A CONCURRENT RESOLUTION
TO COMMEND AND CONGRATULATE SERGEANT PHILLIP CAIN OF HORRY COUNTY ON BEING NAMED MYRTLE BEACH POLICE OFFICER OF THE YEAR.
Whereas, Sergeant Phillip Cain has been a faithful servant of the Myrtle Beach Police Department for the past thirteen years and has proved himself to be one of the police force’s finest officers; and
Whereas, throughout his career, Sergeant Cain has been active in both police and civic events that include riding one hundred fifty miles in the Multiple Sclerosis Bike Ride in which he raised four thousand four hundred dollars; and
Whereas, Sergeant Cain has been selected as the District Director for the Special Olympics Torch Run and has designed the Tshirts for the Myrtle Beach March of Dimes fundraiser; and
Whereas, he directs the city’s Beach Patrol and has worked to improve its operation, developed a system that documents who owns the sailboats that operate within Myrtle Beach, and established a vigorous training system designed to improve the physical condition of the Beach Patrol Officers; and
Whereas, Sergeant Cain has completed numerous assignments that include scheduling over two hundred officers for the Memorial Day weekend celebration and overseeing more than fifty officers during the HarleyDavidson Weekend; and
Whereas, he has been selected to serve on both the C.E.R.T. and S.O.R.T. Teams as a supervisor, helped to implement the night court, and created a “Flush Plan” to alleviate traffic congestion during major weekends; and
Whereas, Sergeant Cain and his wife are the proud parents of two children; and
Whereas, it is fitting and proper for the members of the General Assembly to recognize Sergeant Phillip Cain for his commitment to the Myrtle Beach Police Department and his community. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly of the State of South Carolina, by this resolution, commend and congratulate Sergeant Phillip Cain of Horry County on being named Myrtle Beach Police Officer of the Year.
Be it further resolved that a copy of this resolution be forwarded to Sergeant Phillip Cain.
