Organisation, Powers & duties of officers & employees

Organization – General Administration of Bikaner Division is entrusted with interdepartmental coordination work in Bikaner division, coordination with other divisions/ zonal Railways ,HQ office, construction department , workshops Diesel sheds on North Western Railway, arrangements during various functions, meetings, inspections, visits of higher officers from Headquarter office and Railway Board etc.,liaison with civil administration and monthly progress report for achievements on division and ensuring good industrial environment for maximum output ,Revenue earning and safe and punctual running of trains.

General Administration Department is headed by Smt. Manju Gupta,Divisional Railway Manager, a Senior Administrative Grade (SAG) officer, assisted by Sh. Jeet Singh, Additional Divisional Railway Managerand 14Branch officers.The various branches are as under:-

Functions & Duties of General Administration
  1. Monitoring of compliance on directives issued from Railway Board & Head Quarter. Coordination between branches.
  2. Administrative decisions to be taken according to powers delegated to officers under Schedule of Powers, issued from HQ. Other cases are forwarded to headquarter office for further necessary action.
  3. Organisation of important meetings and functions.
  4. Ensure compliance of letters,
  5. Monitoring of inspections by Officers and Supervisors. Day to day administration of the Division.

Important & major decisions regarding policy matters, appointment, transfer & promotion of staff, staff welfare, creation of posts, and requirement of additional assets/facilities are taken by the branch officer. Beyond the competency, matter is referred to Addl. DRM/DRM or HQ office as per procedure.

The targets are set by the Zonal Railway, HQ office for the divisional HQ for the financial year. Alldepartmentare act to achieve the targets set for the division. Certain parametersare to followed as per guidelines & instructions issued by the Railway Board, HQ office to the division.

  • There is a public forum i.e. DRUCC/ZRUCC represents the public and these are authorized for holding meeting with Divisional administration.
  • There is a system of holding informal/ formal meetings in the forum of PNMs/PREM meeting with trade unions & other associations at suitable interval. The issues regarding establishment, staff welfare, operational aspects, service related matters are discussed to resolve the same.
