PREFACE:

This staff handbook has been assembled to consolidate, in a convenient form, policies and practices so that they may be readily available to new as well as experienced teachers in the system. It is the duty of all staff to read the WRITTEN POLICIES OF THE BOARD (particularly those pages dealing with personnel), the NEGOTIATED AGREEMENT, the STAFF HANDBOOK, and the STUDENT HANDBOOK and keep informed of these policies and practices and to abide by them.

The material covered within this staff handbook is intended as a method of communicating to employees regarding general district information, rules, and regulations and is not intended to either enlarge or diminish any Board policy, administrative regulation, or negotiated agreement. Material contained herein may, therefore, be superseded by such Board policy, administrative regulation, negotiated agreement, or changes in state or federal law.

Any information contained in this staff handbook is subject to unilateral revision or elimination from time to time, without notice.

No information in this document shall be viewed as an offer, expressed or implied, or as a guarantee of any employment duration.

GENERAL INFORMATION

Board Members

The Legislature of the State of South Dakota delegates the Board responsibility for the conduct and governance of district schools. The board members, as elected by the residents of the Viborg-Hurley School District 60-6, are as follows:

Board Meetings/Communications

Regular Meetings

The Viborg-Hurley Board of Education shall hold a regular meeting the second Monday of each month. The meeting will begin at 7:00 PM each month throughout the year and will alternate between the Viborg and Hurley buildings.

Meeting agendas will be posted on the school website, at the school office and sent to the local paper at least 48 hours prior to the meeting and for special meetings by delivering, mailing or telephoning the information to the media who have requested the notice. For special meetings the Board shall comply with the 48 hour notice to the extent that circumstances permit.

The superintendent and the business manager shall prepare an agenda in advance of the meeting. Board members, through the superintendent’s office or the chairman of the board, may place items of business on the agenda. A person or group desiring to meet with the board should make arrangements through the superintendent’s office at least 48 hours in advance of the meeting. However, these items must be placed on the agenda in accordance with policy specified in board policy. All regular and special meetings are open to the public. Any legal meeting of the board may be adjourned to a specific time and place. Only items on the agenda of the meeting adjourned may be acted upon at the adjourned meeting.

Special Meetings

Special meetings may be called by the chairman of the school board or in their absence by the vice chairman. Notice shall be given to the superintendent and business manager and all members in sufficient time to permit their attendance.

Executive Sessions

The board of education may also meet in executive or closed meetings for the sole purpose of considering student, employee issues; communication with their attorney; and labor negotiations. However, any official action concerning such matters shall be made at an open official meeting. An executive session shall be held only upon a majority vote of the members of such body present and voting. The board chairman shall declare the board out of executive session upon completion of matters discussed.

Minutes and Resolutions

The school board of the school district shall approve the minutes of every meeting of the board within forty-five days after such a meeting. The presiding officer of the school board and the business manager shall sign the minutes of all regular and special meetings of the school board after they have been approved by the board. Within twenty (20) days after a meeting of the board, the school board shall cause to be published in the designated legal newspaper (SDCL 13-8-35), published within the district, a full account of the unapproved proceedings at such a meeting of the board, giving a detailed statement of all expenditures of money with names of the person to whom payment is made, and showing the service rendered or goods furnished, a detailed statement of receipts, and balance on hand. The salaries of teachers and other employees of the school district shall be published after the July meeting (SDCL 6-1-10). A copy of a motion shall be carefully recorded. The names of those who make motions, second motions, and those who vote a yes or a nay shall be recorded. The chairman shall declare the motion adopted or defeated and sign the resolution. The official minutes shall be bound and kept in the custody of the business manager, and remain as permanent records of the school district.

Public Participation at Board of Education Meetings

All meetings of the Viborg-Hurley Board of Education, except executive sessions, are open to the public. It is the policy of this Board to act on all actions openly and to conduct all deliberations leading to the resolution of an item or concern, in public, except as otherwise authorized by statute. At all meetings of the Board, a specific time is designated on the meeting agenda for recognition of visitors, delegations, or other communications. The purpose is to give recognition to constituents of the district for input regarding agenda items.

The Board invites and welcomes public comments and suggestions, but also recognizes its responsibility to conduct the business of the district in an orderly and efficient manner.

Board Policies

Approved board policies can be found in the policy books located in the office and teacher’s workroom. These are available to all staff and should be reviewed periodically. It is your responsibility to familiarize yourselves with the policies that specifically apply to you.

District Philosophy:

The Viborg-Hurley Board of Education is committed to a philosophy of services to students. The objective is to assist each student in developing as a mature individual and as a contributing member of society. The Board believes that this objective can best be met through the development of a school program with the scope to encompass the intellectual physical, civic, and social needs of children in a democratic society.

The Viborg-Hurley Board of Education realizes that an effective public school program must be directed toward the common needs of all students, but also may consider the unique differences and needs of the individual.

The Viborg-Hurley Board of Education recognizes that the guardianship of public education is a trust and an obligation – that the goals of education are fundamentally the goals of democracy. The Board believes that its purpose and objectives can best be realized when the program of education is directed through written policies based upon statute and on the needs of the individual student.

STAFF OPERATIONS AND STUDENT OPERATIONAL PROCEDURES

Absences

Sick Leave

Each full time employee shall be entitled to 10 sick leave days per school term without loss of pay. Sick leave shall accumulate to 50 days. Sick leave for part-time employees shall be pro-rated on the basis of the contract based on 10 days per year, accumulated to 50 days.

Teachers using zero (0) or one (1) day of sick leave in a school term are eligible for an incentive payment of $125.00 minus deductions for that school term. The school term is a full academic year. For the first year of consolidation, sick days already accumulated will be kept by each retained certified staff member.

Sick leave may be used for the following reasons:

a)Any illness of an employee which requires employee to be absent from ones job.

b)All 10 days per year (minus 1 one day for the sick leave bank, if applicable) may apply to family leave-- sickness of spouse, child, stepchild or parent.

c)At the discretion of the administration, teachers who can schedule doctor related appointments so their time gone from school can be covered by in-house substituting, will be granted time off with no deduction from sick leave.

d)The number of unused sick leave shall be reported to each employee by the business manager at the end of each year or on each pay stub if possible.

Sick Leave Bank

Any Viborg-Hurley employee who is granted an accumulation of fifty (50) sick days may contribute one (1) day of sick leave each year to the Sick Leave Bank. Sick day contribution forms will be prepared and distributed to all new eligible employees. New employees wishing to contribute a day of sick leave will return the completed signed form, to the Business Manager no later than September 15th of the school year. Membership will be renewed automatically each year until the employee notifies the Business Manager in writing of their intent to not participate, prior to September 15th. There will be no cap to the number of days that can be accumulated into the Sick Leave Bank. At the end of each school year, the business manager will notify the staff of the number of accumulated days that are in the Sick Leave Bank. To be eligible to use the fund, an employee must have contributed to the Sick Leave Bank each year such participation has been available. First year employees must have contributed to the fund before applying for additional sick leave days from the fund.
