Northwest RallySprint Supplemental Regulations (appendix A) (rev 3 kl 03-17-17)

1. Event Description:

Name: DirtFish SCCA NorthWest RallySprint

Location: DirtFish Rally School, 7001 396th Dr. SE, Snoqualmie, WA 98065

Sanction: This event is sanctioned by the Northwest region of the Sports Car Club of America (SCCA)

Insurance: This event is insured through the SCCA

3. Supplemental rules: There is a revision number and date on the cover page. These Supps may be updated prior to the event. The revision number and date will be your verification that you are looking at the most recent edition. Revisions will be made in italic

3. License: Any person driving in the RallySprint must possess a valid driver’s license from their home state. No other competition license is required.

4. Entry: $325 SCCA member

4.1 Day of Event Schedule: March 19th, 2016

7:00 AM – Gates at Dirt Fish open, main entrance

7:35 – 8:30 AM – Registration open (early is best!)

7:15 – 8:30 AM Tech is Open

8:30 - 9:00 AM – Competitors’ Meeting (mandatory)

9:20 – 12:00 - Recce/parade lap then Hot Laps

12:00-12:30 PM – Service/lunch

12.30--4:00 PM – Recce/parade lap then Hot Laps

~4:30 PM – Awards and departure

4.2 Payment: By credit Card through registration only

4.3 Refunds: 20% refund charge until March 15th 2017. After March 15th 2017: No refunds

4.4 SCCA Membership: Any participant that is not an SCCA member must buy a weekend membership.

4.6 License: Any person driving RallySprints must possess a valid driver’s license from their home state. No other competition license required.

4.7 Number of entrants: Open

4.7.1 The event will be limited to a team. A team consists of a driver and co-driver. A team is not officially entered until all required entry forms and materials are submitted and payment in full is received. A “waitlist” will be maintained in the case of withdrawals.

4.7.2 Because of the road configuration that may be used, it may be possible for two teams to use the same vehicle. Each team must register separately

4.8 Entry Paperwork:

4.8.1 For an entry to be considered complete, the following must be submitted:

-Fees: entry, weekend membership – submitted online

-Required driver, co-driver and crew information – submitted online

- Rally vehicle info

4.8.2 Be prepared to show a valid drivers license at registration

4.8.3 Waivers: All team members and crew (everyone is included) must sign the required waivers upon entering the property. No exceptions.

5. Competitors: All drivers and co-drivers will attend the competitor meeting at 7:30.

5.1 RallySprint competitors must register and run as a team of at least (2) two. There is a Driver and a Co-driver/navigator. The registered Driver must drive for that team during the entire event. Any runs not completed by the registered Driver will be deemed as DNFs. Any switch in co-drivers must be cleared through scrutineering for personal safety equipment first.

6. Timing: Stage timing will be in minutes and hundredths

6.1 A 30 second penalty will be given if a marker/pylon is upset or totally displaced. A 2 minute penalty for each missed gate.

7. Special Stages: There will be two distinct stages, run multiple times. One stage will be used in the morning; the second stage will be used in the afternoon.

8.1 Morning stage: length is TBA miles

8.2 Afternoon Stage: length is TBA miles

8. Stage and Transit Notes:

8.1 Stage notes will not be provided. A course map(s) will be provided with cautions marked.

8.3 Chicanes may be used on the stages to limit speeds as necessary.

8.3.1 The intent of the chicane is to decrease your speed before a dangerous area of the course. If a total of 15 items are displaced you will be disqualified from further competition. Think of the chicane features as trees....don't hit them.

8.3.2 Chicanes will be noted on course map.

9. Recce: There will be one pass recce for each stage. Recce must be done in the competition car. Recce will be parade style, with approximately 30 seconds between cars. Max speed during recce is 30 MPH. This is not a practice run.

10. Car numbers: Each competitor may choose his/her car number. In the case of duplicate numbers, an SCCA

membership will provide priority in choice. If neither entrant is an SCCA member, the first entrant registered will have priority.

10.1 Car numbers are not supplied by the event and are the responsibility of the entrants.

10.2 Numbers: Car numbers should be 8” tall and 1.25” brush width minimum. (rally standard). It is the competitor’s responsibility to have the correct number on the competition car when arriving at the starting gate. Any competitor with an incorrect number or incomplete number will be given a DNF for that run.

10.3 Vehicles: Race vehicle, tow vehicle and service vehicle must have assigned race number on both side of vehicles.

11. Scrutineering: Race vehicle and personal safety equipment must be inspected and approved before any vehicle or person may begin competition. A “tech” form is included on the website to assist teams be properly prepared

12. Event Decals: Event supplied decals: There are SCCA decals, Dirt Fish decals, and event decals that must be on the rally vehicle. They will be provided to you at registration. Any run completed without proper decals (placement and count) will be counted as a DNF.

a.  The (2) event header stickers are to go in the area above the numbers, the customary event header location for Rally America.

b.  The (3) “DirtFish” Event stickers. One is to go front and center of the hood. The other 2 stickers may be either on both front fenders or both rear fenders

c.  The (2) SCCA stickers may be either on both front fenders or both rear fenders.

12. Service:

12.1 General: The service area will be crowded. Please keep your area as compact as possible.

12.1.1: Ground cover: a tarp should be placed down under the vehicle before performing any work.

12.1.2 Trash: This is carry in – carry out. Do not leave garbage around, including cigarette butts.

12.2 Fueling:

12.2.1 Teams should bring enough fuel to run the day. There is no fuel availability on the site and there may not time to leave to get fuel.

12.2.2 Fuel Depot:

a.  Fueling of rally vehicles will be done only in the designated fuel depot area. No fueling inside any building.

b.  While fueling, an additional team member must be at the vehicle being fueled with a fire extinguisher.

c.  Penalty for failing to abide is 2 minutes first offense, disqualification upon second offense.

d.  No smoking cigarettes or any other matter in the fuel depot or within 100 feet.

12.3 Repairs: Jacking of vehicle:

a.  Jack stands will be used any time more than one wheel is off the ground during service.

b.  A jack stand will be used if only one wheel is off the ground and a crew member is under the car.

c.  Penalty for failing to abide is 5 minutes per offense

12.4 Service vehicles: Only one service vehicle per team will be allowed in the service area. All other vehicles

shall be parked in the designated truck/trailer parking area.

12.5 ON-STAGE EMERGENCY PROCEDURES SAFETY FIRST!!

12.5.1. If a competition vehicle stops on a stage:

a. The team must display the OK sign if they are in fact OK to course workers. If a team

member is injured and needs medical assistance, the RED CROSS must be displayed. A vehicle disabled on course will trigger a red flag and red flag radio call and thus the course will be stopped until the course has been cleared of disabled vehicle and reopened.

12.5.2. If an incident has occurred and the team is still in the car, no OK/+ sign is displayed:

a. The Red Flag will be called for on the radio and the course stopped.

b. The nearest course worker will assess the situation and inform control by radio.

12.5.3. Upon notification of the Red Cross situation, the stage will be immediately stopped and medical personnel dispatched from stage start with a radio operator to communicate necessary information.

12.5.6. Once the Red Cross is displayed, it must remain displayed. All following competitors must stop and render assistance as needed. Unnecessary teams should then continue to the finish of the stage at transit speed.

12.5.7. After the situation has been cleared, the workers at the start control will inform competitors as to how to proceed. At this time, the Red Cross should be removed from the accident scene.

12.5.8. The driver of any vehicle involved in a rally related accident resulting in personal injury or property damage must fill-out an Incident Form.

12.5.9. If a team has crashed and is not visible from the stage road, or leaves the stage road, and does not require medical assistance, they must still show the OK sign to all passing teams.

12.5.10 Note: An “OK” situation may change to a RED CROSS situation. The above procedures are to be followed beginning with the display of the RED CROSS sign.

13. Sweep: There will be at least two sweep vehicles. In the case of an incident, a sweep vehicle may be dispatched to clear the road. Disabled vehicles will be dealt with as necessary, when time allows.

14. Food and beverages:

14.1 Food and beverages: Teams are advised to bring their own food/beverages for the day. There may not time to leave to get food/beverages off site. There is no consumption of alcoholic beverages before or during the RallySprint.

15. Spectating: All persons attending the RallySprint will follow instructions of the marshals. Team members and crew members have no special viewing privileges and must spectate only in approved areas.

16. Scoring:

16.1 All stages/runs will count.

16.2 DNF

16.2.1 A team that does not finish a stage (DNF) may restart the RallySprint at a later stage with permission from the event steward (chairman).

16.2.2 A team that has DNF’d due to an incident involving impact, must be cleared by tech before restarting.

16.2.3 Any legs not completed will be scored as a DNF. They will be given a time equal to the slowest time in their class on that stage/run + 2.00 minutes.

17. Results: Final results will be posted to: nwrallyassociation.com

18. Awards: Awards will be presented to the top team2 teams per class. There will be trophies for 1st and 2nd place only per class.

EVENT SPECIFIC RULES – DirtFish SCCA RallySprint
a. Noise Limit There will be a 96dbA noise limit measured at 18 inches and 45 degrees. This will be enforced.
b. Smoking: No smoking cigarettes or any other matter in the designated Service/Paddock Area, the Starting area, the Finish area, Timing, Race control or within 100 feet of service. There will also be no smoking of any matter in ANY of the buildings, outhouses or within 25 feet of them. Absolutely NO littering of any type and especially not cigarette butts. No exceptions will be made. We are visitors to this property. Let’s leave it as clean, or cleaner than we found it!

c. Run Groups: Each Run Group will do a Recce/Parade Lap before starting competitive laps. There is no stopping on course for note taking. Maximum speed is 30MPH on the Recce/Parade laps. This is NOT a practice run. First offense for either of these rules will be a warning and second offense will be a (2:00) two minute penalty added to your first lap following the infraction. If any competitor attempts to run any of the course at or near race speed during the parade lap you will be disqualified from further competition.

d. Vehicle allowance in paddock area: One tow vehicle and trailer as well as one service vehicle per team is allowed. Vehicles must ALL be numbered on both side with assigned race number or they will not be allowed into paddock area.
