PLEDGE

The City Council meeting was opened with the pledge of allegiance led by Mayor Dearborn.

CALL TO ORDER

The regular meeting of the City Council was called to order at 7:00 P.M. by Mayor Dearborn.

ROLL CALL

The following Aldermen were present for Roll Call: Alderman Bradford, Bumbalough, Hamilton, Salazar, and Jacobs.

Also present were Clerk Worent, Public Works Director Ghidina, Fire Chief Amundson, Police Chief Pentecost, Attorney Tibbs, Deputy Clerk Ratliff, and Deputy Treasurer Minson.

Treasurer Babb, Alderman Steele, and Engineer Good were absent.

PRESENTATION OF JOURNAL OF PROCEEDINGS

Alderman Salazar made a motion, seconded by Alderman Bradford to approve the regular minutes of the July 14, 2014 meeting. Roll Call Votes: Ayes-Alderman Salazar, Bradford, Bumbalough, and Hamilton. Alderman Jacobs abstained. Nays – none. Motion passed.

Alderman Bradford made a motion, seconded by Alderman Jacobs to approve the executive minutes of the July 14, 2014 meeting. Roll Call Votes: Ayes-Alderman Bradford, Jacobs, Hamilton, Salazar, and Bumbalough. Nays – none. Motion passed.

REPORTS OF CITY OFFICIALS

Mayor

The Men’s Club cleaned up the area behind the building used at Spook Hollow. Mayor Dearborn inspected it and is pleased with the appearance.

The vehicle licensing ordinance has been revised. Copies are in all council members mailboxes for review, and any feedback will be discussed at the August committee meeting.

Mayor will be out of town from August 1st through August 10th.

There has been interest in the church property for sale at 101 Grant Road. Inquiries on whether this could be rezoned from Commercial to Residential, and if a Morton building could be set there.

Clerk

No report from Clerk Worent.

Treasurer

In Treasurer Babb’s absence, Deputy Treasurer Minson said the Revenue and Expense report and the June Treasurers reports have been completed.

The reservations for those attending the IML conference in September are done. They can be obtained from Deputy Treasurer Minson.

Attorney

No report.

City Engineer

Absent. No report.

Communications

Clerk Worent read a “thank-you” card from Cathi Sipes of the Marquette Heights Library. They appreciated and enjoyed the K-9 demonstration that Lieutenant Dan Nelson and Syrus presented on Wednesday, July 9th at the library.

CITIZENS WISHING TO ADDRESS THE COUNCIL

George Ampole and Regina Naugle of 309 Hamilton Road inquired about the necessary steps to change the zoning at the 101 Grant Road church property from Commercial to Residential. They want to purchase the church and live there. They need to present an accepted real estate (Offer to Purchase) contract to the City Office that includes a contingency clause for the zoning to be changed to residential. After being published in a local newspaper, and surrounding residents being notified of the hearing, a Zoning Board hearing would then be set. The Council makes the final zoning determination.

REPORTS OF STANDING COMMITTEE

Water and Sewer - Alderman Steele

In Alderman Steele’s absence, Public Works Director Ghidina stated the blue tower inspection is set for Tuesday, July 29th.

Law Enforcement – Alderman Hamilton

Alderman Hamilton and Chief Pentecost will commence meeting monthly, beginning in August.

Streets - Alderman Bumbalough

The Men’s Club recognition plaque for the new entrance sign has been ordered.

Public Buildings/Parks – Alderman Jacobs

No report.

Fire - Alderman Bradford

No report.

Finance/Planning – Salazar

Alderman Salazar made a motion, seconded by Alderman Hamilton, to approve paying the bills: General Fund: $76,644.00, Motor Fuel: $-0-, Wheel Tax: $-0- Water: $8,298.21, and Sewer: $2,019.86. Roll Call Vote: Ayes – Alderman Salazar, Hamilton, Bradford, Bumbalough, and Jacobs. Nays - None. Motion passed.

OLD BUSINESS None.

NEW BUSINESS

Approve purchase of check valve

Alderman Bumbalough made a motion, seconded by Alderman Bradford to approve purchase of a check valve, shut off valve, and labor at well #4. Cost not to exceed $5,000 for both valves and labor. Roll Call Vote: Ayes – Alderman Bumbalough, Bradford Salazar, Jacobs, and Hamilton. Nays–None. Motion passed.

CITIZENS WISHING TO ADDRESS THE COUNCIL

Men’s Club President Bob made council aware of a new sign at the entrance, recognizing Danielle Smiths’ All American status at ICC this past season.

ANY OTHER BUSINESS PERTAINING TO THE CITY

Justin Hamilton, 205 Cavelier Road, spoke about the Wellness Program he has proposed for the employees and residents of Marquette Heights. He asked council to read his proposal and have it discussed at the next committee meeting.

Alderman Bumbalough made a motion, seconded by Alderman Hamilton to enter into executive session to discuss personnel. Roll Call Vote: All Ayes. Motion passed.

Council exited regular session at 7:45 p.m. and entered executive session.

Council resumed regular session at 8:00 p.m.

ADJOURNMENT

Alderman Bradford made a motion, seconded by Alderman Bumbalough to adjourn the regular City Council Meeting at 8:01 p.m. Voice Vote: All Ayes. Motion passed.
