Explanatory notes

1 This unit standard is intended for, but not restricted to, workplace assessment. The range statements within the unit standard can be applied according to enterprise specific equipment, procedures and processes.

2 Safety of personnel and plant must be a priority throughout the assessment. If the safety requirements are not met the assessment must stop and the candidate will be assessed as not yet competent.

3 Performance and work practices in relation to the outcomes and evidence requirements must comply with all current legislation, especially the Electricity Act 1992 and any subsequent amendments, and any regulations, codes of practice recognised under that statute, Health and Safety in Employment Act 1992, the Resource Management Act 1991, and their subsequent amendments, electricity supply industry codes of practice and documented enterprise procedures. These include the latest version of, Safety Manual – Electricity Industry (SM-EI) Wellington: Electricity Engineers’ Association.

4 The phrase in accordance with industry requirements is implicit in all outcomes and evidence requirements in this unit standard.

5 Definitions

Industry requirements include all asset owner requirements; manufacturers’ specifications; and enterprise requirements which cover the documented workplace policies, procedures, specifications, business, and quality management requirements relevant to the workplace in which assessment is carried out.

Asset owner refers to the owner of an electricity supply network that takes its point of supply from Transpower NZ, and delivers electricity to industrial, commercial and residential customers.

6 This unit standard is intended for use in the assessment of Distribution and Transmission Line Mechanics and Cable Jointers, and all terminology and workplace assessment should be related to that sector of the industry.

7 Assessment of practical skills against the outcomes in this unit standard requires three practical observations from three different workplace activities, one of which may be conducted in a simulated training environment. Evidence requirement 2.6 may be assessed against in a simulated workplace activity.

Outcomes and evidence requirements

Outcome 1

Describe procedures for an electricity supply services pit rescue.

Evidence requirements

1.1 Incident evaluation procedures are described.

1.2 Requirements for assistance in terms of equipment and personnel are described.

1.3 Planned climbing route is described.

Range includes but is not limited to – time and safety restrictions, access, hazards.

1.4 Assessment of victim’s condition is described.

Range clear of energised supply, victim position, airway open or closed.

1.5 Victim raising methods are described.

Range single person rescue, two person team rescue.

1.6 Basic life support and first aid methods are described.

1.7 Incident reporting requirements are described.

Range includes but is not limited to – requirements of relevant legislation, industry quality management requirements, SM-EI.

Outcome 2

Conduct an electricity supply services pit rescue.

Evidence requirements

2.1 Utility service pit is inspected to ensure the rescuer’s safety in accordance with SM-EI.

Range includes but is not limited to determining – voltage, victim clear, victim in contact with supply, supply connection, climbing route plan, personal protective equipment, rescue equipment.

2.2 The need for assistance is determined.

Range includes but is not limited to – site assistance, outside assistance.

2.3 Pit is entered using planned route.

2.4 Condition of victim is determined in accordance with SM-EI.

Range clear of energised supply, victim position, airway open or closed.

2.5 Victim is raised in accordance with SM-EI.

2.6 Basic life support and first aid are administered to the victim.

Outcome 3

Report on an electricity supply services pit rescue.

Evidence requirements

3.1 Statutory bodies are advised of incident.

Range includes but is not limited to – Ministry of Business, Innovation and Employment, Worksafe New Zealand.

3.2 Incident information is recorded.

Range includes but is not limited to – requirements of relevant legislation, industry quality management requirements, SM-EI.
