vote. After some discussion, the point was made that the meeting and competition must be organized. Uwakweh emphasized that there are no metrics to gauge our performance. He points out that we are now meeting the needs of this organization.
