A.  ADMINISTRATION

B.  CONSENT AGENDA

1.  Approval of Minutes February 17, 2016 Minutes (Enclosed)

2.  Approval of Payments February 2016 Warrants (Enclosed)

3.  Accept Monthly Buy & Sell Transactions January and February 2016 (Enclosed)

C.  ACTION ITEMS

1.  Nomination of Officers to the Joint Powers Board Nomination Form (Enclosed)

Jim Meshwert will be retiring from SIG effective April 30, 2016. With this office vacancy of President and any movement this may cause the Slate of Officers. The Executive Committee will approve the new slate of officers to be forwarded to the Joint Powers Board for election.

Recommendation: Nominate one individual for each officer position and forward to the Joint Powers Board for elections for a period beginning May 1, 2016.

2.  Revised Joint Powers Authority Bylaws Approval JPA Bylaws (Enclosed)

Upon final review of the revised JPA Bylaws including a couple of small corrections plus as additional change to Article 3, it is recommended the newly Revised Bylaws to be presented for approval to the Joint Powers Board.

Recommendation: Approve the recommendation to the Joint Powers Board to accept the newly Revised Bylaws.

3.  Joint Powers Authority Policies JPA Policies (Enclosed)

While comparing the policies to our new Agency documents, many policies did not match our current practice and were not included in the new Agreement, Bylaws or Program Documents. Changes to the enclosed packet are listed on the revised policies that required changes to either comply with our practice or current law.

Recommendation: Approve the recommendation to the Joint Powers Board to accept the newly Revised Policies.

4.  Joint Powers Authority Program Documents JPA Program Documents (Enclosed)

During the Agreement, Bylaws, and Policy revision process, new Program Documents were developed for the Employee Benefits Program, Workers Compensation Program and the Property Liability Program. Information pertinent to each program was consolidated into its own Document for easier access.

Recommendation: Approve the recommendation to the Joint Powers Board to accept the newly created Program Documents.

5.  Health Net Rates 2016-2017 Health Net Rates (Enclosed)

Health Net Medical Rates for 2016-2017 for the current plans.

Recommendation: Approve as a recommendation to the Joint Powers Board, the Health Net Medical Rates for 2016-2017 for the current plans.

6.  Sutter Health Plus Rates 2016-2017 Sutter Health Plus Rates (Enclosed)

Sutter Health Plus Medical Rates for 2016-2017 for Placer County Districts.

Recommendation: Approve as a recommendation to the Joint Powers Board, the Sutter Health Plus Medical Rates for 2016-2017 for Placer County Districts.

7.  Western Health Advantage Rates 2016-2017 Western Health Advantage Rates (Enclosed)

Western Health Advantage Medical Rates for 2016-2017 for Placer County Districts

Recommendation: Approve as a recommendation to the Joint Powers Board, the Western Health Advantage Medical Rates for 2016-2017 for Placer County Districts.

8.  Delta Dental Rate 2016-2017 Health Net Rates (Enclosed)

Delta Dental Rates for 2016-2017 and utilize the Waiver dollars to fund the deficit.

Recommendation: Approve as a recommendation to the Joint Powers Board: maintain the 2015-2016 Delta Dental Rates for 2016-2017 and utilize the Waiver dollars to fund the deficit.

9.  VSP Vision Rate 2016-2017 Vision Rates (Enclosed)

VSP Vision Rates for 2016-2017 with no change from 2015-2016

Recommendation: Approve, as a recommendation to the Joint Powers Board, the VSP vision rates for 2016-2017. The rate will remain the same as the 2015-2016 year.

10.  Life Insurance Rate 2016-2017 Life Insurance Rates (Enclosed)

Life Insurance Rate for 2016-2017

Recommendation: Approve, as a recommendation to the Joint Powers Board, the life insurance rate of $0.12 per $1000 for 2016-2017.
