Specifications for Aluminum Coils

Specifications:

12" UNPAINTED CONVERSION COATED ALUMINUM SUBSTRATE MATERIAL SUITABLE FOR THE MANUFACTURE OF REFLECTORIZED MULTI-YEAR VEHICLE LICENSE PLATES

Alloy temper: 3105-H12, width: critical 12" with a tolerance of plus .010" minus .000" (12.000" to 12.010"), thickness: gauge 21 (0.027) plus/minus .002 critical as per ANSI-H35.2-1997 section 3.1.

The aluminum coil shall comply with ASIM specifications B-449-67, class 2.

Aluminum shall meet Michigan Specifications dated June 1998.

Coils must have 18"-20" cores, with maximum O.D. of 48"

Coating weight: Must be coated with 10-30 milligrams per square foot with a median of 15 milligrams per square foot as optimum.

Ultimate strength: 17 ksi (min) to 25 ksi (max)

Minimum yield strength (0.2% offset) 12 ksi

Elongation on 2” standard specimen 15% (min)

Quality: Must be able to withstand embossing with all steel dies at 3/32 inch height without breaking, cutting or appreciable warping.

Service finish: Unpainted aluminum must be treated with a chrome-free conversion coating such as Bondertite 1455 or equivalent. Coating shall be free of any powdery residue, oil, or other foreign matter which may affect adhesion of reflective sheeting.

Packaging:

1.  Coils of 12 inches wide aluminum substrate must be wound to a nominal weight of 2,000 to 2,500 pounds. The coils must have 18 to 20 inch cores with a maximum outside diameter of 48 inches. The coils must be packaged on pallets with a total weight of not more than 5,000 pounds per pallet.

2.  Coils must be separated by 2 inches by 2 inches wood spacers and must be packaged sufficiently to ensure proper protection against environmental circumstances.

3.  Each coil must be securely banded both around the circumference and through the eye of the coil to prevent telescoping.

4.  Coils must be free from edge damage, as caused by cable marks, forklifts, dull cutting dies, rough separator disks or any other causes that result in rough, wavy or damaged edges. Coils must be coiled straight, and fairly tight with no more that 1/16 inch interweave.

5.  A securely attached packing slip, legible without removal, must be attached to each pallet and must indicate the size, gross weight, net weight, and contract release number.

6.  Packaging and containers, etc, shall be in accordance with supplier’s commercial practice and shall meet the requirements of Department of Transportation and rail and motor carrier freight classifications in effect at time of shipment, which will permit application of the lowest freight rate.

7.  The cost of all pallets and containers shall be included in the bid price and become the property of Michigan State Industries.

8.  Coils must be placed on the truck so that the coils can be unloaded by driving a forklift truck onto the rear of the delivery truck.

Delivery:

Shipments shall be delivered within thirty (30) days after the receipt of order. Any variations in delivery schedule after order placement must be approved by the Factory superintendent. Deliveries will be accepted Monday through Friday between 8:00 A.M. and 1:30 P.M. only. Morning deliveries are preferred. Deliveries will not be accepted on State of Michigan holidays.

Items delivered must meet factory superintendent’s approval. Overages or shortages in excess of 5% will not be accepted. There shall be nothing loaded on or in the truck other than the items being delivered to Michigan State Industries. Michigan State Industries reserves the right to require that all deliveries be made directly to the factory. At least 24 hours prior to delivery of an order, the carrier shall call the factory superintendent at 517-263-3500 ext 30 and provide the information for Law Enforcement information Network (L.E.I.N.) clearance of the delivery driver.

Contracts should be aware that there is a possibility of a mobilization at any of the correctional facilities which prohibits delivery carriers entering the facility at time of arrival. MSI will not be responsible for any additional charges which may arise due to delivery delays caused by a mobilization.

Pricing

This purchase shall be based upon a published fluctuation base cost plus a fixed processing cost for each of the items. Fluctuating base cost is defined as published daily in the London Metal Exchange or the Midwest Average Transaction Price, whichever is lower.

Bid price shall be a fixed dollar amount (processing cost) to be added to the average price for the month prior to the month of issuance of the purchase order.

The fixed processing cost includes all cleaning, surface treatments, painting, packaging and delivery to the specified Michigan location.

Bidders are advised that the amount bid shall be the processing cost only. Do not include the base cost.
