Meeting Minutes
Board Members and Staff Present:
Billie Holden-Chair, Sarah Grooms, Todd McDaniel-Public Works, Todd Thorn-citizen, Bob Clark-citizen, Orlando Gonzalez , Leah Vanderstoep-citizen, Crystal Hasey-citizen and Nattalie Cariker
Chairwomen Billie Holden called the meeting to order at 7:05 p.m.
Approval of Nov. 11, 2014 meeting minutes:
Nattalie Cariker made a motion to approve and Sarah Grooms seconded. All were in favor.
Paths and Parks in Omak/Pathway Group pamphlet:
The group did the trifold pamphlet with map for this meeting. The group would like to see this attached to the city website so it can go out to the public. Todd McDaniel said this could be done. Todd Thorn mentioned the idea of markers for each item on the map. Sarah Grooms mentioned they had discussed markers but it came down to funding. Everyone discussed the trail markers and what to use. We decided to take out the marker sentence on Walking Path section for now. The group will meet to determine what logo to paint on road and sidewalk indicating trails. We discussed where to distribute the pamphlets and to encourage businesses to print additional copies for their customers. Sarah Grooms made a motion for council to review the pamphlet and map. Nattalie Cariker seconded. Motioned carried.
Landfill pathway map:
Todd Thorn discusses the notes attached to the map. Refer to notes for complete information. Sarah Grooms asked Todd McDaniel if he checked out liability for city concerning people on the old landfill. Todd McDaniel said he checked on this issue. There needs to be signs and the use of the landfill needs to be approved by council. Everyone discussed cleanup of the red trail because of the debris. Todd McDaniel said public works could gather the garbage up if it is in piles. Todd Thorn mentioned there is parking at the PUD substation. Todd McDaniel mentioned he could speak to the PUD and find out if citizens could use the area for parking. Todd Thorn mentioned that Todd McDaniel discussed mowing the path so people would know where to walk. In the sandy areas of the trail there could bea marker. Everyone discussed the goat heads in the area. Todd McDaniel wanted to further discuss and work on this. Todd Thorn said he would discuss with the group a date and time for cleanup and would advise.
Kiwanis Park/Park Improvements:
The improvements would be completed by Kiwanis members in celebration of the Kiwanis 100 year anniversary. Nattalie Cariker discussed the Kiwanis Park improvements. She talked about fixing the chain link fence on two sides of the park, the concrete at the bottom of the basketball hoop and adding privacy plastic slats to the chain link fence by basketball court. A metal holder for balls and bags could be a project the Boy Scouts could complete. She also said a larger Kiwanis sign which includes the naming of Key Club and the Builders Club. There was discussion of benches which was thought to be a good addition. There was discussion of adding a horse shoe area but there was concern about space and injury. The group liked the idea of fixing up the park.
Park Use/Cleaning deposit:
Sarah Grooms mentioned that she saw items still up froma party that hadn’t been cleaned up at the Eastside Park pavilions. Sarah thought there should be a cleanup deposit or bill to promote users to clean the area after use. Todd McDaniel said he spoke with Ralph Malone and Kathy Lobell about this issue. Todd McDaniel said the issue will be dealt with through public works at this time.
Other Business:
Sarah Grooms made a motion to approve Feb. 10, 2015 minute meetings and Nattalie Cariker seconded. Motioned carried.
Todd McDaniel mentioned that the mosquito project isworking. The Eastside Park bathrooms and showers are going to be locked in the evenings to minimize vandalism.
